Resumo Este estudo explora as características de infraestrutura e uso das tecnologias da informação e comunicação dos municípios brasileiros, refletindo sobre a possibilidade de desenvolverem ações de governo eletrônico e smart cities. Um estudo quantitativo de análise de agrupamentos foi realizado sobre dados da Munic 2014 e identificou quatro clusters: o Sem-tecnologia, o Atento ao cidadão, o Atento à legislação e o Provido de TIC, que sugerem diferentes vias de ação em TIC. Cada grupo de municípios apresenta diferentes necessidades para o desenvolvimento de ações de governo eletrônico e smart cities, que requerem ações específicas para cada um dos quatro clusters.
The aim of this paper is to suggest alternatives for positioning a developing country in the international eGov research. We conducted a literature review, examining both Brazilian and international publications. We analyzed the domain of collaboration in the field through a social network analysis of authors, institutions and countries. Our study identified that the discussions concerning eGov are predominant; there is more intense collaboration in the network of institutions than of authors; the co-authorship network reflects the existence of a select number of central authors and, not surprisingly, the study of eGov is centralized in the USA and UK. This study complements previous studies and provides further understanding on how authors, institutions and countries cooperate. The findings of the study are not limited to Brazil, other countries that have barriers to internalization of research can benefit from the data.
Neste trabalho, investiga-se o que é preconizado pela Governança de Tecnologia da Informação (GTI) e o que de fato é implementado nas organizações. Utiliza-se a Teoria da Representação Social (TRS) para verificar qual a representação da GTI, pois, segundo essa teoria, é em função das representações que as pessoas fazem de determinado objeto social, ou conceito, que os indivíduos realizam suas ações cotidianas de uma maneira ou de outra. Neste estudo, de natureza interpretativa, a estratégia de pesquisa adotada foi o estudo de multicasos em duas empresas multinacionais de grande porte, que atuam em setores distintos. Em ambas as organizações, o foco está voltado para o ambiente interno da TI. Por influência da história da implementação da GTI nas organizações e na representação que os técnicos fazem dela, estão ausentes mecanismos relacionados à estrutura organizacional, e pouco presentes mecanismos de relacionamento com as áreas de negócio. Conclui-se que a GTI está fortemente ancorada em mecanismos de processos e controle de TI, os quais fazem com que perca valor na prática profissional e na atuação dos profissionais de TI.Palavras-chave: governança de tecnologia da informação, teoria da representação social, mecanismos de governança.Governança de tecnologia da informação: uma investigação sobre a representação do conceito

For this purpose, a bibliometric and sociometric study was conducted, analyzing 124 articles published in the proceedings of conferences and in Brazilian journals from 2007 to 2012. The main elements of the analysis were the volume of publications per year, the location of the publications and the conceptual and substantive domains of the studies, the methodological approaches used and the network of cooperation between authors and institutions. One of the findings of the study was that the production of works was prolific, but it was not possible to determine whether studies of electronic government were increasing or in decline because of the non-uniform behavior of the volume of publications. There was also little use of a conceptual domain or a clear position regarding the theoretical domain, with discussions being limited to the substantive domain. Finally, cooperation between authors remains limited to a small number of relationship networks. However, the opposite was true when it came to cooperation between institutions, for which there is a large network and room for other institutions to join.
This study investigates the influence of discourses of New Public Management and e-Governance on the manner in which Information Technology (IT) has been conceived in recent smart city initiatives in Brazil. A critical discourse analysis is conducted as the methodological approach to investigate the role of IT in smart city discourses of two cities. The main result has shown that the role of technology within the two cases strongly reflects the discourses of New Public Management and e-governance, in which there is clearly a latent tension between top-down and bottomup approaches to smart cities.
This article focuses on understanding the dynamics of citizen participation in smart city initiatives. The literature identifies citizens as key actors, however, our understanding of their roles and influence is underdeveloped. Using modes of urban governance to provide contextual depth, alongside the literature on citizen participation in smart cities, this article conducts an in-depth examination of the roles of citizens. The results of an empirical study of citizen engagement in smart city governance in Brazil, the UK and the Netherlands demonstrate that the roles and functions undertaken by citizens are not static, they participate in a dynamic mode that evolves and changes over time. Also, identifies three emerging patterns of contextually specific citizen interaction: contestation, acceptance and collaboration. This highlights how smart city initiatives have differentiated outcomes and how the mode of governance in a societal and institutional context plays an important role in shaping patterns of citizen participation.
