In this paper, present the appropriate tools for the balanced development of maritime and inland waterway transport in Ukraine to ensure the implementation of the country’s economic, social and environmental plans. Using statistical data, the main indicators of the development of waterway transport in Ukraine are systematized, which indicate a lack of a technical base for a high-quality and balanced development of waterway transport in Ukraine, irrational use of the territory and water area of ports, their infrastructure, transport routes, as well as a decrease in business entities, which negatively affects the economy country. This points to the need to stimulate the development of waterway transport to increase the number of jobs, improve living conditions of the population, curb migration processes and retain qualified personnel, unload land transport, and save money on road repairs. Therefore, in order to ensure the implementation of the country’s economic, social and environmental plans, an instrumental-logical model has been developed to ensure the co-evolutionary balanced development of water transport in Ukraine, which is based on the use of institutional, legal, financial, economic and information and communication tools.

As you know, the problems posed by corruption are economic, social and political consequences. In recent years economists and various researchers have shown increasing interest in studying the phenomenon of corruption. Many researchers in the field of studying corruption phenomenon are of theoretical nature, which studied different behaviors without having developed effective methods and technologies to identify and prevent corruption in the various spheres of government. In this regard, there is a need to study the world experience of application of technologies in the prevention of corruption and anticorruption platform in Ukraine. This will allow to adapt them to positive experience in the implementation of mechanisms to identify and prevent corruption in Ukraine. The authors believe that to obtain a more accurate picture of the corruption situations that provide characteristics and its quantitative description is possible only by means of modelling the corruption phenomenon. In this regard, the analysis of theoretical models of corruption was made: the modelling made by the mathematical notation of the models and conclusions on the effectiveness of their application in management. Using simulation, the authors came to the conclusion that the detection and prevention of corruption should be carried out with the use of technologies and the system approach: from the study of statistics and use of anti-corruption platforms, public registers and databases to logical and probabilistic (LP) risk models of corruption.
Topicality. The current stage of economic development of the country is characterized by increased globalization, transport, especially in the context of mixed freight transportation, and is an important factor in ensuring integration processes. Identifying the relationship between the development of mixed transportation systems and their management at different levels of the hierarchy requires a number of complex scientific problems. It is necessary to create conditions for the interconnection of different modes of transport on the principles of logistics, competition and at the same time the formation of a single integrated transport space, including the processes of information and telecommunication development. The fall in the volume of interstate freight flows, as well as changes in the routes of freight forwarding, lead to increased interbranch and interstate competition for transit freight flows. This makes the development of mixed freight transportation one of the determining factors for ensuring the country's competitiveness in the international transport market. Aim and tasks. The purpose of the work is to substantiate and develop the methodological bases of mixed cargo transportation, organizational and economic approaches and practical recommendations for the development and management of different levels of the hierarchy. Achieving the goal of the study necessitated the formulation and solution of the following tasks: to summarize the components of the logistics center of management and information support of mixed cargo transportation; substantiate the use of innovative technologies for the management of mixed freight transportation. Research results. The organizational and economic bases of creation of logistic center of management and information support of mixed transportations in the form of DFD-diagram are provided in the work. It is established that the use of cloud technologies in the activities of the logistics center, which will accelerate the information exchange between stakeholders of mixed transport, which will help to solve management problems, reduce subjectivity in decision-making, minimize the time of decision-making and provide high efficiency of transportation and logistics services. Conclusion. The results of the research allow to improve the management of mixed cargo transportation, to identify the necessary tools, to improve the scientific basis of the state policy for the creation and further development of mixed transportation systems, as well as to optimize the parameters of its individual units for both domestic transportation and for further integration into the system.
