In this article, we assess the methodological approaches employed in articles published in Brazilian and global mainstream IR journals in order to observe the differences between the two. To this end, we compare the methodological tools applied in research articles published in the top two Brazilian journals (Revista Brasileira de Política Internacional and Contexto Internacional) vis-à-vis two other top international influential mainstream publications (International Organization and World Politics), from the year 2009 to 2019. By undertaking a Systematic Literature Review, we surveyed a total of 955 articles. Our research concluded that Brazilian IR scholarship differs from the mainstream literature because (1) most articles do not mention the mobilized methods during their analyses, (2) the field of IR presents more non- and post-positivist approaches, and (3) contrary to the mainstream outlets, quantitative methods are rarely employed in Brazil.
This essay aims to focus on the initial perspectives about Brazil’s foreign policy and strategic thinking on how to cope with the rise of China’s economic and political might since the inauguration of Jair Bolsonaro’s administration. Bolsonaro demonstrates an interest in approach to the United States’ grievances against China. This paper advocate this strategy faces some hurdles: geographical and economic issues constrain countries such as Australia, India, and Japan to assume assertive instances against China, although they present uneasiness with the Chinese regional ambitions and Washington’s demands of a more active role in the Indo-Pacific. These countries compose with the United States the so-called Quadrilateral Security Dialogue, an initiative that seeks to facilitate their policy coordination towards the Indo-Pacific. However, Canberra, Tokyo, and New Delhi uphold a pragmatic strategy in order to maintain their special ties with the United States and to avoid skirmishes with Beijing.Keywords: Brazilian Foreign Policy; China; Indo-Pacific.RESUMOEste ensaio pretende focar nas perspectivas iniciais sobre a política externa e o pensamento estratégico do Brasil sobre como lidar com a ascensão do poder econômico e político da China desde a posse do governo de Jair Bolsonaro. Bolsonaro demonstra interesse em se aproximar das queixas dos Estados Unidos contra a China. Este artigo defende que essa estratégia enfrenta alguns obstáculos: questões geográficas e econômicas impedem que países como a Austrália, a Índia e o Japão assumam posições assertivas contra a China, embora apresentem desconforto com as ambições regionais chinesas e as exigências de Washington de um papel mais ativo no Indo-Pacífico. Esses países compõem, ao lado dos Estados Unidos, o chamado Diálogo Quadrilateral de Segurança, uma iniciativa que busca facilitar sua coordenação política em direção ao Indo-Pacífico. The paper aims to understand Brazilian position in relation to Asia and Belt and Road Initiative (BRI), based on a review of the bibliography and journalistic articles on Brazil-Asia subject and an observance of official data of the Brazilian economy. Since Dilma Rousseff until Michel Temer’s government, Brazil has facing a troubled political and economic scenario, which negatively impacts on its diplomacy. Although Brazil reaffirmed its commitment with global strategic partnership with China in terms of trade flows, the lack of Brazilian participation on issues of global political nature directly impacts on the way in which Brasilia moved its attention to the BRI and to the Asian affairs. The ambitious proportions and objectives of the BRI summed to the rise of a nationalist economic policy of the United States indicate a deepening of several movements that have been changing the international balance of power, which can offer opportunities for Brazil, by means of a cohesive long-term policy for Asia and in a multifaceted way beyond trade.
RESUMO Introdução: Estudos de caso são fundamentais em metodologia qualitativa. No Brasil, estudos de caso são predominantes em estudos histórico-sociais na área de Relações Internacionais. No entanto, não há preocupação com a rigidez metodológica. Dificilmente são apresentados os critérios de seleção dos casos, as inferências pretendidas com o estudo e a validade interna e/ou externa a partir da utilização deste método. Materiais e Métodos: Este ensaio bibliográfico analisa a literatura internacional dedicada a perscrutar critérios para seleção de casos para estudos qualitativos. A partir da análise da peculiaridade da produção científica do campo brasileiro comparada à internacional, realizamos uma revisão de literatura dos principais tópicos do debate metodológico qualitativo dentro da epistemologia positivista. Resultados: A revisão permitiu elencar os pressupostos para a aplicação adequada da metodologia qualitativa e as vantagens e desvantagens intrínsecas aos estudos de caso únicos e de amostras pequenas. Apresentamos os pressupostos básicos para seleção de casos a partir de três diferentes abordagens qualitativas, separadas por suas lógicas de causalidade: i) emulação quantitativa, probabilística; ii) pragmatismo eclético, mecanicista; e iii) teoria dos conjuntos, determinista. A partir da sistematização das diferentes estratégias para seleção de casos, e a depender do tipo de causalidade pretendida pelo/a pesquisador/a, apresentamos técnicas para essa seleção dentro de cada abordagem exemplificando sua aplicação com publicações recentes. Discussão: Este ensaio bibliográfico faz uma importante contribuição ao debate da metodologia qualitativa em Relações Internacionais no Brasil ao apresentar boas práticas para seleção de casos para auxiliar o desenvolvimento de desenhos de pesquisa mais adequados aos objetivos e métodos empregados. Avançar no debate metodológico é um importante desafio para aumentar o diálogo da produção científica brasileira em Relações Internacionais com a literatura internacional.
O artigo analisa peculiaridades significativas do governo Modi dentre os nacionalismos "de direita". Elementos tradicionais indianos sustentam personalismo e chauvinismo religioso. Medidas de liberalização econômica se mesclam com estratégias estatais de desenvolvimento, como desde os anos 1990, com ênfase em setores de alta tecnologia. Leis agrícolas para modernizar a atividade rural encontram forte reação de milhões de agricultores que se sentem ameaçados. Reformas na tributação e no sistema monetário buscam fortalecer o Estado e concentrar poder no governo central. A política externa mantém orientações tradicionais para transformar a Índia em potência global. Modi cultiva a imagem de líder forte e capaz de estabelecer políticas assertivas em disputas com a China, mas preserva as relações com Pequim. Diversificação de parcerias e negociação de acordos comerciais procuram fortalecer a autonomia nacional e reforçam a concepção de soberania como valor que acompanha historicamente o desejo de modernização produtiva. Traditional Indian elements underpin personalism and religious chauvinism. Since the 1990s, economic liberalization measures have been intertwined with state development strategies, emphasizing high-tech sectors. Agricultural legislation to modernize rural activity has faced strong reactions from millions of farmers. Tax and monetary system reforms seek to strengthen the state and concentrate power in the central government. The foreign policy maintains traditional guidelines to morph India into a global power. Modi cultivates the image of a strong leader capable of establishing strategies in disputes with China while preserving relations with Beijing. Diversification of partnerships and negotiation of trade agreements aim to highlight national autonomy and the concept of sovereignty as a value that historically accompanies the desire for productive modernization.
