Dok su neke IT/Tech kompanije globalne, poslednjih godina pojavljuju se lokalnesrpske IT kompanije. U nastavku se analiziraju specifičnosti IT sektora u Srbiji a, pre svega, motivacija zaposlenih, primenjivane metode menadžmenta, procesa ocenjivanja zaposlenih kao podloge za napredovanje i klasifikacije radnih mesta kao osnove od koje zavisi visina zarada. Na osnovu navedenog, izvodi se zaključak: za državni budžet veći značaj imaju lokalne nego globalne IT kompanije. Nadalje, identifikuju se tri paradoksa u vezi sa: transferom znanja, netransparentnim odlukama top menadžmenta i razmaženošću zaposlenih. Zaključakpozitivan efekat IT sektora na nacionalnu ekonomiju zavisi od dva glavna faktora: zastupljenost lokalnih u odnosu na globalne kompanije i pravni tretman radne snage -zaposleni nasuprot preduzetnicima. Najvažniji deo ovoga rada predstavljaju preporuke: regulator treba da poveća stimulisanje lokalnih IT kompanija, kompanija treba da prihvati uočene paradokse kao neizlečive i da se fokusira na izlečive probleme, odnosno da modifikuje stil menadžmenta u cilju uskladjivanja sa kulturnim specifičnostima: prihvati da je zarada primarni motivator, modifikuje Skram metodu -uvede nedeljne umesto dnevnih sastanaka, ograniči vreme za izlaganje zaposlenog na jedan minut, poveća kontrolu procene vremena potrebnog za neki zadatak u formi stori pointa, rangira zaposlene bez vredjanja i modifikuje kriterijum za nagradjivanje, kako bi zarada više zavisila od složenosti radnog mesta, a manje od pozicije zaposlenog.
After gaining independence at the Berlin Congress, Serbia became the center around which all the surrounding Serbs gathered, seeking final liberation and unification. The great difficulty for a small Serbia was the Austro-Hungarian Empire, which in every way was trying to influence the Serbian internal and foreign policy. In doing so, she succeeded to a large extent during the reign of King Milan, even after his abdication, until the beginning of the XX century. The change in the throne after the May uprising led to the emancipation of Serbia from the influence of the Austro-Hungarian Empire and the influence of other powers, in particular France and Russia. On the other hand, Serbia is increasingly independent in foreign policy and tries to connect with other Balkan states as if it economically strengthens to carry out a national unification mission. That is why the Austro-Hungarian conflict with Serbia on the economic plane, the Customs War, was inevitable. At the same time, this conflict has shown the strength and weaknesses of both countries. Serbia's victory in the Customs War showed her great economic rise, and Austro-Hungary became its fatal enemy.

This paper examines the application of strategic planning in Serbia. The research focus is on the definition of strategic goals and on the selection of strategic priorities. In order to meet goals, each strategy defines appropriate action plans for its implementation. Action plans thoroughly define activities, measures and projects, activity-bearers, implementation deadlines, success indicators, funds, financing sources, legal and institutional framework. Paper investigates the current practice of strategic documents implementation. Further, issues with monitoring, reporting and evaluation are examined. Finally, recommendations have been made for more transparent and efficient management, aiming to improve the allocation of budgetary and non-budgetary funds.
