O debate atual sobre drogas tem sido organizado em torno de discursos científicos que tendem a configurar a questão ora como problema de segurança pública (relacionado ao tráfico e à repressão), ora como problema de saúde pública (relacionado à repressão da demanda por um lado e à redução de danos por outro). O presente texto traz uma reflexão que busca configurar como a política de enfrentamento às drogas no Brasil enseja em suas proposições uma luta entre as lógicas de segurança pública e de saúde pública expressas no embate entre as duas políticas instituídas pelo governo brasileiro no enfrentamento à questão - a política nacional antidrogas regulamentada em 2003 pela Secretaria Nacional Antidrogas (estrutura criada no governo Fernando Henrique Cardoso - FHC - por meio da medida provisória nº 1669, de 1998, e modificada no governo Lula para "Política Pública Sobre Drogas") e a Política de Atenção Integral ao Usuário de Álcool e Drogas do Ministério da Saúde (também formulada no governo FHC).

An emerging global consciousness and rising attention given to international social work development has seen the recognition of comparative research within the profession. Understanding the functioning and organisation of social work within various country contexts is critical in order to formulate knowledge around its overall impact, successes and challenges, allowing social workers to learn from one another and build professional consolidation. The profession is mapped out in 10 countries, reflecting on its structure, identity and development. Although the profession is developing globally, it is also experiencing significant challenges. Key insights, conclusions and recommendations for future research are presented.

ResumoEste estudo analisa estratégias de enfrentamento para a manutenção do casamento, utilizadas por mulheres casadas há mais de 15 anos e pertencentes a estratos econômicos médio e alto, para superação ou minimização de conflitos do cotidiano conjugal. Foram entrevistadas 20 mulheres utilizando roteiro de entrevista semi-estruturada. As entrevistas, gravadas e transcritas, foram analisadas utilizando-se a análise do discurso. Neste artigo analisaram-se as estratégias de ação referida pelas entrevistadas. Entre as mulheres prevaleceu o uso de estratégias diretas (oito), indiretas (quatro mulheres) ou o uso combinado de estratégias diretas e indiretas (oito mulheres). Entre seus maridos, as entrevistadas indicaram o uso de estratégias diretas (treze homens) ou uso combinado de estratégias diretas e indiretas (duas). Em cinco casos enfatizou-se o uso de estratégia indireta, principalmente o silêncio ou o adiamento da busca de solução dos problemas. A estratégia caracterizou-se como uma esperança projectual dessas mulheres de atingirem a superação da condição distópica na direção utópica. A desistência desse jogo implica a adoção de estratégias que assegurem um padrão de comunicação paradoxal no qual os cônjuges ao mesmo tempo que comunicam, evitam comunicar. Strategies to Face Marital Routine AbstractThis research analyzes strategies used in the carrying out of marriages utilized by women who have been married for over 15 years, from high and middle classes and dwelling in the great Vitória/ES, for the overcoming or reduction of the conflicts in marital daily routine. Semi-structured interviews were used in approaching 20 women. The interviews which were tape recorded and written down, were analyzed in the light of the discourse analysis. In this paper, the strategies indicated by the interviewers were analyzed. It prevailed among women, the direct strategy (8 women), indirect (4 women) or both direct and indirect (8 women). The interviewers among husbands, indicated the use of direct strategy (13 men) or both direct and indirect (2). In five cases, the women stressed the use of indirect strategies, mainly the silence or the later search for the problem solution. The strategy was characterized as a hope for the women to reach the overcoming towards the utopia. The giving up of this game implicates the adoption of strategies that ensure paradoxical communication in which while the couple communicates, they avoid to communicate. ResumoO presente trabalho objetiva identificar e analisar os tipos de problemas vividos no casamento referidos por mulheres casadas há mais de 15 anos e pertencentes a estrato econômico médio e alto residentes na Grande Vitória, Espírito Santo. Foram entrevistadas 20 mulheres utilizando roteiro de entrevista semi-estruturada. As entrevistas, gravadas e transcritas, foram analisadas utilizando-se a análise do discurso. Foram relacionados dois grupos de problemas: os problemas referidos pelas entrevistadas e os problemas identificados pelas pesquisadoras. Os problemas refletem as mudanças ocorridas no cenário social que, ao incidirem sobre o casamento, resultam em alterações nas expectativas sociais quanto ao projeto de relação afetivo-sexual. De um projeto marcado por sua durabilidade assegurada mesmo antes do casamento, as novas formas de conjugalidade apontam para o caráter distópico das relações na qual a premissa de sua durabilidade é contestada mesmo antes do início do relacionamento.Palavras-chave: Problema, Família, Casamento AbstractProblems in marriage: a qualitative analysis. This essay reflects on the implementation of federal government emergency aid in Brazil in the context of the COVID-19 pandemic, highlighting elements from the work of Social Workers in the context of growing demand for the supply of material provisions. Economic and social conditions in Brazil have particularities that impact the operationalisation of this benefit, which is aimed at the poor, that add complexity and impose limits. When considering the structural limits set, this context imposes challenges on the work of Social Workers. The need to reconnect and enhance the struggle for social rights is emphasised through the different strategies of the working class.

This article analyzes spending on mental health by the Brazilian Ministry of Health between 2001 and 2014. It is documental research of the Brazilian Ministry of Health's databases. It analyzes the data using descriptive statistical analysis. Total spending on mental health for the period 2001 to 2014 shows a percentage increase in resources destined for outpatient care, but this increase is a reallocation from hospital services to community-based services and total resources for the mental health program remain at an average of 2.54% of the total health budget. Within outpatient expenditure, spending on medications remains high. Professionals committed to psychiatric reform fight to guarantee that a small fraction of the surplus appropriated by the state is directed towards social policies.

This article analyzes the profile of the social workers working in the Federal Institutes of Education. It is a quantitative research comprising all the social workers of the Institutes, together with the descriptive statistical analysis. The results show that they are qualified professionals (3% of them have a PhD degree), and their insertion was intensified from 2009. The main demand of the institution to the social workers is to carry out the Student Assistance Program. The demand for social workers in the Institutes will increase in the next years, requiring some questioning in the light of education policy.

The present situation in Brazil offers particular challenges to social workers operating within an emancipatory framework. This article reflects on the Brazilian political situation, especially around the recent assassinations of left-wing leaders in the cases of Francisca das Chagas Silva in 2016 and Marielle Franco in 2018, the coup against the government of Dilma Roussef, the arrest of ex-President Luis Inácio Lula da Silva, and the accusations against current President Michel Temer.
