In this paper, the author’s position is explained on how an entity should prepare its IFRS financial statements and what challenges entities in Russia face due to the transition to IFRS. It focuses on the theoretical, methodological, practical issues of IFRS reporting. Its objective is to theoretically substantiate the IFRS regulations on the preparation of financial statements and the inclusion of analytical financial information in the IFRS reporting process. This objective is met by solving the following tasks: justify the benefits of IFRS reporting for an entity; define the reasons why Russian companies should prepare their financial statements in accordance with IFRS. By summarizing the opinions of various authors, an integrated organizational and methodological approach for the transition to IFRS has been developed to enhance the company’s efficiency and reduce its costs. The quality of reporting is the same in both systems of standards (RAS and IFRS). However, there are differences in the purpose of reporting and the basic principles enshrined in the normative. Thus, IFRS reporting is more focused on investors and their interests, it objectively reflects information on the financial condition of the company and plays a significant role in making economic decisions, while RAS reporting is more focused on regulatory authorities and plays a supporting role in making decisions by owners and investors. This leads to further differences in the reporting structure, content and format of accounting standards. In addition to the above, it is necessary to identify any problems that may impede the project, any dysfunctions and inconsistencies, the reasons for the insufficiently fast transfer of information, and all previous information should be used to identify priority processes [6,18]. Any revealed contradictions and inconsistencies form the basis for finding the ways for their effective resolution on a company-wide basis. It is necessary to determine the efficient time frame for the implementation of the transition plan, which should be spread over the relevant stages of work. At the next stage, i.e. the organizational design stage, the technology, standards, procedures, systems, and types of control to be used in the transition process should be defined. The purpose of this stage is to determine the technical characteristics of the transition process. In parallel to the social design stage, models for the interaction of social and technical elements are developed, preliminary plans for development systems and procedures, software and services are drawn up. Character references for the company’s employees should be compiled in order to assess their qualifications, the degree of interest in the changes and their role in the new company structure. Professional knowledge and skills of employees should be assessed and verified for compliance with the basic requirements set for each position and level. Information on any retraining necessary to meet such requirements can be used to develop a training program and topic-specific advanced training in special courses. Most managers are well aware that artificial intelligence (AI) can change almost all aspects of doing business. Thanks to this technology, by 2030 the world economy can grow by 15.7 trillion US dollars. However, many company executives do not know how to implement AI, and not just as part of individual pilot projects, but throughout the organization, where this can give the maximum effect. The question of “how?” Causes difficulties in introducing any new technology, and artificial intelligence is no exception. How do you develop an AI strategy? How do you find specialists in this field or train your current employees? What do you do with data so that it can be used for AI tasks? How do you ensure the reliability and security of AI? The matter is complicated by the fact that different companies often answer these questions in different ways, and the surrounding conditions are constantly changing. But you can’t wait until everything settles down. The introduction of artificial intelligence, which so far has been jerky, will accelerate in 2019.
в статье рассматриваются теории и концепции общественного развития, идеи социального прогресса, представленные в трудах отечественных социологов на различных этапах развития социологической мысли. отмечается значение этих трудов для выработки целостной концепции развития, научно обоснованных перспектив современного российского общества. особое внимание уделяется вкладу отечественной социологии в развитие мировой социальной мысли. Introduction. On the territory of the Chelyabinsk region there are 16 single-industry towns, the labor market and employment of which depend on the socio-economic situation of the single-industry enterprise. This state of matters results in the growth of unemployment, decrease in the level of human capital, the population’s life quality, and the loss of scientific and production potential. According to the authors, developing the theoretical foundations of the labor market and employment digital transformation in a single-industry town will make it possible to find alternative ways of employing the population in order to improve regional policy on the labor and employment market. The purpose of the study is to develop the theoretical foundations of the labor market and employment digital transformation in a monotown. Methods. The authors use the following scientific methods: system analysis, comparison, description, generalization, systematization, formalization, analysis of sources, etc. The scientific novelty of the research consists in defining the concepts «digital transformation of the labor market of a monotown», «digital platform of the labor market»; in determining changes in the elements of a monotown labor market structure in the processes of digital transformation; in determining the subjects, objects of the labor market digital transformation; in developing a comparative characteristic of the traditional labor market and the labor market of Industry 4.0 monocity; in developing recommendations for the digital transformation of the labor market of a monotown in order to improve the regional employment policy. Results and conclusions. As a result of analyzing the structure of the population’s employment in single-industry towns of the Chelyabinsk region, the authors determine quantitative transformations in the number of the residing population, the average number of employees towards its reduction; the authors characterize the average monthly salary of workers in organizations of single-industry towns as unstable. The analysis of unemployment shows that there is a tendency for the number of youth among the unemployed to grow, at the same time, hidden unemployment is decreasing; in general, the unemployment rate in single-industry towns is higher than in the Chelyabinsk region for the entire study period. The analysis shows that it is necessary to search for alternative ways of employing the population, of decreasing the unemployment rate, which made it possible to develop theoretical foundations for transforming the labor market and employment of a single-industry town.
7Трудовая демократия существует в западных странах под самыми различными названиями: «производственная демократия», «участие работ-ников в принятии решений», «высокая вовлечен-ность в управление» и т. д. При разных названиях эти понятия объединяет общая идея -работники участвуют в принятии управленческих решений и разделяют ответственность за них. Экономическая наука рассматривает следующие аспекты трудовой демократии: передача работнику части власти над производственным процессом; информирование работников о деятельности предприятия; предос-тавление им возможности участвовать в принятии решений при оценке их деятельности.Главные теоретические предпосылки, кото-рые находятся в основе понятия трудовой демо-кратии, не сводятся к чисто управленческим ас-пектам механизма принятия решений, а рассмат-ривают весь комплекс проблем личностного воз-вышения человека. Во-первых, это группа проблем человеческих отношений. Психологически чело-век предпочитает чувствовать себя равноправным партнером по отношению к своему руководству и требует уважения к себе. Участвовать в управле-нии производственным процессом -естественное желание большей части современных работников. Участие в управлении делает работника заинтере-сованным участником всех положительных про-цессов, которые развиваются на производстве, в результате чего дело предприятия становится его личным делом.Во-вторых, это группа проблем, связанных с развитием отдельной человеческой личности. Че-ловек -самый ценный ресурс производства, так как он имеет знания и способен к творчеству. Уча-ствуя в принятии управленческих решений, он реализует свой творческий потенциал и знания. Поэтому предприятие заинтересовано в развитии личности работника как главной ценности. И на-конец, это группа проблем, связанных с конкрет-ным осуществлением трудовой демократии. Для этого необходимо создание условий, в которых работник был бы не только морально и интеллек-туально готов участвовать в принятии управленче-ских решений, но и был заинтересован в них.Создание условий для трудовой демократии -это прежде всего организационная перестройка предприятия и коренные изменения системы пото-ков информации в нем. Принципиальный подход следующий -управление децентрализуется в сто-рону создания малых групп. Значительная часть функций среднего управленческого и вспомога-тельного персонала передается производственным работникам.Малые производственные группы несут пол-ную коллективную ответственность за производ-ство определенного вида продукции (части ее) или обслуживания определенного потребителя. Эти группы имеют самоуправляемый характер. Их права и обязанности регулируются специальными документами, обозначающими границы самостоя-тельности. Статья посвящена зарубежному опыту трудовой демократии работников, в котором показаны главные теоретические предпосылки, которые необходимо учитывать при модернизации трудовых отношений.
