In this article, I contribute to the comparative literature on trade unions and social pacts, through an analysis of Spanish experience between 1996 and 2016. First, I specify the phases of agreement (‘competitive corporatism’) and confrontation. Second, I examine the impact of the agreements and the subsequent breakdown of tripartite social dialogue on the two most representative trade unions. This makes it possible to explain why these unions accumulated so little strength during the period of consensus, and their evident weakness and the risks they have faced since the start of the crisis and the turn to confrontation.
The literature has shown that, much the same as other employers in southern Europe, the Spanish employers’ peak association, the Spanish Confederation of Employers’ Organisations (CEOE), did not take advantage of the radical legislative deregulation of 2010–2012 and, to the contrary, helped perpetuate the traditional institutions that order the industrial relations system. This article contributes to a better understanding of the underlying reasons that guided the CEOE’s behaviour, and also incorporates the Spanish case into the literature on the adaptation of employers’ organisations – and how the institutions and path dependence have an influence – in the face of the widespread trends of economic deregulation. Finally, this article provides up-to-date, solid and reliable data on membership of employers’ associations in Spain, the lack of which is one of the shortcomings of the literature.
One of the distinctive characteristics of the trade union model in Southern Europe is the clear political persuasion of the dominant confederations (mainly left-wing) and, with the exception of Italy, their low membership density. The Great Recession ushered in a period of confrontation between unions and governments over the application of austerity policies and radical reforms deregulating the labour market, creating a hostile environment for unions, which responded by intensifying their discourse and socio-political action in order to call for the support of workers and alliances with other left-wing organisations. This article, based on data from the European Social Survey, analyses the importance of the political attitudes of workers as a determining factor of unionisation in Italy, Portugal and Spain over a significant period, from 2002 to 2018. The results obtained reveal an important influence of political attitudes on unionisation in Southern Europe, especially in Portugal. However, other variables also affected unionisation, notably the negative influence of precarious forms of employment and the conjunction of the recessionary economic cycle and neoliberal reforms that took place during the Great Recession.
Despite its widespread trajectory and global presence, studies on Economic and Social Councils (ESCs) are not frequent. Thus, this study aims to review the existing scientific literature on this institution to identify the main thematic nuclei, agreements, and discrepancies, and detect research gaps and outline future research lines. Based on the application of the PRISMA Protocol, three emerging thematic nuclei on ESCs have been detected: the factors that explain their creation; the factors that influence their effectiveness (and condition their success), and the criteria used to evaluate their effectiveness (related to these institutions’ success or failure). In short, this is the first qualitative synthesis of the international literature on ESCs, focusing on their effectiveness and evaluation. It offers elements for future intervention and studies on these institutions, especially those newly created.
