Nos últimos anos, novas formas de intervenção estatal contra a pobreza vêm sendo implementadas, especialmente sob a forma de políticas sociais focalizadas nos grupos mais vulneráveis da população, como os programas de transferências condicionadas de renda. Essa alteração no padrão de políticas sociais voltadas para o combate à pobreza ocorre em diversos países da América Latina, e não só no Brasil, destacando-se, por seu escopo e relevância em análi-ses comparativas internacionais, os programas existentes no México (Oportunidades) e no Chile (Chile Solidário). ResumoO artigo explora alguns pontos de discussão em torno do Programa Bolsa Família, partindo de uma caracterização dos desenhos institucionais dos programas de transferência de renda no Brasil, desde as experiências municipais até os programas federais Bolsa Escola e Bolsa Família. Ao final, discutem-se os principais desafios na sustentabilidade futura do programa.PaLaVraS-cHaVE: Bolsa Família; políticas sociais; pobreza; desigualdade. AbstRActThe article explores issues related to Programa Bolsa Família, taking as its starting point a characterization of the institutional designs of cash transfer programs in Brazil, from municipal-level experiences to the federal-level programs Bolsa Escola and Bolsa Família. It ends by taking issue with the main challenges lying ahead of those programs.
Sistemas nacionais de políticas públicas definem os macroparâmetros para a implementação, com potencial para induzir agendas, disseminar capacidades institucionais e gerar certa convergência nos padrões de provisão no nível subnacional. Neste artigo, testamos se tais efeitos de coordenação ocorrem mesmo em uma área recentemente estruturada como política pública: a assistência social. À luz dos instrumentos de coordenação definidos pelo Sistema Único de Assistência Social (Suas), o presente trabalho tem um duplo objetivo. Primeiramente, analisamos os níveis gerais de implementação dos serviços de proteção básica ofertados pelas unidades do Centro de Referência de Assistência Social (Cras), unidades mais capilares para prestação dos serviços, verificando se os parâmetros nacionais incrementaram o nível geral de implementação e reduziram desigualdades. Em segundo lugar, verificamos se capacidades institucionais locais estão relacionadas com a implementação. Avançamos empiricamente, em relação à literatura disponível, ao construir indicadores originais para mensurar a implementação dos serviços; com base em dados do Censo Suas do período entre 2011 e 2016, elaboramos indicadores para caracterizar a provisão de serviços e benefícios, assim como os recursos humanos e a estrutura física das unidades do Cras. Os resultados indicam que, de fato, houve incremento nos níveis de implementação ao longo do tempo, com tendência à convergência entre esses equipamentos em todo o Brasil e entre regiões e municípios de diversos portes. Uma parte dessa variação é explicada pelas capacidades locais. Embora positiva, essa associação é fraca, o que ressalta a importância de estudos sobre os contextos de implementação e a governança multinível.
A partir dos dados da PNAD 2004, este artigo aponta alterações no consumo entre a população pobre das regiões metropolitanas brasileiras. Sugere-se que a discrepância entre o aumento do número de pobres e a melhora dos padrões de consumo relaciona-se a um conjunto de transformações estruturais profundas, associadas ao papel das políticas públicas, a variações na estrutura de preços, a mudanças no tamanho da família, à transformação do papel da mulher e a maior oferta de crédito.
This article points out changes in consumption among poor people in Brazil. It is suggested that the discrepancy between the increasing amount of poor people and the improvement in consumption standarts is related to a wide variety of structural changes, among which public policies, variation in price structure, smaller size of families, new role played by women and increasing credit supply
This article examines the governance of social assistance in the City of São Paulo by considering the interplay between the federal normative acts that conform to the Unified System of Social Assistance (SUAS) and the decisions taken at the municipal level, in order to better understand multi-level governance in federal contexts. We demonstrate that federal-set policy parameters matter but they are not sufficient to understand how policies are implemented at the local level. Hence, the article revises some established assumptions about the local implementation of social policies in federal contexts. We argue that the governance of social assistance at the municipal level can be understood by the combination of the following aspects: 01. the power resources, capacities and constraints available for state and civil society actors; 02. the interactions and disputes between these actors in formal and informal arenas; 03. the main ideas supported by relevant actors and the instruments they use to transform ideas into policy actions. Our results show that agency at the local level matters even for nationally regulated policies. Moreover, the historical process of capacity building matters not only to state actors, but also to civil society organizations.
Departing from Roberto Michels's classic analysis of oligarchy, we provide a structural analysis of the concept based on social network analysis. We define oligarchy as a social network that exhibits three structural properties: tight interconnections among a small group of prominent actors who form an "inner circle"; the organization of other actors in the network through the intermediation of this inner circle; and weak direct connections among the actors outside the inner circle. We treat oligarchy as a global property of social networks and offer an approach for measuring the oligarchical tendencies of any social network. Our main contribution is to operationalize this idea using a "rich club" approach. We demonstrate the efficacy of this approach by analyzing and comparing several urban networks: Sao Paulo urban infrastructure networks and Los Angeles and Chicago transportation policy networks.
This dissertation deals with the issues of residential segregation in the city of São Paulo. It argues that segregation has a significant impact on the access to public policies among the poorest population. Besides the discussion of the urban literature on segregation-a concept generally mingled with the concepts of poverty and inequality as well as for the lack of access to basic public services-, this dissertation presents some strategies for identifying segregated areas and a multivariate model of access to urban infrastructure policies. Besides the theoretical effort of changing the stress on the causes to the stress on the consequences of segregation, this dissertation presents an empirical effort: the construction of different indicators able to measure the impact of segregation over the access to public policies.
Este artigo analisa as políticas de infra-estrutura urbana em São Paulo entre 1978 e 1998. Partindo de dados primários, o estudo reconstrói os investimentos públicos e a sua distribuição espacial na cidade, usando uma base construída a partir de indicadores sociais. Esse procedimento permite discutir os aspectos distributivos da política e o seu impacto sobre os habitantes do Município de São Paulo. Os resultados problematizam hipóteses presentes nas literaturas de Sociologia e estudos urbanos.

Taking as a guideline two surveys concerning the access to public services and social policies of the 40% poorest homes in the city of São Paulo, it suggests that State action remains crucial and that the general social condition of the poor has not improved significantly since the 1980' s.
