The international system for the classification of protected natural areas developed by the International Union for Conservation of Nature (IUCN) is intended to provide a common language for the management of these areas. The main objective of this study is to examine the institutional compatibility between different countries and the guidelines proposed by the IUCN. The method used consisted of a comparative analysis of the institutional and legal frameworks in South Africa, Australia, Brazil, China, the United States and Italy. The findings indicate that few countries have adopted the IUCN proposals in their entirety. Some have adapted their laws to the international guidelines, although with various changes, such as differences in the nomenclature used for management categories, while in other countries the legislation diverges substantially from these guidelines. In conclusion, these divergences and incompatibilities make it difficult to exchange experiences at an international level and adopt common strategies for the conservation of natural heritage.
Os desafios observados na implementação de políticas públicas têm fomentado uma série de debates no Brasil, entre os quais se destacam aqueles relacionados aos modelos teóricos de policy analysis e seus limites em face da visão multicêntrica e fractal das políticas públicas. Partindo de uma política setorial específica (habitacional), este artigo defende um posicionamento crítico em relação aos estudos monodisciplinares. Contudo, não se pode negar a complexidade dessa empreitada. Compreender os avanços da política habitacional da última década de forma interdisciplinar e integrada constitui uma tarefa intricada e desafiadora. Buscando avançar nesse campo, este artigo tem por objetivos avaliar os modelos teóricos de análise de políticas públicas e, a partir desses elementos, propor constructos com vistas a subsidiar futuros modelos teóricos de análise da política habitacional no Brasil.
Desde os primórdios da sua existência, o ser humano tem transformado o meio natural em outro modelado de acordo com as suas conveniências, promovendo profundas alterações nos ambientes originais do planeta. Neste contexto, a cidade, uma das maiores criações do homem, é objeto de significativas intervenções paisagísticas e de relevantes pressões ambientais. Com o intuito de resgatar experiências, diagnosticar realidades e prognosticar tendências, o estudo, estruturado em eras características, desde a Pré-História até a Idade Contemporânea, inclusive com perspectivas para o futuro, parte do cenário mundial para o enfoque específico do caso brasileiro, identificando períodos representativos do processo projetual de paisagens e espaços urbanos. Com o objetivo precípuo de fundamentar diretrizes para projetos de intervenções na paisagem urbana, são apresentados subsídios à gestão de cidades e regiões, embasados em enfoques teórico-conceituais e em princípios de sustentabilidade.
Urbanized areas in the intertropical Andes region have apparent advantages in climate change scenarios, a situation that accelerates their growth and socio-environmental vulnerability. With the objective of analytically comparing six intermediate Andean cities, the structure of this research stands on climatic parameters and sustainability indicators, with an emphasis on urban metabolism. The findings show an increase in temperature and variability of rainfall, correlation between high Andean ecosystems and availability of water resources, dependence on the national energy network of hydroelectric sources, inadequate management of solid waste, insufficient treatment of wastewater and high susceptibility related to socio-economic indicators. In conclusion, cities located in the northern part of the Andes have a better balance of the studied parameters and would be in better conditions to face climate change.
