The relevance of the study is defined by the need to identify problems and determine prospects for business development in the agrarian sphere of economy in the regions of Russia in the context of new challenges to external economic environment. The purpose of the paper is to develop recommendations on optimization of the state agrarian policy in the field of agricultural business development on the basis of analysis of the current situation and to identify trends in agriculture development of Russia and its regions. The novelty of the study is to identify trends in the development of agricultural business in the regions of Russia and to develop directions for improving the organization of efficient agricultural entrepreneurship in the Republic of Tatarstan. The paper presents the analysis of efficiency of agricultural business, identifies trends, problems and prospects for its development, defines priority directions for improving the organization of activities of agricultural business of the Republic of Tatarstan. Theoretical provisions and practical recommendations proposed in the paper can be applied in scientific research on the development of agricultural business, in scientific justification of main directions, methods and mechanisms for the implementation of the state agro-food policy. The practical significance of research results includes the possibility of using them in the development of agrarian policy, formation of effective mechanisms of state impact on the development of agro-food complex at federal and regional levels to achieve high targets.

The purpose of the paper is to develop recommendations on optimization of grain production and sale efficiency on the basis of analysis of the current situation and identification of trends in agricultural development in the regions of Russia. The novelty of the study is to identify trends in the development of the grain market at the regional level and to justify the necessary priority measures to increase the economic efficiency of the grain production industry. The paper presents the analysis of the level of development of the grain market, identifies priority directions to increase the production volume and efficiency of cereal production, recommendations to ensure sustainable growth of revenues from the sale of grain products. The practical significance of research results includes the possibility of using them in the design of programs for the development of regional food markets, organizational and economic, technological measures to increase the efficiency of grain production in farms in order to achieve high targets.

The study was carried out in order to study the level of development of the regional agricultural sector of the economy, identify current problems that hinder the sustainable development of agricultural business entities and substantiate proposals for ensuring its further development. The agrarian sector of the economy of the Republic of Tatarstan is designed to solve the problems of providing the population with food at affordable prices in the face of severe restrictions and sanctions from unfriendly countries. 450 large and medium-sized agricultural organizations, 3006 peasant farms (peasant farms), 2.5 ... 3 thousand individual entrepreneurs and more than 472.4 thousand personal subsidiary plots of the population are involved in this task. 4.3% of the agricultural products of the Russian Federation and 15.0% of the agricultural products of the Volga Federal District are produced on the territory of the republic. Over the past five years, the pace of development of agricultural business entities has been slowing down faster than the economy of the republic as a whole (the decrease in the average annual rate of economic development of the Republic of Tatarstan is 2.9%, the agricultural sector - 3.1%), which may lead in the future to a decrease in the share of agriculture in the gross regional product of the republic from 10 ... 11% to 6 ... 7%. to intensify work on the creation of drought-resistant varieties of agricultural crops, moisture-saving technologies and land reclamation measures. One of the most important tasks is the dissemination of information and digital technologies at all stages of the implementation of technological processes for the production of agricultural products. In animal husbandry, it is required to carry out a gradual replacement of unproductive animals with highly productive breeding stock, to accelerate their breeding. In 2021, agricultural producers participated in 19 digitalization projects in crop production and 145 farms used digital systems in cattle breeding, which contributed to an increase in milk production by 62 thousand tons and additional revenue in the amount of 1.6 billion rubles.

Resource supply of sustainable development of agro-economical systems should help to increase the competitiveness of agricultural production in the domestic and world food markets and provide the population of the globe with food on the basis of steady increase of agricultural production growth rates. The analysis of the World Bank database for the period from 2012 to 2021 shows that for ten years the added value in the agrarian sector of the Russian Federation economy has increased by 16%, showing positive dynamics of the average annual growth rate with the value of 1.53%. Comparison with the analogous world average growth rate of 2.97% shows that our agro-economic system lags behind the world by almost two times. The OECD countries are developing with an average annual growth rate of 1.88%, which is also ahead of Russia’s indicators. At the same time, Russia’s agro-economic system is developing 0.26% faster than the countries of the European zone. Over the next eight years the Russian Federation expects to achieve an average annual growth rate of agricultural production of 3%, which is 2.7 times higher than the world average. For this purpose Russian agrarians have significant reserves for sustainable development of the agricultural economic system due to expansion of the areas of the main production resource by means of involving 33.04 million hectares of unused agricultural lands (16.7% of the total area) into circulation which, if successfully developed and the average Russian level of land productivity is reached, will give a 15-16% increase in production. The implementation of the program of technical modernization of agriculture can contribute to the achievement of steady annual growth rates of 1.3-1.8% of the branch production. Along with this the important directions of resource provision are the establishment of fair correlation of prices for agricultural products and industrial goods, fulfillment of financial support of agricultural development program and increasing of export potential of domestic agriculture.

The relevance of the issue is due to the need to improve the efficiency of the agro-industrial complex by uniting enterprises engaging in production, processing and sale of agricultural products. The aim is to develop recommendations on integration processes in the agricultural sector in order to improve the efficiency of the agricultural sector. The article discusses the objective nature of integration processes in modern agribusiness, identifies assumptions for creating integrated enterprises, such as unstable financial situations, worn-out material and technical resources, irrational organization of production, a low level of management and labor economics. The article describes a positive example of integrated formations in the Republic of Tatarstan, positive results of the activities of agro-industrial formations, which include the use of abandoned land and agricultural facilities, modernization of production using new equipment and technologies, increasing the attractiveness of agricultural labor, employment rate and incomes of the rural population, reduction of transaction costs in the agro-industrial chain, development of the agro-holding model as an effective interaction of enterprises of different agricultural sectors.

Реферат. Зерновое хозяйство является основой всего сельскохозяйственного производства, от уровня его развития зависит развитие других отраслей АПК. Изучение состояния уровня раз-вития производства зерна, определение факторов и обоснование основных направлений повыше-ния эффективности производства зерна является очень актуальным. Устойчивость производства зерна зависит от взаимосвязанных между собой природных, биологических, агротехнических, экологических, экономических и социальных факторов. Выявления основной тенденции изменения урожайности осуществляется с помощью построения динамического ряда за длительный период. Ежегод-ное колебание урожайности является следствием влияния погодно-климатических условий, а также опре-деляется уровнем интенсификации производства, состоянием материально-технической базы. Средняя урожайность с 2005 года примерно на 0,5 центнера выше, чем до 2005 года. Урожайность зерна в 2015 году была ниже на 2,6 ц с 1 га , чем в среднем за 2011-2014 гг. На основе проведенного исследования можно отметить, что оптимальная посевная площадь в Республике Татарстан со-ставляет 6070 га на 1 сельскохозяйственную организацию, такой уровень посевной площади зер-новых способствует достижению урожайности зерновых 24,4 ц с 1 га, а уровня окупаемости за-трат -на уровне 161,5%, уровня рентабельности -18,7%. Численность населения республики по данным Росстата составляет 3868730 чел. (2016 год). При потреблении одним человеком хлеб-ных продуктов 150 грамм ежедневно, а также кондитерских изделий и подобных продуктов 40 грамм ежедневно, производимых из зерновых культур для того, чтобы прокормить данное коли-чество населения, необходимо производить 2566778 т зерна. А ведь также необходимо позабо-титься о семенах, кормах для животных и страховых фондах. Поэтому проблема повышения устойчивости производства зерна и на этой основе повышение ее эффективности является перво-очередной задачей для всех сельскохозяйственных организаций и страны в целом.Ключевые слова: устойчивость, зерновое хозяйство, урожайность, повышение эффективно-сти, оптимальный уровень окупаемости.
