This research aimed to produce textbook based on scientific strategy and to describe validity, practicality, and effectiveness of textbook as well as teach scientific literacy skills of students on heat and displacement material. This was developmental research (Research and Development). This research was the development of scientific strategy-based textbook that was trial-tested for elementary school 5 th Gading I Surabaya with one group pretest-postest design. The research instrument including form of sheet validation, observation sheet of implementation lesson plans, and science literacy test. The textbook based on scientific strategy was valid with mode in terms of components. The practicality was showed with lesson plan by 92.66%. The effectiveness was resulted with a percentage of 90% of students pass and got positive responses of learning. Based on this data it can be concluded that textbook was valid, practical, and effectiveness, hence it can to be used to teach science literacy skills.
