The article considers international trends and directions of inclusive growth which is considered as an inclusive economic growth and is measured by heterogeneous growth indicators, as an index of inclusive development. Considering the above, was analysed the existing state of the country’s growth considering the environmental, economic, social and technological components as prerequisites for inclusive environmental management. Thus, the main focus of this article is on the formation of prerequisites for inclusive nature management in socio-economic and environmental practices and their subsequent methodological support. So segments of population prosperity means not just material consumption, but social vision formation and the institutional support creation for enables everyone to participate in the socio-economic achievements. The main gaps in the institutional support of the inclusive environmental management process are disclosed: in the social sphere: limited access to economically viable means that meet the real needs of the population in terms of health care, social assistance, basic education and awareness; in the ecological and economic sphere there is no effective and efficient management of providing the population with products that comply with the requirements of eco-certification and eco-labelling, which negatively affects the replenishment of the state budget and the promotion of the rational use of natural resources. Therefore, in order to create a favourable climate and institutional support of inclusive environmental management, in this article, will conduct a thorough analysis of the status of its components and assess the compliance of the existing conditions with current international requirements for inclusiveness. Inclusive growth requires environmental inclusion, which can be achieved through the introduction of new metrics and resource value indicators in regional development projects and programs. In doing so, measures should be developed and recommendations made to improve further planning and control.
At the stage of the strategic or tactical managerial decisions justification, it is important to choose the right approach, verify proper information sources, develop methods to identify the status of the enterprise. The mentioned prerequisites necessitate the development of methodological tools for the formation of appropriate information and analytical support. The aim of the study is to substantiate the methodology of assessing the ecological and economic security of forestry farms and to test this methodology basing on the data received from state forestry enterprises. The subject of the study is the methodological aspects of developing the methodic for assessing the ecological and economic security of forests, taking into account the peculiarities of their functioning as complex ecologicaleconomic systems. The latter determines the essence of the hypothesis, which requires the use of an integrated indicator for assessing the security of forestry enterprises, taking into account interdependent and interconnected economic and environmental components. Methodic for assessing the ecological and economic security of forest holdings is a sequence of stages that ensure the formation of an information base for the research; selection of indicators; their processing using component, index, normative methods; interpretation of the results of calculations. The authors specify the content of the main terms: ecological, economic, financial, techno-technological, social security, safety of forest use, reforestation, forest protection activity. The methodic has been tested on the data from forest enterprises in Volyn and Rivne regions of Ukraine. The authors obtained adequate results, which indicate a high and satisfactory level of ecological and economic security of these enterprises in 2017. The strengths and weaknesses of the enterprises and the factors that influenced them were revealed. The methodology for assessing ecological and economic security is a tool for obtaining the necessary information about the status of the enterprise in order to substantiate practical recommendations for the further development of forestry as a coherent and stable system.
The European Green Deal by the European Commission is an ambitious policy aimed at achieving a climate-neutral economy. For Ukraine, the EGD is a priority in accelerating its European integration processes until 2030. The study aims to determine the country’s ability to manage change towards the implementing the concept of sustainable development, adjusted in accordance with the European Green Deal’s provisions, based on the analysis of SDG achievements in Ukraine, as well as on the identified quantitative results of readiness for change. The ability to manage change is determined by applying methods of analysis and generalization of descriptive statistics related to aspects of sustainable development and the EGD, as well as quantifying intermediate and final integral values of change management in Ukraine in the EGD context. The relationship between the SDGs and the EGD provisions on the “need for very high sustainability – sufficiency of weak sustainability” continuum was prioritized. The proposed provisions of the cooperation program provide for a thorough analysis of Ukrainian, European and global trends in the field of climate change and relevant sustainable development policies, use of statistical data, constant monitoring of indicators characterizing the dynamics of socio-economic, environmental and demographic status of the state and regions in connection with climate change, generalization of the experience of a climate-neutral economy, green energy, European integration processes, etc. The program is interdisciplinary in nature, which allows to get a comprehensive vision and provide a systematic solution to the problem of transforming the national economy in accordance with the European Green Deal. The wellness and recreation situation in its complexity does not significantly differ from other socio-economic problems of urban agglomerations in Ukraine and needs to be addressed in the context of the Sustainable Development Goals, especially in improving public well-being and health. The purpose of this article is to identify the relationship between health improvement, recreation and tourism, displayed in the management structure of the urban agglomeration, and the social, environmental and economic state of wellness and recreation. The relationship is determined by the index method/geometric mean of relevant relative indices (inclusion, experience economy, health improvement with rest, recovery function of