This paper focuses on the voters of Brazil's President Jair Bolsonaro in Morro da Cruz, a lowincome community in Porto Alegre. The transition from Lulism (2002Lulism ( -2016 to Bolsonarism (2018-) was marked by the rise and fall of the economy and the collapse of the political system. Based on a 10-year longitudinal ethnography, we look at the effects of such major shifts at the national level on people's individual self and political subjectivity. More specifically, we investigate how and why the 'new consumers'-those who accessed the finance system during the Workers' Party (PT) Administration-came to support a far-right candidate. We argue that the inclusion of the poor into the market economy brought about individual empowerment and a sense of self-worth in the PT era -a process that was threatened by economic recession, unleashing an existential crisis, especially among men. Bolsonaro, as a male figure, and his campaign gave order to a changing world, resulting in a reconciliation of personhood and political belonging.
No início de 2014, o fenômeno conhecido como rolezinho ganhou ampla visibilidade nacional e internacional. Trata-se de adolescentes das periferias urbanas que se reúnem em grande número para passear nos shopping centers de suas cidades. O evento causou apreensão nos frequentadores e fez com que alguns proprietários dos estabelecimentos conseguissem o direito na justiça de proibir a realização dos rolezinhos, barrando o acesso dos jovens. Desde então, emergiu um amplo debate sobre segregação na sociedade brasileira. Com base em uma pesquisa etnográfica sobre consumo popular com jovens da periferia de Porto Alegre, o artigo analisa o fenômeno dos rolezinhos, abordando suas dimensões locais, nacionais e globais. Levando em consideração o atual momento brasileiro, que versa sobre políticas de ascensão social via consumo e sobre uma onda de protestos de inquietação social, argumentamos que os rolezinhos estão se modificando e encontrando diversas formas de discutir e realizar política cotidiana no âmago de uma sociedade segregada.
This article aims to analyze the Brazilian phenomenon of ‘brand clans’ or ‘brand communities’, which means a group of young people who spend all their money buying branded clothes. The research is based on an ethnography carried out about the youngsters, mostly male, from Morro da Cruz – the largest lower class community in Porto Alegre, Brazil. On the one hand, we discuss the tension between poverty and brand consumption and on the other hand, we aim to make an inventory of subjectivities, emotions, logic and meaning of these young people coming from lower class who make great sacrifices in order to become ‘fashionable’ and thus feel socially included. The article is divided into five sections. In the first three, we discuss more theoretical topics, such as consumption, class, youth, totems and rituals. In the last two, we enter more thoroughly in the empirical universe, showing the results obtained through an ethnographic study. We argue that brands play a vital role in the life of the informants. Brands are not only a source of prestige, but also of vitality, power, and citizenship.
Resumo: Este trabalho analisa a intersecção entre religião e saúde procurando compreender como que a biomedicina interfere nos significados e premissas religiosas e os impactos produzidos na esfera religiosa a partir do processo de adoecimento biomédico. Nossa análise foi desenvolvida a partir do estudo etnográfico em uma casa de religião de matriz africana na cidade de Porto Alegre (Brasil) que pratica sessões de cura espiritual. Our analysis was developed from the ethnographic study from an "African religious house" in the Porto Alegre city (Brazil) that was practicing spiritual healing sessions.
Resumo Nessa análise, partimos de um estudo, realizado entre 2014 e 2015, de “núcleos de Fome Zero” na cidade de Porto Alegre para entender os efeitos naquele contexto de um programa de entrega de alimentos a pessoas em risco de insegurança alimentar. Na primeira parte deste artigo, traçamos um perfil dos beneficiados em dois desses núcleos para ressaltar a extrema heterogeneidade da população beneficiada. Num segundo momento, estendemos nosso olhar para a dimensão organizacional do programa ao explorar a maneira com que pessoas – tanto gestores quanto lideranças comunitárias – reagem à situação problemática do momento: a irregularidade na entrega de alimentos. No início dessa investigação, usamos técnicas clássicas da pesquisa etnográfica nas próprias comunidades. Porém, a irregularidade do programa nos levou a incorporar a análise de documentos administrativos, entrevistas com gestores nos setores municipais e estaduais relevantes, e a observação do espaço político coletivo onde os representantes de núcleos debatiam suas dúvidas quinzenalmente: o Fórum Fome Zero. Sugerimos que enquanto métodos quantitativos fornecem detalhes importantes do programa (quantidade e periodicidade de entregas de alimentos), a abordagem qualitativa que privilegia as dinâmicas microterritoriais e que dá visibilidade às lideranças populares demostra outras formas de produtividade do programa ligadas a experiências de mobilização popular e controle social.
