This article examines the governance of social assistance in the City of São Paulo by considering the interplay between the federal normative acts that conform to the Unified System of Social Assistance (SUAS) and the decisions taken at the municipal level, in order to better understand multi-level governance in federal contexts. We demonstrate that federal-set policy parameters matter but they are not sufficient to understand how policies are implemented at the local level. Hence, the article revises some established assumptions about the local implementation of social policies in federal contexts. We argue that the governance of social assistance at the municipal level can be understood by the combination of the following aspects: 01. the power resources, capacities and constraints available for state and civil society actors; 02. the interactions and disputes between these actors in formal and informal arenas; 03. the main ideas supported by relevant actors and the instruments they use to transform ideas into policy actions. Our results show that agency at the local level matters even for nationally regulated policies. Moreover, the historical process of capacity building matters not only to state actors, but also to civil society organizations.
The main purpose of this dissertation was to analyze both structuring and characteristics of intersectoral arrangements, from the formulation to implementation instances of the projects, considering the role of state actors and civil society, as well their relations, as inherently dimensions of the analysis. In order to overcome the normative approaches regarding intersectoriality, we empirically analyzed two cases: the Oficina Boracea project, whose analysis was divided into initial moment of implementation (T0-2002/2004) and current moment (T1-2007/2016); and the De Braços Abertos (DBA), from its formulation in 2013 to 2016. Carved in different contexts and times, both were developed by São Paulo City Hall as breaking through experiences of homeless welcoming and caring, although attending to public in situations of social vulnerability with different subtlety. Through the methodology of social network analysis, this dissertation investigates the relational dynamics among actors and how these established relationships helped to define distinct patterns of intersectoriality. In general terms, we observed the factors that influenced the setting of three intersectoral arrangements. In the case of Boracea T0, the intersectoral and governance arrangements presented a clear focus on the Social Assistance Department and on the civil society organizations (CSOs), as well as an effective articulation with Health Department and some punctual relations with other sectors. In Boracea T1, we observed an intense articulation between implementing agents from CSOs and from Social Assistance and Health Departments, but with difficulties in reaching the top command in order to influence more structuring decisions. At last, in DBA the observed arrangement presents an effective articulation of five sectors of government and the CSOs, with flows well defined among the three bureaucratic levels involved. Thereby, we empirically verify that intersectorality, rather than a well-formulated management model, is the product of everyday interactions, pervaded by distinct combinations of factors that define the effectiveness of diverse arrangements.
Resumo Para além da defesa normativa e prescritiva da intersetorialidade, sabe-se pouco sobre os condicionantes de sua implementação. O objetivo deste artigo é suprir essa lacuna, usando uma estratégia analítico-metodológica baseada nos estudos acerca de implementação e metodologia da análise de redes sociais (ARS). Com base em dados primários coletados em entrevistas aprofundadas e analisados por meio da ARS, o texto compara duas ações intersetoriais destinadas à população em situação de rua: o projeto Oficina Boracea, desde seu início, em 2002, até 2016, e o programa De Braços Abertos (DBA), a partir de sua formulação, em 2013, até seu término, em 2016. Os resultados indicam que, mais do que um modelo de gestão bem-formulado, a intersetorialidade é um produto de interações cotidianas e estratégias de coordenação construídas entre diferentes escalões da burocracia e entre atores estatais e não estatais, em distintos arranjos de implementação.
<p>Esse artigo discute desafios na implementação da política municipal para o desenvolvimento integral da primeira infância na cidade de São Paulo, conhecida como “São Paulo Carinhosa”. O artigo baseia-se na avaliação da implementação dessa política em uma região vulnerável e central do município, o Glicério, combinando estratégias metodológicas qualitativas e quantitativas. Em termos analíticos, defende-se a importância das avaliações de processo, e não somente de resultados e impacto, em particular no caso de políticas com complexos arranjos de coordenação e implementação. Pretende-se contribuir tanto para a discussão acerca da importância e dos desafios da avaliação de políticas municipais quanto para problematizar dimensões da implementação que devem ser consideradas no aperfeiçoamento de agendas intersetoriais, tal como a proteção integral da primeira infância.</p>
A ampliação e consolidação de mecanismos participativos tornaram-se centrais nos debates teóricos e políticos sobre a democratização do Estado brasileiro nas últimas décadas. Parte deles incide sobre a implementação de política pública, o que contribuiu para emergirem iniciativas de monitoramento participativo. Mas, quais são os significados de monitoramento participativo construídos na prática dos sujeitos nele envolvidos? É objetivo deste artigo contribuir com respostas a essa pergunta, a partir da investigação de um estudo de caso único; o Ciclo Participativo de Planejamento e Orçamento da prefeitura de São Paulo (2013-2017). A partir da análise de quatro dimensões do monitoramento participativo (o que é monitorar; o que é monitorado; quem participa; e quais são as estratégias mobilizadas), identificamos que sua definição envolve um tipo de interação em que Governo e Sociedade Civil buscam persuadir um ao outro a se engajar em suas prioridades, visando “acumular poder” em torno delas, por meio de acompanhamento da implementação de políticas. Por meio de nossa investigação, esperamos subsidiar esforços teóricos e práticos de aproximação dos estudos de participação social e de política pública, especificamente aqueles que tenham o monitoramento participativo como uma categoria chave para essa intersecção.
