Innovation in government activities is more directed in public services, although innovation can emphasize processes, development, planning, policies, and other activities. This research discusses governance innovation from empirical evidence that applied innovation cannot provide maximum results. The cause, government innovation that is not realized, appears only as a ceremonial act in government activities. Qualitative method analysis describes experiences, perceptions, responses through facts found in the informant's experience. This study was conducted in the Population and Civil Registration Record Office of Southeast Aceh Regency, starting from September to November 2020. In-depth interviews conducted with informants of this research consisted of government or executive, legislative, related institution, and citizen. Our field findings use the technique of hermeneutics to interpret various views that we can learn to look at the subject from every angle of knowledge (public administration, management, politics, innovation, and technology). That innovation should be supported by policies that result from decision-making, manager expertise, developed through long-term evaluation, and innovation as the basis for the quality of government public services. Governance innovation focuses on innovative action through various government instruments that lead to the simplification of action towards quality public services. For this reason, government, innovation, and how to manage are modes that continue to exist in administrative reform in government institutions with governance innovation that influence each other.
Traditional market management requires a precise and measurable system given the important role of the market in supporting the local economy on the one hand, and the complexity of the problems to be faced on the other. Efforts are needed to ensure a targeted traditional market management system, among which is oriented towards the identification and stewardship of appropriate strategic issues. This qualitative research is carried out to apply a multi-perspective approach that is considered accommodative to the variety of variables, in mapping the strategic value of various problems that arise in the management of traditional markets. The research was conducted in the traditional markets of Bantarujeg, West Java and produced strategic mapping of problem groups related to administrative, financial, organizational and traditional market development.
<pre><em>This research is about observing the environment in managing Traditional Markets in Sumedang Regency. Problems involving external analysis are characterized by a lack of representation of facilities and infrastructure and limited storage of work documents, while internal analysis is characterized by assigning tasks to employees that are not based on the competencies of each employee. The theory used refers to the stages in strategic management that refer to one element of the four basic elements of strategic management, namely environmental observation. The method in this study uses a qualitative approach. The results showed that in the external analysis aspect carried out by the Department of Cooperatives, Small and Medium Enterprises, Trade and Industry of Sumedang Regency, not yet fully able to analyze the external conditions, namely the work environment and social environment in the Cooperative, Small and Medium Enterprises, Trade and Industry Sumedang Regency is to be used as a strength or carrying capacity in the implementation of strategic management of Traditional Market management in Sumedang Regency, marked by facilities and infrastructure to support a limited working environment and social environment that still leaves social problems from the weak handling of garbage and placement of street vendors. While internal analysis on cultural aspects must be improved in terms of employee work discipline and human resource competencies must be improved according to work completion requirements.</em><em></em></pre>
AbstrakPenelitian ini mengenai perumusan strategi dalam mengelola Pasar Tradisional di Kabupaten Sumedang. Permasalahan dalam perumusan strategi masih belum sepenuhnya mengikuti perkembangan kondisi dan situasi faktual, masih rendahnya pengetahuan para pedagang mengenai produk dan strategi pemasaran dan revitalisasi pasar tradisional hingga saat ini ternyata belum mampu memberikan daya saing terhadap pasar modern. Dalam membahas perumusan strategi pengelolaan Pasar Tradisional di Kabupaten Sumedang mencoba menggunakan tahapan dalam manajemen strategis yang mengacu pada salah satu elemen dari empat elemen dasar dari manajemen strategis menurut Hunger dan Wheelen (2003: 4), bahwa manajemen strategis mencakup pengamatan lingkungan, perumusan strategi, implementasi strategi, serta evaluasi dan pengendalian. Metode yang digunakan dalam penelitian ini adalah menggunakan pendekatan kualitatif. Hasil penelitian menunjukan bahwa perumusan strategi pengelolaan Pasar Tradisional di Kabupaten Sumedang pada saat ini belum sesuai dengan elemen pada manajemen strategis