Measuring the ability of governments to implement policy remains one of the most significant questions of political science. This paper presents the latest iteration of the Relative Political Capacity (RPC) dataset and introduces the Absolute Political Capacity measure. It then investigates the trends in political performance measures across time and space, and different political and economic characteristics. Covering 168 countries from 1960 to 2018, the RPC offers a comprehensive measure of state capacity that allows direct comparisons to be made across countries from all levels of development and will help researchers explore different dimensions of capacity and power.

This paper identifies profound contradictions within and across nuclear deterrence strategies that evolved in response to the proliferation and modernization of nuclear weapons. To reconcile theory with practice, we summarize the theoretical assumptions and implications of nuclear strategy. Informed by these discussions, we develop a decision-theoretic model of deterrence based on power transition theory. We explore conditions for the stability of deterrence and link outcomes to policy decisions. The conditions for conflict emerge when a dissatisfied nuclear nation is threatened with conventional loss, when conventional and nuclear parity is achieved and if dissatisfied non-state actors acquire even minimal nuclear capabilities.

This paper explores the stability of deterrence in East Asia and the effects of missile defense on regional security. In particular, we evaluate the policy implications derived from the power transition perspective for the development of the US missile defense system in the Asia-Pacific region. Over the short term, we anticipate that the stability of deterrence in East Asia will be increased by the deployment of ballistic missile defenses that creates a power preponderance of satisfied challengers against potential regional challengers. The long-term horizon is, however, tenuous because the rapid expansion of US-led missile defense systems may significantly alter the trajectory of China's missile strategy by increasing its dissatisfaction with the status quo. One fundamental implication is that, without further restrictions, long-term deployment stability in East Asia will become increasingly fragile.