Topicality. Currently, the demand for transport by inland waterways is constantly growing, especially in economically developed countries. In order to maintain the national economy and create a more efficient and sustainable logistics system in Ukraine, transportation by inland waterways must be developed, because inland waterway transport has a number of advantages over other modes of transport, which creates the preconditions for changing logistics routes. To reduce transport costs, improve infrastructure and logistics in the face of uncertainty, the relationship between the stakeholders of rail and road transport with representatives of water transport is important. Reorientation of transportation from road transport to inland waterway transport, intensification of international trade and attraction of new freight flows to inland waterway transport will contribute to the overall growth of the country's economy and is possible subject to liberalization of transportation.Aim and tasks. The purpose of the article is to substantiate the economic and environmental feasibility of transporting goods by inland waterway transport in the context of the global trend of the need to preserve the environment and rational use of resources.Research results. The port infrastructure of Ukrainian rivers also does not meet modern requirements and is actually in decline. Most of the ports are located in the central areas of cities, causing the destruction of city roads by trucks that are sent for loading / unloading at these ports. In the context of the global trend of the need to preserve the environment for most countries of the world, inland waterway transport is the cheapest and most environmentally friendly mode of transport, suitable for transporting significant volumes of products, mainly raw materials. In Ukraine, the volume of cargo transported by river transport has significantly decreased over the past decade. Of the available volumes of freight transport by river transport, building materials, grain and metallurgy products prevail in the nomenclature. A certain impetus to the development of inland waterway transport was the adoption of the Law of Ukraine "On Inland Waterway Transport", which outlined the prospects for increasing the cargo turnover of river transport. Considering the volume of emissions from river transport, it is the most environmentally friendly compared to road transport. At the same time, the existing rolling stock of water transport is capable of replacing several thousand trucks. It has been established that the Dnieper basin plays the main role in the transportation of domestic cargo and passengers. More than 90% of all river transport in the country is carried out along the Dnieper and its largest tributaries Pripyat and Desna. However, the low operational characteristics of the fleet are one of the factors holding back the development of freight traffic on inland waterways. The four selected shipping companies provide cargo transportation on the Dnieper and Danube rivers, and are also capable of ensuring the potential development and competitive advantages of Ukrainian water transport.Conclusion. The studies carried out made it possible to substantiate the economic and environmental feasibility of transporting goods by inland water transport in Ukraine. Based on the determination of the share of transportations by inland water transport in the EU countries and Ukraine, the potential opportunities for the development of this area were established, taking into account other similar indicators, as well as the growth of export flows of grain and metallurgical products from the central part of Ukraine. Therefore, the development of domestic inland waterways is economically necessary, expedient and will have a positive effect for the entire country and the economy as a whole, given the low level of pollution and environmental pressure on air, land, water resources, biodiversity, which, in turn, affect climate change. , ecosystems in general and public health. Taking into account the total length of the navigable routes of Ukraine and the tendency to reduce the existing fleet, due to moral and physical aging, it is important to assist in attracting investments in the river fleet, will provide potential technical and technological opportunities for the development of all inland water transport and its key players.
Abstract. This article analyses the theoretical foundations of outsourcing and the focus of the outsourcing market in Ukraine. The criteria of assessment for the transfer of business functions to outsourcing are determined and EMEA evaluated according to these criteria. The aim of this work is to study the international outsourcing of services and the implementation of analysis of the characteristics of the process of selecting areas for the transfer of business functions to international outsourcing, and in this context to determine the prospects for Ukrainian companies in this market. Methodology. The study is based on the estimation of the states of the EMEA on the key criteria for transferring business functions to outsourcing. When assessing countries, factors are used, which are important indicators of the economic and political climate in the country, and you need to consider when choosing where to send the direction to outsourcing. The assessment of the countries is conducted on a number of criteria such as: labour cost in the country, the attitude to private property, foreign languages' skills (in the language of the country of the customer), availability of developed infrastructure, government support, and implemented under this context measures of state regulation, etc. Results of the evaluation showed that over the past few years in many countries, there has been rather significant activity aimed at improving the country's attractiveness as an international outsourcers, including in Ukraine, so Ukraine has all the prerequisites to occupy a worthy place in the market players of international outsourcing and thus get all the benefits of scientific and technical development and integration in the innovation sector of the world economy. Practical implications. The research is needed for the classification of countries according to their attractiveness because each customer has their own priorities when choosing a supplier and in order to highlight strengths and weaknesses inherent in a particular country. Also, the study is intended to help potential customers of outsourcing services to identify the most suitable locations for the transfer of business functions to international outsourcing. Value/originality. The findings of the study can provide a better understanding of such a category as international outsourcing and help customers of outsourcing services to conduct their own assessment of the transmission of their business functions to international outsourcers.
