Em muitas cidades brasileiras as favelas representam a principal alternativa habitacional para as populações de baixa renda há várias décadas, mas na cidade de São Paulo esta solução habitacional não merecia destaque até os anos 70. A sua importância, entretanto, cresceu muito, recentemente, pela insuficiência das políticas estatais e devido à redução da presença relativa dos loteamentos clandestinos. Se a importância do problema é consensual, o seu tamanho tem sido objeto de debate. Este artigo objetiva rever as estimativas de população favelada em São Paulo. Desenvolvemos uma nova metodologia de baixo custo, potencialmente aplicável em outros contextos urbanos. O método se baseia em sistema de informações geográficas, permitindo estimar a população ao comparar as cartografias da Prefeitura de São Paulo com os setores censitários dos Censos Demográficos (IBGE).Palavras-chave: favelas; estimativas populacionais; políticas de habitação; espaço urbano; São Paulo. Shantytowns in São Paulo city: population estimates for 1991, 1996 and 2000Abstract: In several Brazilian cities, the shantytowns represent the most important housing alternative for low income social groups, but in the city of São Paulo this precarious solution was not very important until the decade of 1970. However, its importance grew recently at a fast pace, due to the inefficiency of the state policies and to the relative decline of the presence of the irregular settlements. If the relevance of the problem is a consensus in the urban studies literature, its size has been object of an intense debate. This article aims reviewing the estimates for the population of the shantytowns in São Paulo. We develop a low cost methodology, of potential application in other cities. The method is based in geographic information systems, allowing us to estimate the population through the comparison between the administrative cartographies of the Municipality of São Paulo and the census tracts of the census bureau (IBGE). O presente trabalho analisa as mudanças ocorridas nas condições sociais na cidade de São Paulo na década de 1990 a partir de indicadores dos Censos de 1991 e 2000. 2 Essa década foi marcada por resultados econômicos pouco expressivos e um saldo evidentemente negativo no mercado de trabalho,tanto sob o ponto de vista do desemprego quanto das formas de proteção e rigidez do trabalho.Apesar disso,os indicadores existentes sugerem que não ocorreu deterioração social,exceto pelas questões do trabalho e da violência,não tratadas aqui.Na verdade,os indicadores nos mostram, ao contrário, a ocorrência de melhoria das condições sociais em termos materiais para o conjunto da metrópole,embora seja possível sustentar também um aumento das desigualdades de renda entre áreas. De Este trabalho discute a dinâmica da situação social na metró-pole paulistana na década de 1990 para o conjunto da região e para os seus diversos espaços. Apesar de essa década ter apresentado um saldo econômico negativo, indicadores de diversas dimensões sociais sugerem a melhoria dos patamares médios das condições materiais na maior parte da cidade. Entretanto, tal dinâmica foi acompanhada pela manutenção das desigualdades espaciais preexistentes e por uma aparente elevação das desigualdades de renda. O objetivo do presente trabalho é apresentar e discutir tais dinâmicas à luz dos debates mais amplos da literatura sobre a conjuntura social na metrópole.PALAVRAS-CHAVE: condições sociais, desigualdades sociais, cidade de São Paulo. SUMMARYThis article discusses the transformations that occurred through the 1990' s in the social conditions at the São Paulo metropolis as a whole and at its different spaces. Although that decade had negative economic results, indicators of several social dimensions suggest an improvement on the average material conditions for the major part of the city. However, our results also point out to the maintenance of the pre-existent spatial inequalities, as well as for an apparent rise of the income inequalities. Our main goal is to present and discuss evidences of these processes, dialoguing with the academic debates about social conditions in the city.
The circulation of ideas and practices is intrinsic to the development of urban policies and cities. The mobilization of knowledge from elsewhere has been an important tool for the resolution of technical issues as well as to build political legitimacy. In this sense, Latin American cities provide a privileged viewpoint to observe these processes. Many of those cities were historically shaped by the adoption and adaptation of Euro-centric modernity ideals. However, this relationship cannot be understood as passive subordination but historically negotiated by local elites and policy actors. From the last decades of the twentieth century, Latin American cities also became important centres of political innovation. A relational comprehension of the long-standing power relations, actors, processes and networks involved in urban policy circulation is necessary to understand Latin American cities.Key words (6 max): policy circulation and mobilities, urban planning and policy, housing, large urban projects, international organisations, Latin American cities.
As ferramentas de busca na internet são uma das primeiras fontes de informação sobre qualquer assunto atualmente. O parto enquanto prática social reflete a realidade midiatizada. Neste artigo, é feita uma análise dos principais resultados de termos de pesquisa utilizados no Google Search que evidenciam o parto como um assunto que ganhou destaque no cotidiano da população e da mídia. Com uma breve análise do discurso de notícias em sites sobre o parto de Ivete Sangalo, Kate Middleton e Eliana, é possível verificar como o assunto vem sendo tratado pela mídia, demonstrando como a própria sociedade encara o tema. Para realizar este artigo, utilizamos as bases teóricas de Patrick Charaudeau, Eni Orlandi e Maria Immacolata Vassallo de Lopes.
