Abstract: An emerging global consciousness and rising attention given to international social work development has seen the recognition of comparative research within the profession. Understanding the functioning and organisation of social work within various country contexts is critical in order to formulate knowledge around its overall impact, successes and challenges, allowing social workers to learn from one another and build professional consolidation. “…Social workers are having to function in an increasingly challenging world. At the heart of this challenge is a global neoliberal reform, which has become the dominant international framework for globalisation and economic development (Harvey, 2014;Ornellas, Spolander, Engelbrecht, Sicora, Pervova, Martínez-Román, Law, Shajahan, Das Dores Guerreiro, Casanova, Garcia, Acar, Martin & Strydom, 2019). The adverse implications of neoliberalism have been widely recognised in academic literature in different spheres of the world (see, for example, Harvey, 2005Harvey, , 2007Hay, 2002;Ife, 2000;Midgley, 1997;Spolander, Engelbrecht & Pullen-Sansfaçon, 2016).…”

“…We view empowerment orientation related to critical social work theory, which states that social work can use critical reflection to overcome bureaucratic structures and to provide an opportunity for alternative forms of organization and flexible structures (see Fook and Pease 1999, 225;McDonald 2006). Empowerment also draws on trust (Grell, Blom, and Ahmadi 2019;Ornellas et al 2019). In empowering and trusting encounters, clients and social workers can share and combine their power to influence the social practices that surround them (Wheeler-Brooks 2009).…”

“…In the past 10 years, even though there is still limited information on a Chinese code of ethics, it seems that social work values in China are developing to a largely uniform extent on the basis of a specific code of professional ethics in the welfare system, a position already reached in Italy (Ornellas et al, 2019). China's Ministry of Civil Affairs issued official ethical guidance for social workers at the national level in 2012, and it has stipulated various service standards since 2017.…”