Purpose. The study is aimed at optimizing and reducing delays in crisis situations in the operation of decision support systems to eliminate the consequences of pollution of water areas. Methodology. The presented study uses the fundamental provisions of modern science to find the optimal solution in crisis situations. Methods of abstraction and mathematical formalization were used to solve the problem of minimizing the delay time of information packets in providing critical information in conditions of overloading information channels. Findings. It has been proven that a decrease in the volume of losses is possible in the case of effective management of the elimination of pollution, prompt minimization of its consequences. It has been established that the effectiveness of management to minimize the consequences of an accident is determined by the effectiveness of the information system, and largely depends not only on relevant information, but also on the timeliness of its receipt by the subject of decision-making. A mathematical model and an algorithm for optimizing information flows have been created, which provide minimal delays in obtaining information even under conditions of extreme load of the information system. It has been proven that the task of effective management of an information system can be reduced to minimizing the delay in the provision of critical information. As a result of the study, it was found that for a large information system, which includes more than forty subunits and satellite systems, the use of the proposed approach provides a decrease in the response delay to an information request of time, which does not exceed a minute. Originality. To prevent delays in the operation of the information management system for the elimination of pollution of water areas, a scientific and applied approach to optimize the information system is proposed, which uses the theory of graphs and Ant Colony Optimization Algorithm and implements effective management of information flow. A mathematical model and an original algorithm have been developed that allow reducing delays in work and providing a resource utilization factor better than the existing analogues. Practical value. The presented approach will make it possible to increase the efficiency and reliability of information systems for managing technogenic pressure on water areas in crisis situations, reduce the time for providing the necessary information and, thereby, reduce the consequences of pollution and the costs associated with their neutralization. The data obtained in the course of the study are approximated by a polynomial equation, making it possible to evaluate the effectiveness of using the proposed method depending on the number of nodes of the information system and the requirements for limiting the delay time of information.
Topicality. The transport system ensures the functioning of the country and its local, interregional, international and cross-border connections. However, the inconsistency of the infrastructure, the level of organization of transportation by numerous parameters, in particular the technical condition of the fleet of the water transport sector, with the world and European standards for the quality of the provision of transport services, requires measures to increase the level of competitiveness of enterprises, the sector and the country as a whole, taking into account the available reserves. The activity of the water transport sector in Ukraine, the functioning of which has a significant impact on the country's competitiveness, requires additional research, the development of scientific and applied tools for assessing the level of competitiveness of enterprises in this area and the justification of mechanisms for its increase.Aim and tasks. The purpose of the article is to assess the prerequisites for increasing the competitiveness of enterprises in the field of water transport in the context of the dynamic development of the transport and logistics system.Research results. The theoretical and methodological foundations of the development of water transport in Ukraine are investigated and the essential characteristics of the concept of “enterprise competitiveness” are generalized. This made it possible to note the main aspects of this concept, in particular: rivalry, the struggle between manufacturers for leading positions in the market; the ability to achieve better results; the ability to compete through the efficient use of resources and to develop innovation; the ability of an enterprise to manufacture products or provide services that are competitive in the marketplace. To diagnose the level of competitiveness of the country as a whole and its individual spheres of activity in relation to other countries, the indicator of the Global Competitiveness Index, its parameters, groups and individual indicators influenced by the functioning of water transport was used. As a result of the study, a rating was determined for 10 competing countries that are closer to Ukraine and in which inland waterways, according to the parameter “Infrastructure” and indicators “Efficiency of port services”, which necessitates measures to increase the level of competitiveness of enterprises in the field of water transport. The dynamics of changes in the main indicators of the efficiency of the sphere's functioning has been analyzed, which made it possible to trace the trends of recent years. The stages of diagnostics of the level of competitiveness of a water transport enterprise are proposed, which take into account the specifics of the field under study, the specialization of the activities of its enterprises and are aimed at the development of applied diagnostic tools. Given the strategic importance of the water transport sector for the country, it is necessary to constantly monitor the level of competitiveness of water transport enterprises and develop methodological recommendations for calculating a comprehensive indicator of the level of competitiveness, highlighting its components and corresponding indicators that will contribute to the timely identification of competitive advantages and the effectiveness of their use.Conclusion. The analysis and assessment of the prerequisites for increasing the competitiveness of enterprises in the field of water transport based on the use of the Global Competitiveness Index, its parameters, groups and individual indicators, taking into account the trends in the field of water transport in Ukraine. It is proposed to take these indicators into account when developing methodological recommendations for calculating a complex indicator of the level of competitiveness of water transport enterprises, highlighting its components and corresponding indicators.
