This paper is dedicated to the services offered by cultural and artistic organizations and centers for cherishing traditional culture. Firstly, the author presents the concept and description of these important institutions in the Republic of Serbia which deal with the preservation of rich cultural heritage, traditional values, crafts, creative arts and all other forms of intangible cultural heritage. They all constitute immeasurable historical, cultural and artistic value for our country and for preserving its national and cultural identity. Therefore there is a great number of services offered by cultural and artistic organizations contracted by the government to perform this important mission. Also, as a result of a significant role which they play in the society, the number of such organizations and associations is still increasing. Particular place is reserved for the organizations aimed at the revival of forgotten crafts and arts which are in great demand in the global market.
In the paper, the author points to the constant increase in domestic violence. This phenomenon has been particularly intense in the last few decades and represents a very significant problem. First of all, women and children are exposed to this violence, but for almost two decades, men have also suffered from domestic violence. We meet this phenomenon in the Republic of Serbia, as well as in other countries of the world. This problem is particularly expressed in the United States of America. The Republic of Serbia is trying to solve this problem by passing appropriate laws and adopting the National Strategy for the Prevention and Suppression of Violence. That is why domestic violence has become the subject of wider social discussion and scientific research. It was also characterized as a criminal offense by the adoption of the Criminal Code and the Family Law from 2005. Our society's answer is unambiguously, because the Constitution of the Republic of Serbia from 2006 guarantees every person equal legal protection without discrimination. This one, the highest general legal act, guarantees to every citizen of our country, the dignity and free development of personality, the inviolability of mental and physical integrity. That is why, in our country, there are numerous authorities responsible for preventing domestic violence and providing protection and support services to victims. Numerous legal and natural persons and associations, as well as non-governmental organizations, have a significant role in the provision of these services. Special attention is dedicated to the protection of minors and the realization of their rights, safety and security. Finally, a large increase violence against men is evident in the last decade. In order to protect, support and provide services to victims of violence, regardless of gender and age, there is an increasing number of safe houses, as shelters for vulnerable persons.
Die Europäische Union steht am Beginn des 21. Jahrhunderts vor großen Herausforderungen. Der Prozess der europäischen Integration wirft die Frage nach der „europäischen Kompatibilität“ des Föderalismus bzw. der Bildung einer „Europäischen Föderation“ auf. Hingewiesen wird auf die Tatsache, dass der Föderalismus eine bedeutende Rolle in der europäischen Entwicklung und Integration spielt, als politisches Unterfangen, das seinesgleichen sucht. Bis dato sind einige Föderalismusmodelle bekannt, jedoch machen die weitere europäische Entwicklung und Integration Innovationen erforderlich, sodass diese nicht in bereits bestehende oder im Voraus bestimmte Modelle eingeordnet werden kann, sondern es ist vielmehr notwendig, eine Synthese zwischen Einheit und Verschiedenartigkeit zu schaffen; von daher wird in den vergangenen Jahren ein „intensives Forschen nach einem neuen Europäischen Föderalismus betrieben“, bzw. man debattiert über die Zukunft der EU. Die EU hat eine große Reform ihrer inneren Organisation durchgeführt, allerdings sollte die Wirkung der bisherigen Integration auf ihre föderale Einheit in Zusammenhang gebracht und, basierend auf den Grundsätzen der Einheit der Rechtsordnung, der Einheit der institutionellen Strukturen und der Solidarität der Mitgliedstaaten beleuchtet werden.
Bearing in mind that for a long time, as it were, since the adoption of the Constitution of the Republic of Serbia in 2006, there have been demands for its partial or complete revision, the author has, within this paper, conducted a very significant research, which refers to the third, a very important branch of the principle of separation of powers - judicial power. Namely, in his research, he pointed out the relationship between the legislative and executive power (as political power) and the judicial power (as expert power). The implementation of the rule of law depends on this relationship and compliance with the regulations provided by the Constitution and corresponding laws. More than two decades ago, the Republic of Serbia decided for the path of European integration, whereby several international agreements were concluded between she and the EU. It is a very complex and long process, in which both sides confirmed the importance of harmonizing the current Serbian legislation with the EU legislation. With this, the Republic of Serbia obliged to strive to ensure the gradual harmonization of shes laws with the legislation and acquis communautaire of the EU. Also, Article 72, paragraph 3 of the Stabilization and Association Agreement, which entered into force on September 1, 2013 (signed on April 29, 2008 in Luxembourg), foresees the importance of harmonizing the basic elements of legal acquis on the judiciary.
