SažetakMenadžment ljudskih resursa se bavi praktičnim pitanjima vezanim za upravljanje zaposlenima u preduzeću. Iako relativno mlada naučna disciplina, funkcija ljudskih resursa ima važnu ulogu u svakoj organizaciji. Ulaganje u zaposlene jedan je od osnovnih preduslova za uspešno poslovanje preduzeća kroz sticanje novih znanja, nadogradnju postojećeg i razvijanje veština neophodnih za obavljanje konkretnog posla. Informacione tehnologije su postale profesija budućnosti. Svoju primenu našle su u svim segmentima društva, pa tako i u upravljanju ljudskim resursima. Ovaj rad nastoji da istakne značaj strateškog upravljanja ljudskim resursima sa akcentom na upotrebu HRIS softvera koji u mnogome olakšavaju analizu i dizajn posla, planiranje, regrutovanje i selekciju kandidata, te obuku, razvoj i ocenjivanje performansi zaposlenih.
AbstractHuman resources management deals with practical issues related to managing employees in the enterprise. Although a relatively young scientific discipline, the resource function plays an important role in every organization. Investing in an employee is one of the basic preconditions for the entrepreneurs for successful business operations of the company by acquiring new knowledge, upgrading the existing ones and developing the skills necessary to perform specific jobs. Information technology has become a profession of the future. It has found its application in all the segments of society, including human resources management. All international subjects acting on the international scene are obliged to respect generally accepted norms and basic principles of international law. The basic acts containing these norms on which the international legal system primarily relies are international agreements, whether contracts concluded between states and / or international organizations, bilateral or multilateral. In that respect, starting from the position of international agreements in the generally accepted hierarchy of international law sources, this paper analyses the role of international agreements and the importance that they, as the basic instruments of regulating international relations and cooperation among contemporary subjects of international law, have in the international legal system. The aim of this paper is to highlight the manner and consequences of the influence on the legal process in this field, given the legal nature of the international agreements impact in the context of varying international relations, under the influence of a omnipresent globalisation.
After gaining independence at the Berlin Congress, Serbia became the center around which all the surrounding Serbs gathered, seeking final liberation and unification. The great difficulty for a small Serbia was the Austro-Hungarian Empire, which in every way was trying to influence the Serbian internal and foreign policy. In doing so, she succeeded to a large extent during the reign of King Milan, even after his abdication, until the beginning of the XX century. The change in the throne after the May uprising led to the emancipation of Serbia from the influence of the Austro-Hungarian Empire and the influence of other powers, in particular France and Russia. On the other hand, Serbia is increasingly independent in foreign policy and tries to connect with other Balkan states as if it economically strengthens to carry out a national unification mission. That is why the Austro-Hungarian conflict with Serbia on the economic plane, the Customs War, was inevitable. At the same time, this conflict has shown the strength and weaknesses of both countries. Serbia's victory in the Customs War showed her great economic rise, and Austro-Hungary became its fatal enemy.
The use of e-business is the result, the application of information communicationtechnologies (ICT) in modern business. A wide array of informationand financial innovations intensifies competition, affects the improvementof business processes in the business environment, in business betweenbusinesses and related institutions and individuals. The use of ICT, as servicesimplemented for better quality electronic services for citizens in the publicsector, especially at the level of local self-government units, increases the qualityof public sector services.The subject of this research is the analysis of characteristics, developmentfactors and economic effects of electronic business in local governmentunits in Bosnia and Herzegovina. The aim of the paper is to point out possibleeconomic benefits, new ways: communication, access to services, education,acceptance of feedback, organization and delivery of information. The paperemphasizes the necessity of innovating and completing the legislation in thisfield. The underlying hypothesis is that e-business in local government unitsis necessary to positively affect the speed and efficiency of operations and thatthe success depends on effective protection of the financial privacy of users.
