Topicality. The study's relevance is because, over the past thirty years, the Government of Ukraine has faced a complex set of areas for financing the implementation of competitive strategies for water transport, including transport infrastructure. The efficiency of providing transport services for the transportation of goods and passengers by waterways and the operation of its infrastructure, the level of competitiveness of water transport depends on the correctness and justification of funding for the implementation of competitive strategies of water transport. Aim and tasks. The work aims to identify sources of financial support for the implementation of competitive strategies of water transport of Ukraine in the context of structural changes in the macro-environment. Research results. The study results suggest that the sources of funding to ensure the implementation of competitive strategies of water transport in Ukraine in the context of structural changes in the macro-environment can be divided into primary (taxes; fees; mandatory payments; targeted inter-budgetary transfers; capital accumulated by economic entities, credit, and financial institutions; payments by consumers of transport services for the carriage of goods and passengers by waterways; payments by users of water transport infrastructure, etc.) and additional (third parties contributions; contributions of property, assets, lands, or commercial firms owners to the development of existing or construction of new water transport infrastructure facilities; sale or long-term lease of property (lands) owned by the state or communities and adjacent to waterways and water transport infrastructure; related services - funds received from advertising, rent, catering services, shops, parking lots, motels, excursions, etc.). To find additional resources to finance the implementation of competitive water transport strategies, private capital can be attracted to finance transport infrastructure through various public-private partnership schemes. Alternative ways to finance the implementation of water transport competitive strategies include: the "infrastructure plus ownership" approach, the Regulated Asset Base (RAB) model, the mechanism of ?the least present value of revenue? (LPVR), non-tariff revenues from water transport. The analysis of the basic tools of financial maintenance of water transport competitive strategies in the conditions of structural changes of a macro-environment is carried out. Criteria for selecting sources of funding for the implementation of competitive water transport strategies are identified, among which are such as the size and stability of income and social impact of the project; economic efficiency of using a source of funding; payback period of investments; the level of solvency of investors; the level of balance of economic interests of project investors and those who will directly or indirectly benefit from its implementation; level of macroeconomic stability; the level of financial market stability; the level of political and public support for the project; technical capabilities and features of the project. Conclusions. The authors of the article propose strategic recommendations for improving the situation in the field of financial support for the implementation of water transport competitive strategies in Ukraine in the context of structural changes in the macro-environment. These strategic recommendations allowed to further development of the organizational and economic mechanism structure for financing the implementation of Ukrainian water transport competitive strategies, which, unlike existing ones, is based on the integration of financial entities in the field of water transport with national, European water transport strategy and sustainable development goals to ensure global economic and environmental security and enhances the adaptability and competitiveness of Ukrainian water transport in the macro-environment structural changes context.

Topicality. Significant changes in geopolitical conditions in the Black Sea region, in particular, and the world as a whole leads to a radical redistribution of trade flows, markets. This process causes changes in the market of transport services. There are trends in the ratio of competitiveness of the Black Sea ports. These changes and the accompanying dynamic processes occur in real time. In order for Ukraine's economy to respond appropriately to such dynamic changes, there is an urgent need to establish clear guidelines, unambiguous criteria and formulate proposals to ensure a high degree of adaptability of the public administration system to rapid changes in external and internal conditions.Aim and tasks. The aim of the work is scientific substantiation and development of methodical bases of interaction of elements of system of state management of water transport in new conditions, offer of recommendations of organizational character on increase of adaptability of management process at maintenance of rationality of interaction of all elements of management system. Achieving the goal of the study necessitated the formulation and solution of the following tasks: to propose numerical criteria for the economic rationality of the interaction of the management system; develop a model; to substantiate the algorithm of state management of water transport for its specific field of activity for assessing the levels of efficiency and rationality of management measures.Research results. The paper summarizes the approaches to the formation of the state water transport management system with the appropriate degree of adaptability to rapid changes in external and internal conditions, offers criteria for economic efficiency and rationality of water transport management and justifies their choice, applied analysis of the need for management measures cargo and to increase the efficiency of interaction of adjacent modes of transport.Conclusion. It established that intermodal and multimodal cargo transportation (IMCT) is the most promising area of modernization of transport infrastructure, a tool for operational testing of new routes, a means to enter promising markets for transport services, and a mechanism for creating a new level of competitiveness of water transport in Ukraine.The study established the criteria for the appropriate level of efficiency and rationality of management efforts in the field of water transport. It stated that these criteria should be numerical rather than qualitative for greater objectivity. Criteria of economic efficiency and rationality specified for the field of IMCT. The algorithm of public management of IMCT with proper and relevant assessment of the levels of efficiency and rationality of management measures is offered. The obtained results of the research allow achieving the necessary levels of economic rationality of the interaction of the elements of the system of state management of water transport in the new conditions.

Introduction. In order to function successfully in the market, the water transport business entities, in addition to material and financial resources, need the utilization of their internal unique capabilities in the existing business environment, which determine the competitive potential.Problem Statement. The successful operation and development of water transport requires the development of a scientific approach to utilizing its competitive potential in the country’s economic security system.Purpose. The purpose of this research is to form a conceptual model of the utilization of competitive potential of water transport in the economic security system of the Black Sea region.Material and Methods. We have used the following methods: system structural, abstract logical analysis, grouping, and economic mathematical modeling, for studying the essence and structure of the competitive potential of water transport, for assessing its utilization in security system of the Black Sea region.Results. The essence of the category “competitive potential of water transport” has been determined. The structure of the competitive potential of water transport has been studied, and the conceptual model of its use in the economic security system has been developed. Based on the proposed conceptual model, the utilization of the competitive potential of water transport in the economic security system has been assessed by the example of the Black Sea region.Conclusions. In order to enhance the competitive potential of water transport of Ukraine and the level of its utilization, in the context of economic security, it has been proposed to stimulate an increase in the number of ship calls to the ports of Ukraine and the number of Ukraine-flagged vessels belonging to domestic businesses and to create favorable conditions for the development of the shipbuilding industry of Ukraine.
