Evolution experienced by the various concepts of governance ranging from good governance, sound governance, dynamic governance, to open government is a concept of the reference that is considered able to manage governance activities properly. The concept governance of anything adopted implies to reject various forms of government based on the activity of authoritarian activity, corruption, collusion, and nepotism that would open up opportunities for other evil actions in the carry out the activity of the government. The focus of the research objectives is trying to contribute knowledge by exploring theoretical conceptual from different scientific literature because it is not necessarily the concept of governance adopted and successfully implemented at the place differently. This research article is a synthesis of qualitative research, using the research method of meta-theory (the analysis of theory). This study seeks to identify all existing written evidence concerning the themes of research, produce a variety of studies are systematically used to develop and examine the theory has ever produced. The results of this study reveal the evolution of governance occurs due to a new thought to fill the lack of a concept that has been there before. Other results are also revealed that the concept of governance has a digest and refer to the innovation of the government. The concept of governance of this will be meaningless when run by people with the low quality of human resources, not smart, and it is not agile.
Banyak inovasi yang telah dihasilkan dalam pelayanan publik pemerintah namun tidak dapat menunjukkan inklusivitas manfaat yang lebih besar. Governansi inovasi memberikan kerangka kerja bagaimana inovasi dapat dikelola untuk dapat menunjukkan manfaat yang lebih besar. Penelitian ini bermaksud untuk mendeskripsikan elemen dan faktor yang mempengaruhi governansi inovasi pelayanan publik pemerintah. Metode kualitatif deskriptif digunakan dalam penelitian ini, sumber data dikumpulkan secara deduktif dari beberapa sumber ilmiah dan peraturan pemerintah. Hasil penelitian ini menunjukkan bahwa governansi inovasi memberikan kontribusi pengelolaan inovasi menjadi lebih baik dalam sektor pelayanan publik pemerintah. Di sisi yang lain governansi inovasi dapat diimplementasikan dengan menganalisis faktor kelembagaan sebagai pelaksana, aktor kebijakan sebagai pengambil keputusan dan partisipasi masyarakat sebagai penerima inovasi layanan pemerintah.
Innovation in government activities is more directed in public services, although innovation can emphasize processes, development, planning, policies, and other activities. This research discusses governance innovation from empirical evidence that applied innovation cannot provide maximum results. The cause, government innovation that is not realized, appears only as a ceremonial act in government activities. Qualitative method analysis describes experiences, perceptions, responses through facts found in the informant's experience. This study was conducted in the Population and Civil Registration Record Office of Southeast Aceh Regency, starting from September to November 2020. In-depth interviews conducted with informants of this research consisted of government or executive, legislative, related institution, and citizen. Our field findings use the technique of hermeneutics to interpret various views that we can learn to look at the subject from every angle of knowledge (public administration, management, politics, innovation, and technology). That innovation should be supported by policies that result from decision-making, manager expertise, developed through long-term evaluation, and innovation as the basis for the quality of government public services. Governance innovation focuses on innovative action through various government instruments that lead to the simplification of action towards quality public services. For this reason, government, innovation, and how to manage are modes that continue to exist in administrative reform in government institutions with governance innovation that influence each other.
The performance of a bad bureaucracy indicates a bureaucracy is riddled with problems; a pathology which arose not always coming from outside the bureaucratic body, but pathology that has been flourishing and will be exerting influence when the bureaucracy is unhealthy. This research article would like to give an overview of the incidence of the pathological bureaucracy which argumentation pathology can prevent. The phenomenon occurs that the bureaucracy could not deliver good public services and bureaucracy is a den of disease. The specific purpose of this research is focused on finding ways of preventing the pathology of the bureaucracy that comes from a variety of scientific literature. The method in this research article is systematic reviews technique that tries to identify all the written evidence exists regarding research themes. The results of this study reveal that the pathology of the bureaucracy is something to be prevented if we want the bureaucracy to run the task properly, one of the ways that can be done is to do a bureaucratic innovation (an innovation on structure, systems, culture). The innovation of bureaucracy will not only make changes to the organization to prevent the pathology of the bureaucracy but also as an ingredient to do discretion for a government policy especially regional government.
This research aims to provide additional qualitative evidence of the logical relationship between governance innovation and public policy in public services in Indonesia with adopting the logic model. The logic model is often not adopting in the formulation of policies that resulted in the implementation of public sector innovation such as cannot show more significant results. Also this model is believed to contribute in planning and evaluation of government programs. Most of this article based on the literature study and direct observation. The study also refers to some cases were chosen deliberately and treated as evidence by using a descriptive qualitative approach for developing an argument and conceptual framework accordingly. This research resulted in some information. First, governance innovation will provide multi-benefits, not only for the government but will involve a range of other institutions. Second, public policy is treated as a formal legal basis to keep programs planning and evaluation. That way this article is expected to contribute to the knowledge development of logical relationships among governance innovation and public policy in the different local contexts Indonesia from countries which often becomes a reference in managing public service innovation.
The participatory budgeting process through social media has received attention in recent years, aims to increaseg citizen participation in government budgeting. The use of social media in many cases opposes the political practice assumptions of a budget lobbying to decide a specific budget post. Using conceptual article methods, we identified a participatory budgeting framework simulation using social media (Facebook, Twitter, WhatsApp, YouTube, Google+, Telegram) to provide detailed explanations of procedures or techniques, specific instructions, discuss, and describe the participatory budgeting practices determination. Therefore, it required an innovative way, academically claimed to give better budget transparency. This research resulted in some information i.e., with the participatory budgeting model through social media, the citizen can take part in the planning, decision-making, and monitoring budgets democratically. Finally, we consider the weaknesses of our knowledge, suggesting the participatory budgeting that can be tested in future research. Penggunaan media sosial di banyak kasus menentang asumsi praktik politis anggaran dengan cara lobi untuk menentukan pos anggaran tertentu. Dengan menggunakan metode conceptual article, kami mengidentifikasi simulasi kerangka kerja penganggaran partisipatif menggunakan media sosial (Facebook, Twitter, WhatsApp, YouTube, Google+, Telegram) untuk memberikan penjelasan rinci tentang prosedur atau teknik, dan menyediakan instruksi spesifik, mendiskusikannya, dan menggambarkan penentuan praktik penganggaran partisipatif. Oleh sebab itu diperlukan cara yang inovatif, secara akademis diklaim memberikan transparansi anggaran yang lebih baik. Penelitian ini menghasilkan beberapa informasi yaitu, dengan model penganggaran partisipatif melalui media sosial, masyarakat lebih demokratis untuk ikut dalam perencanaan, pengambilan keputusan, dan pengawasan anggaran. Terakhir, kami mempertimbangkan kelemahan pengetahuan kami, menyarankan penganggaran partisipatif yang dapat diuji dalam praktik penelitian masa depan.
