The article analyzes the election campaign, public discourse, and policies of J. Bolsonaro as the President of Brazil. The new President represents the model of an irreconcilable right-wing populist who focuses on US foreign policy. Bolsonaro’s rise to power came amid the crisis of left-wing populism in Brazil. The article raises the question: whether Bolsonaro’s victory is a remarkable case or a new effective model of public policy and political leadership for Brazil and other countries in the region? The author concludes that it depends largely on J. Bolsonaro’s success as the President. At the moment, the interim results of his presidency are highly controversial and continue to divide and polarize Brazilian society.

Процессы глобализации порождают как универсалисткие схемы и проекты, находящие отражение в межстра-новых сравнительных индексах и бенчмарках, так и сомнения в их валидности вследствие растущей сложности и многообразия политических институтов, ценностей и систем в современном мире. В статье анализируются отдельные теоретические школы в политологии, представляющие оба вы-шеуказанных подхода.Ключевые слова: рейтинг, бенчмарк, межстрановой индекс, теория сложных систем В последние десятилетия обращает на себя внимание процесс становления и постепенной институционализации нового инструмента информационного и внеш-неполитического влияния, который можно назвать «властью/силой рейтингов» («charts power»). Начиная с 1990-х гг. в мире происходит «рейтинговая револю-ция»: популяризация, легитимизация и превращение в реальную форму власти целого ряда межстрановых индексов, оценивающих и сравнивающих разные страны по разнообразным критериям и на основе различных методологических принципов.Сегодня оценки ряда межстрановых сравнительных индексов постепенно встраиваются во властный неолиберальный метанарратив и претендуют на то, чтобы выступать в качестве своеобразных критериев истинности во внутренней и внешней политике различных стран мира и международных организаций. Пере-избыток информации в информационном обществе увеличивает потребность в го-товых, радикально упрощенных и обработанных данных. The article presents a detailed analysis of the impact of policy on the transport system of the Russian Federation. The main directions of state policy related to transport are studied, considering both global trends and regional characteristics. The article pays special attention to safety issues, environmental aspects and meeting the needs of passengers and cargo carriers. The impact of political decisions on creating a safe transport environment, preventing accidents and reducing the number of victims is analyzed. Meeting the needs of passengers and freight carriers is considered an important aspect of transportation policy development and implementation. The article also discusses the main regulatory documents governing transportation infrastructure in Russia, including federal laws and government resolutions. These documents establish rules and requirements for the development and operation of transportation infrastructure, as well as regulate the activities of transportation companies and organizations. The paper also examines the impact of policy on the transportation infrastructure of two major cities in Russia, Moscow and St. Petersburg. These cities have complex transportation systems with high passenger and freight volumes. Based on the analysis, conclusions are formulated to assess the results of policy influence on the development of the transportation system in Russia. These include evaluating the effectiveness of policy interventions, meeting their objectives, identifying problems and making recommendations for improving transport policies. In conclusion, the authors emphasize the importance of developing and implementing sound transportation policies to create a modern, efficient, and sustainable transportation system in Russia that can meet contemporary challenges and societal needs.
The article analyzes the role of pedigreed legends in the formation of political and managerial elites in Russia of the XVI century. The need to recruit, circulate and consolidate the elites at that time led to the formation of the institution of pedigree legends, which allowed the nobility to lengthen and elevate their origin. The article analyzes the pedigree of the legend about the origin of the Ratsha from which many noble families had their origin. The authors conclude that the supreme power actively used pedigreed legends in its symbolic policy.
The article uses the methods of unit economics to analyze inter-party competition in the Russian Federation on the example of the 2016 elections to the State Duma. The author concludes limited applicability of unit economics for the analysis of electoral strategies and prospects of both parliamentary and new parties. The current mechanism of state financing of political parties encourages them to drift in the direction of market or rental strategies.
The article analyzes the potential of using deepfake technologies for political purposes. It is noted that in the near future, deepfakes may affect various levels of public and political life and contribute to the spread of a wide range of threats: from reputational risks for celebrities and individuals, to the development of organized crime and problems of social stability and national security. The authors evaluate potential threats, prospects and main directions of state regulation of deepfake content in the broader context of political and legislative initiatives to counter the spread of disinformation and fake news.