secara utuh, dimana dalam merumuskan dan menetapkan strategi, para pimpinan belum memiliki analisis yang tepat tentang kekuatan dan kelemahan yang dimiliki oleh Pemerintah Kabupaten Sumedang pada khususnya Disperindag Kabupaten Sumedang itu sendiri, serta belum memberdayakan keunggulan yang dimiliki Pemerintah Kabupaten Sumedang yang dikaitkan dengan tantangan lingkungan, dan belum sepenuhnya dirancang untuk memastikan bahwa tujuan utama pengelolaan Pasar Tradisional di Kabupaten Sumedang dapat dicapai. The purpose of this study was to determine factor that influence employee performance toward employee discipline in Food Security Office of Sumedang. The method employed is descriptive analysis. By using saturated sampling, this research population includes 30 respondents. Data were collected by literature study, questionnaires, observations and interviews. This research employs data analysis techniques such as correlation coefficient test, significance test and coefficient of determination. The results showed that the level of employee discipline in Food Security Office of Sumedang reached 78.76 percent and the rate of employee performance reached 80.86 percent. While the relationship between discipline and employee performance in District Food Security Office of Sumedang shows correlation coefficient of 0.73 which is in the strong category. The influence on employee performance discipline in Food Security Office of Sumedang reached 53.29 percent, the remaining 46.71 percent is influenced by other factors not examined
This study aimed to examine the halal industry in relation to Thai public diplomacy. The Thai Government aims to build an image as a country that is friendly to Muslim tourists. This study applied the concept of halal and public diplomacy in understanding Thailand’s economic development policies, especially in the manufacturing and tourism sectors. Qualitative research methods were used and data were collected through interviews and a literature review. The findings indicated that through the Ministry of Tourism and Sports, the Government is focused on developing the halal industry, including in relation to tourism. The objective of these services is to provide comfort and MICE facilities for Muslim tourists. The government established the Halal Industry Center on the southern border of Pattani province. A halal certification system was also developed in Thailand in collaboration with Chulalongkorn University. The Thai Agricultural Halal Standard (TAS 8400-2007) is the legal umbrella for implementing halal certification, which refers to the international halal standard - Codex. Thailand’s halal food market is growing 20% every year, making it the sixth-ranked country for halal food exports. China, the 57 OIC member countries, the United States, India and Russia are Thailand’s main markets. To promote Thailand’s halal tourism and industry, the government collaborates with ASEAN and Middle East countries and regularly participates in organizing exhibitions and international business forums. The Thai Government’s efforts have had a positive impact on the national income and have contributed to a yearly increase of 10% in the number of Muslim tourists. Public trust is an important variable in improving public services. However, the existence of unhealthy protests and demonstrations indicates the current bad public services. This study aims to analyze the issue of public services in Indonesia in a new era from an administrative perspective. The research method used in writing this scientific article is to use the method of literature study (library research) using qualitative and descriptive analysis. The New Public Service and Good Governance perspective is considered the most appropriate to answer the current condition of public service problems in Indonesia. This is supported by a more democratic political situation and open government. To effectively implement this point of view, it can be implemented using various models such as the Citizen Charter model, the KYC (Know Your Customer) model, and the Mobile Government model.
Ethics is closely related to the achievement of good governance. One of the problems that arises in the administration of government is that there are still violations committed by public organizers, so it is necessary to have moral values as guidelines, and government organizers must stick to the administration of government in order to achieve good. This study aims to find out how ethics in public service which is good governance from the perspective of public administration. In this study, the type of research used is qualitative research. Data collection techniques by searching literature, literature, scientific journals and statutory documents collected according to the research topic. Public administration provides a set of ethical principles, normative standards, codes of ethics, and moral virtues for the bureaucracy to apply to public services. If all dimensions of service are well implemented in the service delivery process, high-quality bureaucratic performance can be produced.