leisure, wellness and recreation ecology) with the 2009–2018 dynamics by regions with the largest urban agglomerations of Ukraine. The analysis of management structures of the Dnipro, Kyiv, Odesa and Kharkiv executive bodies reveals special aspects in reflecting the wellness and recreation functions, including tourism and urban ecology. Based on the comparison of rating analyses, it is justified whether wellness and recreation reflected in the structure of urban agglomeration management meets its social, environmental and economic health. Comparison results for the relative indices of wellness and recreation in urban agglomerations and regions of Ukraine by economic (income level, directing additional funds for recreation), social (health, no impact of diseases on performance) or environmental (air pollution per person) factors, as well as altogether (comparison of integral indicators), are the basis for smoothing the situation with wellness and recreation in the country according to the inclusive sustainable development principle. The methodological vision of the formation of the state economic policy, based on the needs of society sustainable development was proposed; the methodology for analyzing the impact of economic and environmental indicators of the implementation of the state economic policy, as an alternative to decoupling analysis was developed. Methodology. Methodological basis is formed by the convergence of four methodological approaches: methods of evaluation of indicators of "green" growth of the OECD; National System of Sustainable Development; methodological support for determining the economic and environmental priorities of "green" economy in the context of sustainable development; normative approach to the evaluation of parameters of economic safety of the state. Results. The proposed methodological support was approbated on the example of Ukraine in the period from 2010 to 2018. Practical approbation of the methodology allowed us to determine the cause-and-effect relationships between the dynamics of changes in economic and environmental indicators, positive and negative trends in the process of environmental transformation of economic policy. Value/originality. The original feature of the author's methodology is a logical and structural analysis of the main factors influencing the components of resource and environmental productivity of GDP and an extended diagnostic procedure.
The article is devoted to the issues of forming the institutional basis for “green growth” of the Ukrainian Nature Reserve Fund territories in the context of aligning the society’s social, environmental, and economic interests. The methodological approaches to forming the institutional basis for “green growth” of the Ukrainian Nature Reserve Fund territories in conditions of the need to transform the approaches regarding the interaction with small and medium-sized businesses were developed. The main focus is on the issues of studying the existing institutional risks, institutional “traps,” and ensuring the stakeholders’ functional interaction. The proposed scheme for managing and planning the spatial development of the Nature Reserve Fund territories is based on business planning, “micro-K modeling” method, strategic monitoring method. Based on the complex combination of ecosystemic and polyfunctional approaches, the typology of Nature Reserve Fund territories management functions and “green growth” indicators system was defined. The institutional framework was formed, which enables to ensure aligning the society’s social, environmental, and economic interests.
Investing in recreation and wellness in transitional economies requires updating an inclusive approach and adjusting national regional policies. The article aims to provide the game and theoretical decision-making modeling regarding the direction of capital investment in the development of inclusive wellness and recreation in the regions of Ukraine. Considering this, a comparative analysis of relevant indicators, above all, the self-assessment level of population health, has been conducted. The “game against nature” method allows formalizing the social and market contradictions of regional development of wellness and recreation. Using Ukraine as an example, the analysis of the payoff matrix by decision-making criteria such as the Bayes-Laplace’s criterion, the Savage’s criterion, the Wald’s criterion and the Hurwitz’s criteria, establishes the priority areas for investment: the maximum investment amount is for the middle-income regions and the minimum – for the high-income regions. However, there is a significant disparity in investment in health and recreation across regions. The situation requires a transformation of the target function: from providing social subsidies to maximizing person’s well-being in the physical, mental, social and financial aspects. In the absence of inclusive economic institutions, it is proposed to equalize the weight of the “investment in health” and “investment in recreation” factors and redistribute the total volume of capital investment in regions with relatively low solvency and population health indicators.
This paper aims to develop approaches to accounting for recreational assets in the input-output model based on the analysis of the dynamics of their structure, as well as the structure of intermediate consumption of recreational services, on the example of intersectoral balance of Ukraine during 2012-2018. Based on forecasting the dynamics of indicators such as gross value added, consumption of fixed capital, net operated surplus, etc., optimistic and pessimistic scenarios for the development of recreation (arts, sports, entertainment and leisure) in Ukraine are identified, taking into account the factors of natural asset and the coronavirus pandemic. In particular, the net export indicator is expected to increase due to the restriction of international tourist arrivals and the formation of the domestic market of recreational services on the basis of inclusive sustainable development. Herewith, recreational and tourist enterprises have the following guidelines: security, quality, comfort, effectiveness of asset use. The expediency of state support is seen in the redistribution of the share of accounted natural assets between agriculture, forestry, fisheries and recreation, as well as in changing the structure of assets and intermediate consumption by reducing the share of public administration and increasing the share of other sectors, especially healthcare. The proposed organizational and economic measures complement the Strategy for the development of tourism and resorts for the period up to 2026 in Ukraine.
