At the stage of the strategic or tactical managerial decisions justification, it is important to choose the right approach, verify proper information sources, develop methods to identify the status of the enterprise. The mentioned prerequisites necessitate the development of methodological tools for the formation of appropriate information and analytical support. The aim of the study is to substantiate the methodology of assessing the ecological and economic security of forestry farms and to test this methodology basing on the data received from state forestry enterprises. The subject of the study is the methodological aspects of developing the methodic for assessing the ecological and economic security of forests, taking into account the peculiarities of their functioning as complex ecologicaleconomic systems. The latter determines the essence of the hypothesis, which requires the use of an integrated indicator for assessing the security of forestry enterprises, taking into account interdependent and interconnected economic and environmental components. Methodic for assessing the ecological and economic security of forest holdings is a sequence of stages that ensure the formation of an information base for the research; selection of indicators; their processing using component, index, normative methods; interpretation of the results of calculations. The authors specify the content of the main terms: ecological, economic, financial, techno-technological, social security, safety of forest use, reforestation, forest protection activity. The methodic has been tested on the data from forest enterprises in Volyn and Rivne regions of Ukraine. The authors obtained adequate results, which indicate a high and satisfactory level of ecological and economic security of these enterprises in 2017. The strengths and weaknesses of the enterprises and the factors that influenced them were revealed. The methodology for assessing ecological and economic security is a tool for obtaining the necessary information about the status of the enterprise in order to substantiate practical recommendations for the further development of forestry as a coherent and stable system.
The relevance of the research topic is prompted by the need to improve the practical instruments of forest management and make them in line with the principles of sustainable development. The research is aimed at facilitating the implementation of environmental, social and economic functions of forest ecosystems in a long-term perspective. The study made use of the following methods: systemic structural analysis, clustering and comparative analysis to identify groups of administrative areas that correspond to certain strategic areas of sustainable forestry. The research is based on cybernetic modeling which helps determining the strategic zones of sustainable forestry. The stages of creating model forests were defined alongside formulating economic, organizational, social and environmental aspects of forest management. The methodology envisages grouping of administrative districts on the basis of a number of factors, including the percentage of forest land, social and economic indicators prompted. The methodology was implemented when analysing official data from several administrative districts in the Zhytomyr region. Several scenarios of sustainable forestry were detailed for each group of administrative districts. Three strategic options were pursued: 1) preserving the viability of forest ecosystems in Ukraine, 2) contributing to the welfare of Ukrainians, 3) ensuring economic development of the forestry sector. It follows from the research that the model forest is a powerful form of cost-effective business interaction in the process of sustainable development that shall bring into action the conservation of nature, provision of comfortable living conditions for territorial communities as well as the most capital-productive utilization of forest resources.
Introduction. The fundamental principles of inclusive development are equality of opportunity, availability of all types of resources, equality and fairness in the distribution of income and benefits. The main message of inclusive recreational nature management is the creation of equal opportunities for the use of natural recreational resources and areas for the well-being and quality of life of people. Realization of priorities of the organization of recreational activity is not possible without the developed institutional maintenance. Defining the leading role of state authorities and civil society representatives, which establish a system of laws, rights and responsibilities, "rules of the game" and develop a set of mechanisms for their close institutionalized interaction, it is necessary to form institutions within which public representatives reconcile contradictions and determine common interests. Aim and tasks. The purpose of the study is to study the state and develop directions for the development of institutional support for inclusive tourism and recreational nature. Results. The article examines the state of institutional support for inclusive tourist and recreational nature management in Ukraine. The essence and its content are determined, the documents according to which it is determined are analyzed. The domestic legislative and normative-legal base of regulation of nature use in general and recreational in particular is studied, where separate principles of inclusive development are laid down. At the same time, a significant layer of problems remains unresolved, including the formation of new principles, forms of management to prevent the degradation of natural recreational resources, their diversity and sustainability. The interaction of formal institutions and institutes (legislative and normative base, system of state regulation, bodies of state administration and local self-government, public organizations, approved norms and norms of nature use) and informal institutions has to promote inclusive recreational nature use. Conclusions. The study of the state and directions of development of institutional support of inclusive recreational nature management allowed to determine that the implementation of an inclusive approach requires: changing the structure and stereotype of recreational needs of people and restructuring the economy of recreational nature management; reducing economic and social inequality of people to meet their recreational needs and ensuring equal access to valuable natural recreational resources.
У статті здійснено аналіз абсолютних та відносних показників експорту товарів України загалом, деревини й виробів із неї, зокрема визначено частку експорту деревини та виробів із неї в загальному обсязі експорту, темпи приросту експорту, показники структури експорту деревини й виробів із неї за основними товарними групами, показники вартості 1 т експорту деревини та виробів із деревини за основними товарними групами; виявлено основні тенденції, характерні риси, проблеми статистичного забезпечення галузі. Структура експорту за товарними групами й вартість 1 т продукції цих груп свідчить про її неефективність і нераціональне використання деревних ресурсів лісу в Україні. Topicality. Inclusive development is one of the new social approaches that should be fully ensured in such a socially significant area as tourism and recreation. The peculiarity of the use of natural recreational resources requires the improvement of the institutional environment and legislative and legal support for inclusive development.Aim and tasks. The article is devoted to the formation of the design of the institutional support system for the inclusive development of tourism and recreational nature management and the content of its elements.The objective of the article is to disclose the essence of norms, rules, institutions, methods, activities and tools that together create equal opportunities in the use of socially significant recreational resources, harmonize the interests of the subjects of recreational nature management and contribute to the implementation of the goals of inclusive development.Research results. Institutional support for the inclusive development of tourism and recreational nature management should be built using a systematic approach, disclosing the importance of functions, principles and criteria for its provision in the context of interaction between the subjects of tourism and recreational nature management. The implementation of an inclusive institutional regime ensures the growth of the social product in the socio-economic system and its fair distribution among all participants.The main functions of the institutional support for the inclusive development of tourism and recreational nature management are: control; regulation, especially property relations; coordination; ensuring environmental and social security and information. Along with regulatory, economic and infrastructural measures, among the main priorities for the implementation of an inclusive approach is the formation of an information environment and investment support.Conclusions. Tourism and recreational nature management is not provided with an effective system of management and regulation of the processes that take place in it. It needs a separate improvement of the institutional environment in the context of inclusive development. The proposed design of the inclusive tourism and recreational nature management system will allow realizing such dominants of inclusive development as: ensuring equal opportunities in access to valuable recreational resources and recreational services; equal opportunities for the realization of the right to rest, restoration of psychophysical conditions, health improvement, harmonious development of the personality; ensuring social and economic activity, well-being and employment opportunities in the field of tourism and recreation business; high efficiency in the use of socially important natural resources and conditions
