tend à se généraliser à un rythme et sur une échelle qui rappellent de précédentes révolutions technologiques. Il est dès lors assez tentant de considérer que la croissance vigoureuse des États-Unis provient essentiellement de la diffusion des TIC, ce qui a donné naissance au concept de « nouvelle économie ». Il y a de bons arguments théoriques à l'appui de la thèse selon laquelle une véritable révolution technologique serait à l'oeuvre, notamment grâce aux résultats donnés par les modèles d'innovations génériques (General Purpose Technologies). Ils permettent de mieux comprendre pourquoi il y a une période critique au cours de laquelle l'apparition d'une innovation est coûteuse en termes de croissance, éventuellement suivie d'une phase d'accélération, lorsque suffisamment de firmes utilisent les nouveaux équipements et lorsque l'apprentissage de la nouvelle technologie est terminé. Les États-Unis pourraient avoir dépassé cette période critique, alors que la France, typiquement, y serait encore. Les éléments empiriques susceptibles de soutenir ce point de vue, bien qu'encore fragiles, ont rapidement évolué. En quelques années, le discours, d'abord sceptique du fait du manque de recul statistique, est devenu plus optimiste en s'appuyant sur les données empiriques les plus récentes. La rupture du trend de croissance de la productivité du travail ainsi que de la productivité globale des facteurs depuis 1995 aux États-Unis semble nette, et la contribution des TIC à ces évolutions est significative. L'existence d'un processus de diffusion des TIC des secteurs producteurs vers les secteurs utilisateurs permet d'envisager que des pays non producteurs de ces technologies puissent, à l'image des États-Unis, s'engager dans un cercle vertueux de croissance. Le fait de ne détecter, à ce jour, en France aucun impact favorable des TIC sur l'évolution de la productivité au niveau agrégé ne doit néanmoins pas être considéré comme une preuve de l'absence d'effets des TIC. La mauvaise conjoncture des années 1990, un certain retard technologique et le fait que la diffusion des TIC ne concerne encore qu'un nombre limité d'entreprises sont autant d'explications. Nos estimations menées sur données sectorielles désagrégées montrent qu'un impact important des TIC sur la productivité existe indépendamment de l'organisation des responsabilités au sein de l'entreprise, mais qu'il est néanmoins plus fort lorsque certaines formes d'organisation sont adoptées. [eng] Wealth effects and consumer spending in the US and the UK Corinne Houizot, Helene Baudchon, Catherine Mathieu and Francisco Serranito The sharp rise in stock market priees over the second half of the 90's is said to have boosted household consumption in the US. Changes in housing and net financial wealth are also said to have had an impact on household consumption in the UK. This paper examines the impact of wealth effects on consumer spending in these countries. Several definitions of wealth are considered. Our empirical results show that a dollar's increase in net financial wealth generates a 5 cents' increase in consumption. The marginal propensity to consume out of net wealth is found to be similar the UK. Wealth effects explain the fall the household saving rate over the second half of the 90's.They have also played significant role in the UK. Cet article analyse les déterminants de la consommation des ménages dans ces deux pays, et en particulier l'importance de l'effet richesse. Il comporte trois parties : un survol des évolutions de la consommation, de l'épargne et de la richesse des ménages au cours des quarante dernières années ; un rappel de la théorie et des modèles à tester ; enfin la présentation des résultats économétriques. Aux États-Unis, d'après nos estimations, une augmentation d'un dollar de la richesse des ménages conduit à un accroissement de la consommation de l'ordre de 5,5 cents, soit des résultats proches de ceux publiés depuis Ando et Modigliani (1963). La forte baisse du taux d'épargne dans la période récente proviendrait essentiellement de la hausse de la Bourse. Au Royaume- Uni, une livre de richesse financière ou immobilière supplémentaire serait consommée à hauteur de 5 pence environ. Les fluctuations de la richesse immobilière résultant de la bulle immobilière de la fin des années 1980 et de son éclatement auraient fortement influencé le taux d'épargne. L'augmentation de la richesse financière aurait contribué positivement à la baisse du taux d'épargne au cours des dernières années.

