L'auteur analyse l'originalité de l'endettement latino-américain de la fin des années 70, la situation créée par des conditions de remboursement non prévues par les débiteurs et les forces sociales et économiques internes en jeu dans ce double mécanisme : la pression pour s'endetter d'abord, pour rembourser ensuite. Il met l'accent sur le rôle des agents économiques des pays endettés qui ont recouru au marché monétaire international avec l'aval de l'Etat, au point que les dépôts à l'étranger sont privés et l'endettement public. Le service des intérêts de la dette à la charge des Etats hypothèque leur fonctionnement même, détermine un profond déséquilibre de la balance commerciale et active l'inflation, rappelant l'Allemagne des années 1922-1923. L'effet politique de la perte de contrôle des paramètres économiques par les Etats endettés est désastreux, leur crédibilité interne se dégrade alors que s'exacerbe le conflit social entre bénéficiaires et victimes de l'inflation Jusqu'à quelle limite la pression externe pourra-t-elle tendre ce ressort ? L'explosion est à redouter si les créanciers ne recherchent pas une solution.
