Segundo Santos (1997a: 13), deve-se entender a política pública como a ação desempenhada pelo Estado, através de seus inúmeros agentes e nas três esferas de governo (Federal, Estadual e Municipal).
O artigo apresenta resultados de pesquisa acerca da política de atendimento aos alunos com necessidades educacionais especiais da rede municipal de ensino de São Paulo, implementada a partir de 1993. Focaliza as ações direcionadas ao portador de deficiência mental, por meio das Salas de Atendimento aos Portadores de Necessidades Especiais (SAPNE). Tendo como propósito analisar eventuais contribuições desse atendimento para a integração escolar dos alunos, procedeu-se à caracterização das trajetórias escolares daqueles que freqüentavam as SAPNE no decorrer do segundo semestre de 1997 até 2001. As evidências acerca dessa trajetória escolar indicaram, dentre outras constatações, que a SAPNE nem sempre tem sido um recurso suficiente para viabilizar o atendimento integrado de parcela de alunos com deficiência mental na classe comum e a necessidade de maior investimento na garantia de condições políticas, técnicas e materiais para sua implementação.
This paper presents the results from a qualitative study on the history of the Deaf social movement in Brazil and the collective actions of its members to achieve legal recognition of Libras - the Brazilian Sign Language. The study was undertaken between 2009 and 2013 in several Brazilian capitals. We interviewed Deaf and hearing activists, Sign language specialists, Deaf education researchers, and members of the government. We also analysed written and audio-visual documents from personal collections and public and private institutions. These discoveries made it possible to trace the transformation in the Deaf community from its emergence in the context of the disabled social movements of the 1980s to the far more public demonstrations in the 1990s. The study also looks at the progressive empowerment of the movement's members, and their collectively defined ideologies, that were designed to promote and justify their political agenda. The paper also attempts to clarify the movement's role in the approval of the Libras Federal Law 10.436 of April 2002, regulated by decree 5.626 in December 2005, and discusses its importance in guaranteeing government bilingual educational policies for Deaf students.
ResumoA educação como direito de todos e a qualidade de ensino são metas que ainda requerem investimentos intensos do poder público e da sociedade brasileira. Quando se trata de pessoas com deficiência, transtornos globais do desenvolvimento e altas habilidades/superdotação, o seu acesso e permanência na escola, muitas vezes depende de articulação de políticas para além das de educação. Nas orientações normativas nacionais e em recomendações internacionais preconiza-se a constituição de redes de apoio. Os resultados da pesquisa aqui apresentados focalizam itinerários do município de São Paulo para implementar sua política de educação especial e destaca as ações relativamente às redes de apoio. Para sua realização foram compiladas fontes documentais; aplicadas entrevistas semiestruturadas com profissionais da educação especial; e preenchidos formulários de caracterização dos profissionais. Na análise, com procedimentos afeitos à abordagem qualitativa, o conjunto de informações foi cotejado com a legislação de onde buscou-se apreender os avanços e pontos a serem fortalecidos na referida política municipal. Os resultados mostraram que nos quatro anos foram inegáveis os avanços da educação especial no município, muito embora a profusão de demandas dirigidas aos centros de apoio municipais se sobrepusesse à necessária implementação e consolidação de parcerias e redes de apoio. Destaca-se que redes intersecretariais eram indicadas como necessárias e que estas dependiam de ações no âmbito da gestão pública, pois extrapolava o status político-administrativo dos centros a realização de intervenções dessa natureza junto a instân-cias hierarquicamente superiores, sejam secretarias municipais da educação ou de outras áreas sociais.Palavras-chave: Educação especial.
