ABSTRACT. Scenario planning is increasingly recognized as a useful tool for exploring change in socialecological systems on decadal to centennial time horizons. In environmental decision making, scenario development tends to include participatory methods for engaging stakeholders and is conducted at multiple scales. This paper presents insights from participatory scenario development in two separate multiscale environmental assessments. We find that, to engage stakeholders at multiple scales, it is important that the issues explored at each scale be relevant and credible to stakeholders at that scale. An important trade-off exists between maintaining relevance to stakeholders at different scales and maintaining consistency across scales to allow for comparison of scenarios. Where downscaling methods are used to ensure consistency, there can be important consequences for (1) the diversity of scenario outcomes, (2) temporal mismatches in the storylines at different scales, and (3) power relationships among stakeholders at different scales. We suggest that development of participatory scenarios at multiple scales has a strong potential to contribute to environmental decision making, but it requires a substantial investment of time and resources to realize its full potential.
In an increasingly globalized and interconnected world, where social and environmental change occur ever more rapidly, careful futures-oriented thinking becomes crucial for effective decision making. Foresight activities, including scenario development, quantitative modeling, and scenario-guided design of policies and programs, play a key role in exploring options to address socioeconomic and environmental challenges across many sectors and decision-making levels. We take stock of recent methodological developments in scenario and foresight exercises, seek to provide greater clarity on the many diverse approaches employed, and examine their use by decision makers in different fields and at different geographic, administrative, and temporal scales. Experience shows the importance of clearly formulated questions, structured dialog, carefully designed scenarios, sophisticated biophysical and socioeconomic analysis, and iteration as needed to more effectively link the growing scenarios and foresight community with today's decision makers and to better address the social, economic, and environmental challenges of tomorrow.
Steering the EU food system towards a sustainability transformation requires a vast and actionable knowledge base available to a range of public and private actors. Few have captured this complexity by assessing food systems from a multi-dimensional and multi-level perspective, which would include (1) nutrition and diet, environmental and economic outcomes together with social equity dimensions and (2) system interactions across country, EU and global scales. This paper addresses this gap in food systems research and science communication by providing an integrated analytical approach and new ways to communicate this complexity outside science. Based on a transdisciplinary science approach with continuous stakeholder input, the EU Horizon2020 project 'Metrics, Models and Foresight for European SUStainable Food And Nutrition Security' (SUSFANS) developed a five-step process: Creating a participatory space; designing a conceptual framework of the EU food system; developing food system performance metrics; designing a modelling toolbox and developing a visualization tool. The Sustainable Food and Nutrition-Visualizer, designed to communicate complex policy change-impacts and trade-off questions, enables an informed debate about trade-offs associated with options for change among food system actors as well as in the policy making arena. The discussion highlights points for further research related to indicator development, reach of assessment models, participatory processes and obstacles in science communication.
Food system resilience has multiple dimensions. We draw on food system and resilience concepts and review resilience framings of different communities. We present four questions to frame food system resilience (Resilience of what? Resilience to what? Resilience from whose perspective? Resilience for how long?) and three approaches to enhancing resilience (robustness, recovery, and reorientation—the three “Rs”). We focus on enhancing resilience of food system outcomes and argue this will require food system actors adapting their activities, noting that activities do not change spontaneously but in response to a change in drivers: an opportunity or a threat. However, operationalizing resilience enhancement involves normative choices and will result in decisions having to be negotiated about trade-offs among food system outcomes for different stakeholders. New approaches to including different food system actors’ perceptions and goals are needed to build food systems that are better positioned to address challenges of the future.
