ResumoDiversos atores participam dos processos de formação de políticas públicas: indivíduos, grupos ou organizações que exercem influência direta ou indireta, em diferentes momentos. Dessa forma, buscou-se mapear os atores envolvidos na formulação e implementação do Programa Mais Médicos e compreender as dinâmicas e contribuições desses atores. Para análise dessa política pública, adotou-se um estudo teórico-empírico com abordagem qualitativa e método de estudo de caso. Identificou-se como atores centrais o Governo Federal, os movimentos sociais, a mídia de massa, as redes sociais e os conselhos de medicina. No que se refere à análise do ciclo do programa, verificou-se que seus processos não foram contínuos, mas, sim, permeados por relações assimétricas e conflitantes. Na análise observou-se que as Jornadas de Junho constituíram uma janela de oportunidade para o Programa Mais Médicos; no entanto, houve diversos posicionamentos contrários a ele. Os movimentos de oposição enfeixaram-se em dinâmicas, conflitos e coalizões tanto no âmbito de atores governamentais como de atores da sociedade civil -com destaque para a relação da base aliada com os partidos contrários ao programa, em que houve processos conflituosos e recuos de ambos os lados. Conclui-se que os diversos atores participaram dos processos motivados por interesses, ideologias e objetivos diversificados. Dessa forma, os conflitos permearam todo o processo, desde a proposta do programa, o anúncio, a aprovação da lei, a chegada dos diversos médicos, até o início de suas atividades por todo o país. Ciclo de políticas públicas.The role of the actors in the formulation and implementation of public policies: dynamics, conflicts and interests in the 'Mais Médicos' Program Abstract Many different actors take part in the process of formulating public policies, which includes individuals, groups and organizations that exert a direct or indirect influence at different times. Thus, the specific purpose of this article has been to map the actors involved in the formulation and implementation of the 'Mais Médicos' Program and to understand the dynamics and contributions of these actors. In order to analyze this particular public policy, a theoretical and empirical study has been adopted with a qualitative approach and case study method. Among the key players in this process were the federal government, social movements, the mass media, and social networks, as well as the Councils of Medicine. With regard to the analysis of the program cycle, it was found that its processes were not continuous, but rather asymmetrical and permeated by conflicting relations. This same analysis showed that the June 2013 protests provided a window of opportunity for the 'Mais Médicos' Program, but that nevertheless, there was still considerable opposition to the program. Buscou-se, neste ensaio teórico, compreender como se deu o processo de institucionalização da cachaça no Brasil em relação, especificamente, à história de produção e de inserção mercadológica, destacando os efeitos sociais e culturais ao longo do tempo. Percebeu-se que a bebida existe desde o Brasil Colônia, mas que, apenas nos últimos anos, o setor de cachaça tem sido organizado e reconhecido institucionalmente. Apesar disso, os produtores têm encontrado muitos desafios para se regularizar e padronizar o processo produtivo de acordo com as exigências do atual contexto político e sociocultural.

RESUMOO objetivo deste estudo é analisar a produção acadêmica sobre estratégia como prática (strategy as practice), buscando compreender o perfil e tendências do campo a partir do texto seminal de Whittington, R., Strategy as Practice. Para tanto, 103 artigos presentes na base de dados Web of Science foram analisados por meio das técnicas bibliometria (quantificação e caracterização da produção científica) e sociometria (representação gráfica de redes e verificação dos pontos de inflexão), com auxílio dos softwares CiteSpace e NVivo 10. Em seguida foram discutidos os textos considerados 'turning points' e referências centrais na análise de redes. Os resultados apontam que a estratégia como prática é centrada em textos com ênfase nas categorias analíticas 'poder' e 'instituições' e nos pontos de inflexão é verificada a importância da 'virada narrativa', bem como dos 'discursos estratégicos' e do 'sensemaking'. UNVEILING THE STRATEGY AS PRACTICE FIELD AND ITS RELATIONS ABSTRACTThe objective of this study is to analyze the academic literature on strategy as practice trying to understand the profile and trends of the area from the seminal text Strategy as Practice, by Whittington, R. For this, 103 articles present in the Web of Science Core Collection were analyzed through bibliometric techniques (quantification and characterization of scientific production) and sociometry (graphical representation of network, verification of turning points), operationalized through CiteSpace software and NVivo 10 from which was made a discussion on the texts considered 'turning points' and central references in network analysis. RESUMENEl objetivo de este estudio es analizar la investigación académica sobre la estrategia como la práctica (estrategia de la práctica), tratando de conocer el perfil y las tendencias en el campo del texto seminal Whittington, R., Estrategia de Prácticas. Por lo tanto, los artículos 103 presentes en la Web de la base de datos Science se analizaron a través de técnicas bibliométricas (cuantificación y caracterización de la producción científica) y la sociometría (representación gráfica de las redes y la verificación de los puntos de inflexión), con la ayuda de software NVivo y CiteSpace 10. A continuación examinó los textos considerados 'puntos de inflexión' y las referencias básicas en el análisis de redes. Los resultados indican que la estrategia como práctica se centra en los textos con énfasis en categorías analíticas 'poder' y 'instituciones' y puntos de inflexión se verifica la importancia del «giro narrativo" y el "discurso estratégico 'y' sensemaking '.
Resumo: Este trabalho explora como a perspectiva da estratégia como prática contribui para a compreensão das 'práticas de gestão social' e da 'gestão social como prática', em suas relações constitutivas com os praticantes, as práxis e os contextos em que estão inseridas. Buscam-se as contribuições de abordagens teóricas marcadas pela virada prática, especialmente, pela sua recepção no campo das ciências da Administração, a partir dos estudos da estratégia como prática. O foco nas práticas possibilitará ao campo maior ênfase no cotidiano dos processos de organizar, nas práticas organizativas e no entendimento das práticas como fundamentais para a análise social. Nesse sentido, a estratégia como prática contribui a partir da noção de que a gestão social é uma atividade compartilhada pelos sujeitos envolvidos (praticantes), que articula diferentes práticas e práxis, esta última entendida como atividade reflexiva. O artigo realiza uma chamada para os estudos das práticas de gestão social e o entendimento da gestão social como prática. We seek the contributions of theoretical approaches marked by the practice turn, especially by its reception in the field of management sciences from the studies of strategy as practice. The focus on practices will enable the field to concentrate more on the daily processes of organizing, on organizational practices and on the understanding of practices as fundamental for social analysis. Thus, strategy as practice contributes starting from the notion that social management is an activity shared by the subjects involved (practitioners) that articulates different practices and praxis, the latter understood as a reflexive activity.