It is unfortunately easier to observe this change of rhythm, and to identify its starting date, than to explain it. It looks as though potential growth had slowed, but nevertheless, the evolution of the factors of production do not even reflect this movement. Therefore we suppose that there is a break in the path of technical progress. However a paradox appears. On the one hand, this break remains unexplained, whereas, on the other hand, we cannot deny the importance of the innovations wave during the last quarter of this century. But it takes time for major innovations to spread through the production process and to every daylife. With the empirical work and the data we have, we are not yet able to gauge whether there has been an exogenous break in the pace of technical progress which implies permanently weak productivity gains. On the contrary, it may correspond to a progressive endogenous evolution which characterises an economie system during a maturation stage. [eng] Comparison of saving rates in France and in the US Hélène Baudchon Valérie Chauvin The households saving rate has been sliding down since the beginning of the nineties in the US whereas economists can't explain its 90-95 increase in France. Both evolutions are worrying, but are they real ? We first compute the American saving rate with the French accounting principles. Then, we evaluate how institutional features influence the level of the saving rate. Both operations confirm that the US saving rate is lower than its French counterpart and that they diverge since 1987. Such results don't incorporate holding gains, whose importance has been clearly showed by the last revision of the US accounts. They are much more important in the US because of the structure of the assets. Taking the change in real wealth as measure for saving, US households save much more than French ones and their saving rate has increased dramatically for the last four years. [fre] L'évolution et le niveau du taux d'épargne des ménages aux Etats-Unis et en France préoccupent les économistes pour des raisons opposées. Depuis le début des années quatre-vingt-dix, le taux américain a nettement chuté, passant un niveau proche de 6% à presque 0% au troisième trimestre 1998. Au contraire, le taux français n'a cessé de progresser tout au long de la deuxième moitié des années quatre-vingt, avant de se stabiliser partir de 1992. Ces évolutions se justifient en partie par les cycles d'activité de chaque pays, mais l'ampleur et la durabilité restent à expliquer. En préalable la question de la soutenabilité de ces mouvements se pose la question de la significativité des chiffres. Pour y répondre, une comparaison des deux taux d'épargne est nécessaire, comparaison qui nécessite bien des ajustements des définitions du revenu, de la consommation et de l'épargne. Le premier de ces ajustements conduit à considérer une mesure brute de l'épargne conforme à la comptabilité nationale française. Toute une série de modifications sont ensuite effectuées visant à montrer dans quelle mesure la mauvaise prise en compte de certaines spécificités institutionnelles par les normes comptables influent sur le taux d'épargne. Les résultats de ces modifications ne permettent pas de gommer toute la différence de niveau entre le taux d'épargne français et le taux américain : ce dernier reste inférieur au taux français. Face à ce constat, une toute autre approche de l'épargne peut être retenue, motivée également par la révision des comptes nationaux américains de l'été 1998 : celle de la variation du patrimoine réel. Elle inclut les flux de placements (investissement logement et capacité de financement) présents dans la comptabilité nationale, mais aussi les plus-values et l'impact de l'érosion monétaire sur les actifs financiers. Le taux d'épargne américain apparaît ainsi sous un tout autre jour : en forte progression depuis quatre ans, il atteint 52% en 1997 contre 30% en France).
[eng] US fiscal policy under Clinton administration Helene Baudchon, Jerome Creel, Vincent Touze et Bruno Ventelou This paper investigates the last ten years of US fiscal policy with three levels of reading. At the macroeconomic level, the current federal budget surplus has resulted from the US economie growth, from a good policy mix, and from a commitment to a balanced structural budget which emerged at the beginning of the nineties. At the institutional level, several Acts introduced caps on discretionary spending and increasing taxes. We show that the reduction in defense spending has explained 80% of the outlays slowdown and that economic growth has had non-linear effects on tax revenues. Last, using a political-economists' view, we develop some alternatives on « what to do with the surplus ». Indeed, many constraints, be they social or political-economic, intervene in the choice between reducing taxes, reducing the public debt, or increasing federal spending. Le solde public fédéral est ainsi passé d'un déficit historique de 290 milliards de dollars en 1992 à un excédent de 124 milliards en 1999 (soit 1,4 % du PIB). De tels chiffres, inhabituels pour les États-Unis, s'appuient sur la combinaison d'une croissance très rapide des recettes fiscales et d'un infléchissement dans l'évolution des dépenses. D'une part, une conjoncture particulièrement dynamique s'est trouvée associée à une politique monétaire plutôt accommodante. D'autre part, structurellement, un ajustement vers un solde équilibré a été engagé dès le début des années 1990. En comparaison avec les efforts d'assainissement un peu plus tardifs des pays européens, l'ajustement américain apparaît plus progressif, quoique d'un niveau extrêmement important : entre 1992 et 1999, un peu plus de la moitié de l'amélioration du solde effectif est due à l'effort structurel. C'est en réaction aux déficits des années 1980 et du début des années 1990 que la discipline budgétaire a été renforcée. Les lois budgétaires se sont succédées, introduisant des plafonds sur les dépenses et augmentant la pression fiscale. C'est cependant au plan institutionnel que les mutations ont été les plus importantes : les États-Unis sont passés à la « programmation pluriannuelle » des finances publiques, et ont substitué, à l'objectif de budget unifié équilibré, un objectif de solde « on-budget » équilibré, i.e. hors excédents de la « Social Security ». Ainsi, ces derniers ne peuvent-ils plus être utilisés pour renflouer le solde total, et ceci afin d'assurer la sauvegarde du système de retraite. Les deux candidats aux élections présidentielles de novembre 2000 ne remettent pas en cause ces évolutions, mais — malgré les effets d'annonce de remboursement de la dette — les propositions d'augmentation des dépenses sociales d'Al Gore et de réductions d'impôts massives de George W.
