O artigo analisa as políticas promovidas pelo Banco Mundial para a educação superior dos países periféricos nos anos 1990 e na primeira década do novo século. Considera que as diretrizes centrais destas políticas (diversificação das instituições de ensino superior, dos cursos e das fontes de financiamento) foram implementadas no Brasil pelo governo Luís Inácio Lula da Silva através do empresariamento da educação superior, das parcerias público-privadas na educação superior e dos contratos de gestão. Este processo resultou na desconstrução da educação pública brasileira como um direito social e na estruturação de um tipo de universidade adequada a atual etapa de acumulação do capital, particularmente em um país capitalista dependente como o Brasil.
This article presents some of the reflections made in a research group of the Graduate Program in Social Work of the Fluminense Federal University in the State of Rio de Janeiro, Brazil. The reflections are based on bibliographic research and document analysis regarding the different phases of neoliberal counterrevolution in Brazil, discussing the permanent fiscal adjustment policy - that aims to ensure the payment of public debt - and its consequences in public spending on higher education. The conclusions indicate that government actions lead to deepening the precariousness of public universities, expansion of the privatization of higher education, and regression of workers’ rights, suggesting the rise of a new stage of the class struggle in the country.
O texto tem como objetivo apresentar um conjunto de reflexões teóricas sobre o fim do governo de coalizão de classes e a ascensão da extrema direita no Brasil, problematizando como as alterações na configuração histórica e espacial da luta de classes incidem na política de educação superior. Recuperando o profícuo instrumental analítico de Florestan Fernandes, consideramos que está em curso uma nova fase da contrarrevolução burguesa preventiva, que, marcada pela natureza antissocial e violenta da burguesia brasileira articulada ao imperialismo, conduz o aprofundamento da mercantilização da universidade pública e da ofensiva reacionária na educação. Tal aprofundamento indica a tarefa urgente e necessária de defesa da educação pública, lócus privilegiado da produção crítica e criativa do conhecimento. Este artigo tem como objetivo analisar a reestruturação econômica e as políticas neoliberais como expressões da configuração da luta de classes no capitalismo contemporâneo. Parto da consideração de que está em curso um conjunto de alterações no projeto burguês de sociabilidade, operacionalizado por meio de reordenamentos na esfera produtiva – desregulamentação do mercado de trabalho, precarização das condições de trabalho, desemprego – e no papel do Estado – reforma previdenciária, tributária, da educação superior, trabalhista e sindical – que têm como objetivo aprofundar o processo de hegemonização das classes trabalhadoras, por intermédio da capacidade da burguesia financeira internacional de subordinar frações de classe aliadas e das classes trabalhadoras à sua concepção de mundo e, concomitantemente, as lutas e resistências dessas classes para a elaboração de uma outra visão de mundo sob a direção do trabalho e não do capital.
Este artigo analisa a implantação do Programa de Apoio ao Plano de Reestruturação e Expansão das Universidades Federais (Reuni), particularmente no que se refere à ampliação do número de vagas discentes ofertadas nos cursos de Serviço Social das universidades federais. Identifica o Reuni como uma expressão da política de expansão em curso no Brasil na primeira década do novo século. Ao final, o texto problematiza o significado político e pedagógico do referido Programa, seus impactos na intensificação do trabalho docente e na formação profissional em Serviço Social.
