Introduction. On the territory of the Chelyabinsk region there are 16 single-industry towns, the labor market and employment of which depend on the socio-economic situation of the single-industry enterprise. This state of matters results in the growth of unemployment, decrease in the level of human capital, the population’s life quality, and the loss of scientific and production potential. According to the authors, developing the theoretical foundations of the labor market and employment digital transformation in a single-industry town will make it possible to find alternative ways of employing the population in order to improve regional policy on the labor and employment market. The purpose of the study is to develop the theoretical foundations of the labor market and employment digital transformation in a monotown. Methods. The authors use the following scientific methods: system analysis, comparison, description, generalization, systematization, formalization, analysis of sources, etc. The scientific novelty of the research consists in defining the concepts «digital transformation of the labor market of a monotown», «digital platform of the labor market»; in determining changes in the elements of a monotown labor market structure in the processes of digital transformation; in determining the subjects, objects of the labor market digital transformation; in developing a comparative characteristic of the traditional labor market and the labor market of Industry 4.0 monocity; in developing recommendations for the digital transformation of the labor market of a monotown in order to improve the regional employment policy. Results and conclusions. As a result of analyzing the structure of the population’s employment in single-industry towns of the Chelyabinsk region, the authors determine quantitative transformations in the number of the residing population, the average number of employees towards its reduction; the authors characterize the average monthly salary of workers in organizations of single-industry towns as unstable. The analysis of unemployment shows that there is a tendency for the number of youth among the unemployed to grow, at the same time, hidden unemployment is decreasing; in general, the unemployment rate in single-industry towns is higher than in the Chelyabinsk region for the entire study period. The analysis shows that it is necessary to search for alternative ways of employing the population, of decreasing the unemployment rate, which made it possible to develop theoretical foundations for transforming the labor market and employment of a single-industry town.
The purpose of the study is to analyze the Russian practice of assessing the digital competence of civil servants and substantiate proposals for improving approaches to assessing and developing the competencies under study. The article presents an analysis of the existing requirements for the competence of Russian civil servants, officially fixed and the compliance of such requirements with the current and promising areas of activity of state bodies and the development of modern society in the context of digital transformation. The authors studied approaches to the formation and application of civil servants’ digital competence models, including on the basis of the job regulations content analysis. In the course of the study, the authors conclude that there is sufficient uniformity of approaches in the executive authorities regarding the content of qualification requirements, which is predetermined by the implementation of the methodological tools of the Ministry of Labor and Social Protection of the Russian Federation. But professional knowledge and skills in the field of information and communication technologies, in fact, duplicate the basic qualification requirements and do not reflect the use of information and communication technologies specifics in various industries and the differentiation of employees’ functionality depending on categories and groups of positions. The authors substantiate proposals regarding the formation of a model of digital competence, namely, the need to take into account the division of requirements into basic and professional ones, the reflection of differentiation into categories and groups of civil service positions.
The article deals with the issues of personal and professional development of the management personnel reserve. The authors focus on the problems of staffing the public administration system, primarily the public civil service, emphasize that one of the key issues that directly affect the quality of public administration and the effectiveness of the public civil service is the personal and professional development of management personnel, effective leadership. Based on the analysis of the results of sociological research and statistical data, key problem areas in staffing and the implementation of personnel policy in the civil service, the possibility of implementing personnel strategies are determined. Noting the role of the managerial personnel reserve, the directions for improving the work with the personnel reserve in the context of a personality-oriented approach are substantiated, trends in changes in career expectations and the possibility of taking them into account in the formation of developmental activities are noted.
Проводимая в России реформа контрольно-надзорной деятельности (КНД) претендует на использование современных подходов к управлению, в числе которых -проектное управление, риск-ориентированный подход. В то же время основные проблемы и пути их решения видятся разработчикам реформы в плоскости совершенствования процедур контроля (надзора), оптимизации процедур проведения мероприятий по контролю. Основные ожидания реформационного эффекта связываются с использованием информационных технологий в КНД и механистическом закреплении видов контроля (надзора) за уровнями управления. Практика контрольно-надзорной деятельности не свидетельствует о принципиальных изменениях, а напротив, выявляет воспроизводство устоявшихся бюрократических подходов. Анализ российского исторического опыта контрольно-надзорной деятельности позволит не только сравнить технологии государственного контроля и надзора с точки зрения результативности их применения, но и систематизировать информацию о позитивном/частично позитивном применении методов и подходов к осуществлению контрольно-надзорной деятельности.
The article is devoted to the study of the role of state corporations in the economy of the Russian Federation as in the case of Rosatom and Rostec. The authors analyze the existing concept of state corporation, Russian and foreign practices. The article presents the results of the research of economic features based on reports published on official website of Russian state corporation, as well as prospects of Russian state corporations are identified. At the present stage of development and operation of Russian state corporations, society increasingly sees their products, but it doesnt even suspect that these are domestic products that meet all international standards, which are also exported to many countries of the world. Products, goods and services are exported to North and South America, Europe, Central and South-East Asia, and Africa. In a relatively short period of existence and operation, Russian state corporations have increased their revenues and have made a significant contribution to the prosperity of countrys economy.