Zusammenfassung In diesem Artikel soll eine Aktion beschrieben werden, die eine ärmere Gemeinde am Rande der Stadt Porto Alegre in Brasilien während der COVID-19-Pandemie entwickelt hat. Wir analysieren die ergriffenen Maßnahmen, die Reaktionen der Menschen, die daran beteiligt waren, und einige Fragen, die in dieser Zeit aufgeworfen wurden. Zu diesem Zweck haben wir den Text wie folgt organisiert: Wir beginnen mit einer kurzen Einführung, in der wir die Gemeinde Morro da Cruz vorstellen, um danach einige ihrer früheren Erfahrungen mit "Public Policies" und mit Aktivitäten von nichtstaatlichen Organisationen zu rekonstruieren. Diese Erfahrungen erklären, wie sich ein solidarisches Zugehörigkeitsgefühl als Gemeinde, Formen interner Selbstorganisation und eine angehende Vertrautheit mit neuen Technologien entwickeln konnten, welche sich dann in der Krise bewährt haben. Anschließend schildern wir eine Sofortmaßnahme, welche in den ersten Monaten der Quarantäne durchgeführt wurde. Auf Initiativen der lokalen NGO (Nichtregierungsorganisation) Coletivo Autônomo Morro da Cruz konnte sowohl die Gemeinde als auch Unterstützung darüber hinaus mobilisiert werden, um die dringendste Not zu lindern. Äußerungen der Einwohner*innen während der Aktion haben uns dazu veranlasst, abschließend die Frage nach den vielen Gesichtern der Armut, die sich nicht mit Wirtschaftsindikatoren darstellen lassen, kurz aufzugreifen.
This article discusses the political impacts on the poor’s subjectivity provoked by neoliberal policies such as inclusion through consumption in 21st century Brazil. From 2009 to 2014, we carried out ethnographic research with new consumers in a low-income neighbourhood – Morro da Cruz – in the city of Porto Alegre, Rio Grande do Sul. We argue that consumption does not necessarily depoliticize human experience, as it is broadly assumed to have done in the scholarly literature on neoliberalism. In a society in which the poor has obtained goods through hierarchical and servile relationships, the possibility of buying things provides a micro sphere for recognition, though not in terms of classic collective action or even hidden subversion. Coupled with the momentum towards a national ‘economic emergence’, status goods became vehicles of an emergent subjectivity, which we conceptualize as ‘the right to shine’. The right to shine are subtle forms of class and racial self-worth, and individual and interpersonal empowerment that revealed interclass defiance.
Este artigo analisa o resultado de atividades etnogr�ficas em uma vila de Porto Alegre realizadas desde 2006. Optamos por descrever a trajet�ria da fam�lia Silva e a forma como os artefatos tecnol�gicos (especificamente computadores, tablets e celulares) afetam suas vidas e tamb�m a nossa enquanto pesquisadores. Pretendemos discutir a �inclus�o digital�, tema que no in�cio do s�culo era uma esp�cie de �chave� para o desenvolvimento de comunidades de baixo poder aquisitivo. Apostava-se na ideia de que uma amplia��o massiva do n�mero de equipamentos e usu�rios era uma forma de promover tamb�m inclus�o social. Ap�s uma d�cada, o resultado � que o pouco de desenvolvimento tecnol�gico que se v� no lugar � fruto de intera��es que acontecem � margem das a��es e pol�ticasgovernamentais, muitas vezes tensionando as fronteiras entre o legal e ilegal. A utiliza��o desses artefatos se fez atrav�s de processos individuais, entre vizinhos articulados em circuitos de trocas, e atrav�s de redes que captam doa��es (equipamentos descartados) e que fomentam o desenvolvimento dessas formas de fazer local. Essas pr�ticas produzem os fu�adores, que s�o os �t�cnicos� locais. Al�m disso, com os circuitos de trocas e as redes sociais (via gatonet), percebemos que essas tecnologias fizeram com que vizinhos que praticamente n�o se relacionavam fizessem contato. As redes sociais no contexto local aproximaram pessoas que estavam fisicamente pr�ximas, mas que simplesmente n�o se falavam. Por outro lado, com a aus�ncia de pol�ticas p�blicas, apesar dos conhecimentos em tecnologia, a nova gera��o tem muita dificuldade em conseguir emprego fora da vila, pois, ainda que inclu�dos digitalmente, permanecem exclu�dos socialmente.
