ESTE ESTUDO busca atualizar o debate sobre a segregação urbana no Brasil, com base nos dados do Censo Demográfico de 2000 e da utilização de Sistemas de Informação Geográfica. Sustentamos que o modelo centro-periferia é uma simplificação genérica da forma urbana, sendo a periferia de São Paulo heterogênea, o que acarreta importantes conseqüências para as políticas públicas.
THIS STUDY intends to revisit the urban segregation debate in Brazil, taking into account new data from the 2000 Demographic Census and the use of geographic information systems. We argue that the center-periphery model is a rough simplification of the urban form, and that the São Paulo outskirts are heterogeneous, with important consequences for public policies
O objetivo do trabalho é apresentar os principais resultados analíticos de uma aplicação de Sistemas de Informação Geográfica ao planejamento urbano. O trabalho centra-se na apresentação de diversas cartografias exploratórias relacionadas a variáveis demográficas, de risco urbano e de acesso a políticas públicas. Os resultados apontam para a superposição, em determinados setores censitários do município, de condições de extrema pobreza e risco urbanos, indicando a presença de fortes efeitos cumulativos de riscos urbanos e precariedade socioeconômica. Essa cumulatividade parece ser mais grave do que a indicada pela literatura: identificamos uma periferia mais heterogênea do que se considera comumente, incluindo espaços bem servidos e inseridos na malha urbana, e outros cuja população está submetida a condições talvez mais adversas do que a das periferias das décadas passadas.Palavras-chave: espaço urbano; condições de vida; periferia; população e meio ambiente; risco ambiental; segregação socioespacial. Abstract: The aim of this article is to present the main analytical findings of the application of GIS techniques to urban planning in Mauá, São Paulo. The paper is centre on several types of exploratory cartography related to demography, urban risk and accessibility to public policies in the 1990s. In certain census sectors of the municipality, the results show a superimposition of extreme poverty and urban risk conditions, pointing to the existence of very strong cumulative effects of urban risk and precarious socio-economic conditions. This cumulative effect seems to be more important than that indicated by the academic literature: a much more heterogeneous urban periphery than is commonly considered was identified, including areas that are very well served and included in social and urban terms, as well as others in which the population is submitted to more adverse conditions than those that characterised the metropolitan peripheries of previous decades. O presente artigo apresenta uma reflexão sobre a experiência da Fundação Seade na construção de indicadores sociais, particularmente o Índice Paulista de Responsabilidade Social - IPRS e seu sistema de indicadores. Também são apresentados os resultados do IPRS 2000.
A partir dos dados da PNAD 2004, este artigo aponta alterações no consumo entre a população pobre das regiões metropolitanas brasileiras. Sugere-se que a discrepância entre o aumento do número de pobres e a melhora dos padrões de consumo relaciona-se a um conjunto de transformações estruturais profundas, associadas ao papel das políticas públicas, a variações na estrutura de preços, a mudanças no tamanho da família, à transformação do papel da mulher e a maior oferta de crédito.
This article points out changes in consumption among poor people in Brazil. It is suggested that the discrepancy between the increasing amount of poor people and the improvement in consumption standarts is related to a wide variety of structural changes, among which public policies, variation in price structure, smaller size of families, new role played by women and increasing credit supply
This paper shows that the demographic growth of São Paulo's Metropolitan Area is very uneven. While the centre of the city is losing population, its farthest suburbs are growing quite fast. Furthermore, those fast growth areas are the poorest of the metropolitan area, with less infrastructure than other areas within the region and high levels of deforestation and informal land use. The objective of this paper is two-fold: fi rst, it explains the reasons for these intraurban dynamics by showing that the city is losing population in exactly the places where real estate investments are growing most signifi cantly; second, it seeks to explore the environmental consequences of this pattern of urban sprawl -such as the occupation of environmentally protected areas -by presenting data on forest cover reduction. The approach is original in that it contrasts socioeconomic, demographic and environmental trends within the city of São Paulo according to the rate of population growth of each of the city's areas, instead of employing the more conventional comparison of municipalities.KEYWORDS deforestation / environmental degradation / informal settlements / land markets / peri-urban areas / population growth / São Paulo's Metropolitan Area / urban sprawl
Em muitas cidades brasileiras as favelas representam a principal alternativa habitacional para as populações de baixa renda há várias décadas, mas na cidade de São Paulo esta solução habitacional não merecia destaque até os anos 70. A sua importância, entretanto, cresceu muito, recentemente, pela insuficiência das políticas estatais e devido à redução da presença relativa dos loteamentos clandestinos. Se a importância do problema é consensual, o seu tamanho tem sido objeto de debate. Este artigo objetiva rever as estimativas de população favelada em São Paulo. Desenvolvemos uma nova metodologia de baixo custo, potencialmente aplicável em outros contextos urbanos. O método se baseia em sistema de informações geográficas, permitindo estimar a população ao comparar as cartografias da Prefeitura de São Paulo com os setores censitários dos Censos Demográficos (IBGE).Palavras-chave: favelas; estimativas populacionais; políticas de habitação; espaço urbano; São Paulo. Shantytowns in São Paulo city: population estimates for 1991, 1996 and 2000Abstract: In several Brazilian cities, the shantytowns represent the most important housing alternative for low income social groups, but in the city of São Paulo this precarious solution was not very important until the decade of 1970. However, its importance grew recently at a fast pace, due to the inefficiency of the state policies and to the relative decline of the presence of the irregular settlements. If the relevance of the problem is a consensus in the urban studies literature, its size has been object of an intense debate. This article aims reviewing the estimates for the population of the shantytowns in São Paulo. We develop a low cost methodology, of potential application in other cities. The method is based in geographic information systems, allowing us to estimate the population through the comparison between the administrative cartographies of the Municipality of São Paulo and the census tracts of the census bureau (IBGE).
