This essay aims to focus on the initial perspectives about Brazil’s foreign policy and strategic thinking on how to cope with the rise of China’s economic and political might since the inauguration of Jair Bolsonaro’s administration. Bolsonaro demonstrates an interest in approach to the United States’ grievances against China. This paper advocate this strategy faces some hurdles: geographical and economic issues constrain countries such as Australia, India, and Japan to assume assertive instances against China, although they present uneasiness with the Chinese regional ambitions and Washington’s demands of a more active role in the Indo-Pacific. These countries compose with the United States the so-called Quadrilateral Security Dialogue, an initiative that seeks to facilitate their policy coordination towards the Indo-Pacific. However, Canberra, Tokyo, and New Delhi uphold a pragmatic strategy in order to maintain their special ties with the United States and to avoid skirmishes with Beijing.Keywords: Brazilian Foreign Policy; China; Indo-Pacific.RESUMOEste ensaio pretende focar nas perspectivas iniciais sobre a política externa e o pensamento estratégico do Brasil sobre como lidar com a ascensão do poder econômico e político da China desde a posse do governo de Jair Bolsonaro. Bolsonaro demonstra interesse em se aproximar das queixas dos Estados Unidos contra a China. Este artigo defende que essa estratégia enfrenta alguns obstáculos: questões geográficas e econômicas impedem que países como a Austrália, a Índia e o Japão assumam posições assertivas contra a China, embora apresentem desconforto com as ambições regionais chinesas e as exigências de Washington de um papel mais ativo no Indo-Pacífico. Esses países compõem, ao lado dos Estados Unidos, o chamado Diálogo Quadrilateral de Segurança, uma iniciativa que busca facilitar sua coordenação política em direção ao Indo-Pacífico. This article assesses the development of Mercosur’s institutions across its 30 years of history. It aims to stress how the insertion of supranational instances in the bloc was historically disregarded by Member States, in the context of both right and left-wings governments. However, the creation of a Technical Secretariat, a Permanent Review Tribunal, and a regional parliament (Parlasur) institutionalized non-executive forums, which have become autonomous regional arenas, despite their marginalized position within the bloc’s decision-making system. Although these bodies have never seriously challenged Mercosur’s intergovernmental, and even interpresidential, institutional design, they have enabled the bloc to expand its agenda beyond the governments’ priorities. Thus, this article aimed to unveil the causes of Mercosur’s resistance to supranational institutional change. The qualitative methodological approach is based on specialized literature, but also draws on primary sources and the normative analysis of official documents and reports which have gone through a deductive assessment. First, the article will introduce the main institutional changes seen in Mercosur during its 30 years of existence. Secondly, we argue that these transformations have maintained Mercosur’s intergovernmentalism as its main institutional feature, although additional non-executive bodies were set up in the 2000s. Afterwards, it reflects upon the current circumstances of the bloc, addressing whether future institutional reforms would alter Mercosur’s structural configurations.
Este artigo parte de uma proposta de resenha do livro Western Dominance in International Relations? The Internationalisation of IR in Brazil and India, escrito por Audrey Alejandro. Nosso objetivo é discutir suas ideias sobre a possibilidade da internacionalização da produção do conhecimento das ciências sociais do Sul Global, particularmente da teoria de Relações Internacionais (RI), não ser condicionada pelo domínio Ocidental. Paradoxalmente, para ela, a reprodução dos discursos críticos e anti-eurocêntricos reforçam a própria teorização eurocêntrica que vem sendo criticada. Nesse sentido, a contribuição intelectual de Amado Cervo sobre a relação entre conceitos e teorias no ensino das relações internacionais no Brasil colabora para dialogar com o paradoxo levantado por Alejandro. Neste artigo, colocamos o debate de ambos os autores em perspectiva analítica e comparativa. Se para Alejandro, a ideia de uma teoria brasileira (e indiana) não é explícita, ao mesmo tempo sugere existirem elementos importantes para sua existência. De acordo com a interpretação de Amado Cervo, concluímos que teoria tem uso instrumental, mas isso não elimina a necessidade de fundar teorias explicativas, diferentemente do que ele sugere. Ao mesmo tempo, reconhecemos a importância dos conceitos formados a partir da história cognitiva. No que se refere a uma teoria brasileira de RI, afirmamos que a resposta de Alejandro seria intermediária, não há um corpo teórico pleno, mas há bons fundamentos para avançar.
The aim of this research is to analyze in historical perspective the role undertaken by the Brazilian government in South America, focused on continuities and changes of the regional integration process undertaken by post-neoliberal governments. The assumption of this research is based on the changes in the conduct of regional integration process in Brazil during the post-neoliberal agenda under Lula da Silva's Government (2003-2010), whose foreign policy orientation regarding South America has contributed to a deeper integrationist engagement at the regional level and a review for regional model thinking and political practices. In this way, the purpose of this research is also to identify and analyze the political lineage framework on regional integration taken by the post-neoliberal governments in Brazil and contribute to reflect and understand Brazilian Post-Neoliberal Regionalism practices in the international relations studies. A formação de professores constitui-se um dos elementos fundamentais para a qualidade da educação superior, a partir desse pressuposto, entendemos que é pertinente um olhar minucioso sobre as políticas de formação. Neste trabalho analisamos os preceitos legais em relação a formação de professores para exercer a docência no ensino superior, pois acreditamos que é essencial refletirmos sobre as políticas de formação, ressaltando que esta não deve se restringir a formação de pesquisadores, função indiscutível, mas, sobretudo, envolver a docência, principalmente porque consideramos que esses profissionais estão exercendo a profissão docente.
