This study investigates the influence of discourses of New Public Management and e-Governance on the manner in which Information Technology (IT) has been conceived in recent smart city initiatives in Brazil. A critical discourse analysis is conducted as the methodological approach to investigate the role of IT in smart city discourses of two cities. The main result has shown that the role of technology within the two cases strongly reflects the discourses of New Public Management and e-governance, in which there is clearly a latent tension between top-down and bottomup approaches to smart cities.
Electronic government (e-gov), a means of providing online public services, has the potential to greatly benefit all members of society. However, its advantages are often out of the reach of citizens who are digitally excluded. Drawing on socioeconomic and demographic ICT survey data, researchers have explored the digital divide and have concluded that gender is an important determinant of inequality. If we are to provide e-gov services that are more accessible to women and geared towards their needs, we must consider the digital gender gap. This paper explores gendered differences in e-gov service usage in Brazil. Findings on the disproportionate numbers of women and men seeking and using e-gov services, as well as the reasons for not using them, justify the relevance of gendering the e-gov debate.
The use of information and communication technologies by governments is increasing, in many cases to establish new channels of interaction with citizens; and digital by default has been presented as a guide for the development of electronic services. This article discusses the possibility of creating new exclusion forms and is based on the analysis of the profile of use of service channels SP156 of the São Paulo City. To do so, it uses databases of service requests, made available through the City's Open Data Portal, as well as sociodemographic data from the city's districts. It was verified that there is a statistically significant correlation between the average monthly income level of the districts and the type of channel used by the citizen to make the requests. It is concluded that it is important to provide multiple channels for citizens to interact with governments so as not to lead to further social exclusion.
RESUMEN El presente artículo describe una intervención educativa que fomenta la participación activa de la comunidad como protagonista de su aprendizaje, con el propósito de empoderarla en el manejo de su salud en relación a crisis hipertensiva y diabética. Métodos: se utilizó el Proceso de Enfermería y el modelo de Comunidad como Socio de Anderson y McFarlane, con los cuales se realizó la valoración, levantamiento de necesidades y análisis. Además, se utilizaron metodologías participativas, establecidas en el modelo de educación descrito por Jane Vella, para las intervenciones. En la valoración, se empleó un instrumento diseñado para recolectar datos del núcleo y los subsistemas educación y recreación. La población estuvo conformada por un grupo de diez mujeres, nueve de ellas adultos mayores, pertenecientes a la comuna de Puente Alto, seleccionadas por el programa de adultos mayores de la Municipalidad de dicha comuna. Los encuentros con la comunidad se iniciaron el día jueves 12 de marzo de 2015 y fi nalizaron el día martes 31 de marzo del mismo año, completando un total de cinco sesiones.
