<p>Este artigo visa a examinar a transparência do Poder Executivo nos Estados e grandes municípios brasileiros, com o objetivo de mostrar um panorama desse aspecto nos portais governamentais. Partimos do pressuposto de que a transparência não é completa e seria desigual entre governos, o que se confirmou na análise dos resultados. Para a coleta dos dados, foi desenvolvido o modelo de investigação com base em pesquisas anteriores, códigos de boas práticas de agências e ONGs nacionais e internacionais e na legislação brasileira. Os achados apontam para transparência incompleta, tanto na esfera municipal quanto na estadual, e voltada principalmente para o atendimento das exigências legais. Os resultados também apontam desigualdade na transparência dos governos observados.</p>
The aim of this paper is to suggest alternatives for positioning a developing country in the international eGov research. We conducted a literature review, examining both Brazilian and international publications. We analyzed the domain of collaboration in the field through a social network analysis of authors, institutions and countries. Our study identified that the discussions concerning eGov are predominant; there is more intense collaboration in the network of institutions than of authors; the co-authorship network reflects the existence of a select number of central authors and, not surprisingly, the study of eGov is centralized in the USA and UK. This study complements previous studies and provides further understanding on how authors, institutions and countries cooperate. The findings of the study are not limited to Brazil, other countries that have barriers to internalization of research can benefit from the data.
Internet and participation: the case of digital participatory budgeting in Belo Horizonte Internet y participación: el caso del presupuesto participativo digital de Belo Horizonte RESUMOEste artigo investiga as representações sociais que emergem da participação pública mediada pelo uso de Tecnologias de Informação e Comunicação (TIC). A prefeitura de Belo Horizonte, em 2006, usou pela primeira vez a TIC no Orçamento Participativo Digital (OP Digital). Foi uma escolha da população das obras prioritárias para o biênio seguinte. O OP Digital foi repetido em 2008 e 2011, mas com participação inferior à obtida na primeira edição. Realizamos este trabalho para compreender o uso da internet pelo cidadão na tomada de decisão pública e para explicar a diminuição da sua participação. Os procedimentos metodológicos estão ancorados na teoria das representações sociais e na análise crítica do discurso de 101 textos -da imprensa e de órgãos públicos ou representantes do governo. Os resultados nos indicam que não está sendo explorado o potencial de interação e construção coletiva da internet, ancorando a nova prática em uma votação, dessa forma, trivializando-a. Certain international agencies propose that Information and Communication Technology (ICT) allows development to be reached more efficiently and quickly. While there are success stories galore, there is acknowledgement of not all investments in ICT bringing positive effects towards development. Following the Capabilities Approach, this paper discusses how the use of ICT can promote a more effective development by studying the case of Sudotec (association for technological and industrial development), a non-profit organization that saw in ICT the opportunity to change the local scenario. The results revealed positive effects of the use of ICT in social, economical and cultural spheres, but not presenting political effect.

For this purpose, a bibliometric and sociometric study was conducted, analyzing 124 articles published in the proceedings of conferences and in Brazilian journals from 2007 to 2012. The main elements of the analysis were the volume of publications per year, the location of the publications and the conceptual and substantive domains of the studies, the methodological approaches used and the network of cooperation between authors and institutions. One of the findings of the study was that the production of works was prolific, but it was not possible to determine whether studies of electronic government were increasing or in decline because of the non-uniform behavior of the volume of publications. There was also little use of a conceptual domain or a clear position regarding the theoretical domain, with discussions being limited to the substantive domain. Finally, cooperation between authors remains limited to a small number of relationship networks. However, the opposite was true when it came to cooperation between institutions, for which there is a large network and room for other institutions to join.
This paper aims to understand the uses of technology in the informal recycling sector.We investigated the case of Relix, in northeast Brazil. The Relix project consists of cultural and educational interventions that promote recyclable waste picking and provides a mobile application to connect the local population to waste pickers.Methodological procedures included semistructured interviews with different groups of stakeholders. We adopted the Multilevel and pluralistic conceptual framework to analyze the groups according to the use of technology and perceptions in which they live based on context, process, and content. Results demonstrate that although the mobile application (app) can help waste pickers and the population to connect, it cannot single-handedly promote any meaningful changes in the lives of people.Additional actions should be taken. This study has two important contributions.First, it describes how the Information and Communication Technology (ICT) can improve working conditions and create more innovative and equitable environments.Second, it enriches the theoretical discussion on the use of technology in social practice and the advances of applying a theoretical framework in the context of informal recycling. Esta pesquisa tem como objetivo investigar as barreiras e facilitadores para a utilização da gestão da qualidade em organizações de serviço. O setor é responsável pela maioria dos empregos diretos no Brasil, entretanto vem sofrendo com a diminuição no volume de serviços prestados. Além disso, sofre com a concorrência acirrada em um ambiente competitivo e globalizado. Diante dessas dificuldades, muitas organizações buscam solucionar seus problemas e realizar melhorias adotando práticas de Gestão da Qualidade. Embora existam pesquisas sobre o tema, ainda há a necessidade de entender as barreiras e facilitadores para as empresas de serviço se apropriem da gestão da qualidade. A partir de um estudo de caso, busca-se entender melhor esta questão. Os achados apontam que, além de tradicionais barreiras como a influência à resistência à mudança, a complexidade do serviço e a centralização dificultam o processo da qualidade. Em contrapartida, reforça a importância da gestão de topo e para a implantação desta natureza. O trabalho contribui para a teoria, avançando nos estudos de gestão da qualidade em serviço e para a prática, auxiliando gestores a superar os obstáculos perante as situações adversas à sustentabilidade dos seus negócios.
