ResumenLa ineficiencia del gasto público en desarrollo rural en México se deriva de la inadecuada identificación de los problemas pú-blicos, desfases presupuestales, deficiencias en la dispersión y focalización, lo cual expresa una baja coordinación entre dependencias y actores involucrados. Con el fin de contribuir a contrarrestar dichas limitantes en 2012 se elaboraron 15 programas especiales concurrentes estatales (PECE) bajo la dirección del Instituto Interamericano de Cooperación para la Agricultura (IICA) y otras instancias gubernamentales. Este trabajo evalúo la aplicación de la metodología empleada en la formulación de los PECE. Los resultados indicaron que los PTC, constituyen un primer ejercicio de definición de objetivos, visiones y acciones concurrentes entre algunas dependencias, importantes en términos de las estrategias de intervención. El marco lógico resultó útil para generar una visión compartida y compromiso en torno a prioridades de inversión rural territorial. La participación de un agente orquestador que ofreció método, soporte técnico y seguimiento fue determinante en la continuidad y coherencia del proceso.Palabras clave: concurrencia, territorio, bienes públicos, política pública. El objetivo fue identificar las fuentes de innovación y patrones de interacción en dos sistemas de innovación pecuarios en México con la finalidad de proponer estrategias que permitan mejorar los procesos de aprendizaje e innovación de este tipo de sistemas. A través del estudio de dos sistemas de innovación pecuarios se obtuvieron indicadores de redes sociales que permitieran la identificación de actores y los mecanismos de interacción que siguen en la adopción de innovaciones. Los resultados encontrados muestran que los patrones de interacción responden a la necesidad de innovar y determinan dos tipos de relaciones: una dirigida y la otra liderada por la oportunidad del mercado. Existen agentes que fungen como intermediarios de la innovación con la capacidad de articular al sistema de innovación, vincular a los actores y llevar la innovación hasta el usuario final. Se concluye que los intermediarios con mayores vínculos definen las fuentes, tipos de innovación y activan los patrones y mecanismos de interacción entre los actores de los sistemas de innovación.
El uso de sistemas de información geográficas (SIG) , facilita modelar información específica permitiendo mayor rapidez, menor costo y precisión para la planeación de las actividades agrícolas de grandes extensiones territoriales. El objetivo de este trabajo fue utilizar los SIG como apoyo para el planteamiento del uso potencial del suelo de la cuenca Balsas Mezcala ; se utilizó la técnica de análisis multicriterio, que permite considerar problemas de decis i ón con múltiples objetivos y criterios del tipo geopedoló gicos (geomorfología y suelo), climatología (modelos térmicos y pluviométricos) y los requerimientos edafo - climatol ó gicos de los cultivos. L a región hidrológica Balsas Mezcala localizada en los esta dos de Guerrero y Puebla se eligió como zona de estudio; a través de material cartográfico se delimito el área y se obtuvo información climática de las estaciones meteorológicas, la información geográfica y bases de datos se recolectaron de distintas depen dencias gubernamentales (INEGI, SEMARNAT, CONABIO, CONAGUA, IMTA), dicha información se procesó en el programa ArcGIS versión 10.2.2, para obtener las geodatabases y matrices geoespaciales que sirvieron de insumo cartográfico para el análisis multicriterio . A partir de matr ices geoespaciales y datos vectoriales se generaron datos ráster , mismos que fueron sometidos a un proceso de modelación con algoritmos geoestadí stico s y a partir de un len guaje estructurado se identificaron las zonas potenciales con altos niveles de aptitud, a través de lo s atributos de las variables a las cuales se les asignaron valores de peso utilizando la metodología propuesta por el Departamento de Agricultura de los Estados Unidos ( USDA ) en 1971 y retomado por FAO para estudios de caso desde 1977 como Z onificación Agroecológica (ZAE). El resultado de la modelación con respecto a la aptitud del suelo generó 4 clases con 6 niveles de aptitud (muy apto, apto, moderadamente apto, poco apto, muy poco apto y no apto): tierras con potencial irrigable, tierras para cultivos básicos, tierras para cultivo de hortalizas y tierras para el cultivo de especies de importancia indus trial .
Objetivo: identificar atributos de valoración en consumidores de mezcal y su influencia en una disposición a pagar un sobreprecio. Metodología: se aplicó un muestreo dirigido a consumidores de mezcal asistentes a la Feria de Mezcal 2018, en Oaxaca; se diseñó y aplicó una encuesta con información socioeconómica del consumidor, atributos sensoriales y de etiquetado del mezcal. Se estratificó a los consumidores en función de su disposición a pagar un sobreprecio por el mezcal. Se realizó el análisis conceptual mediante el empleo de k proporciones para identificar las categorías semánticas con mayor reconocimiento en los grupos de consumidores de mezcal. Se realizó un análisis de componentes principales para identificar las variables que inciden en la disposición a pagar. Resultados: el análisis de varianza muestra diferencias significativas entre los estratos con disposición (DAP) y sin disposición a pagar (SDP) en las variables: ocupación (P = 0.007), frecuencia en el consumo (P =0.034) e ingreso mensual (P=0.055). Las variables de mayor contribución en el comportamiento del consumidor en el primer componente fueron escolaridad e ingreso (22.7%), y empaque y etiqueta (41.6%) dentro del segundo componente. Los atributos sensoriales no tuvieron contribución significativa. El análisis conceptual del estrato DAP reconoce diferencias entre los mezcales ancestral y tradicional y el mezcal industrial, respecto al aroma y sabor destacables, proceso y equipo artesanal. Los consumidores de mezcal industrial destacan categorías negativas como aroma y sabor deficientes y mayor uso de tecnología moderna. Limitaciones: restringir la zona de estudio al centro de Oaxaca sin considerar otras zonas de consumo en esta primera etapa de la investigación. Conclusiones: los factores de valoración del consumidor de mezcal que inciden en su decisión de compra son variables socioeconómicas y atributos tangibles del producto que expresan su autenticidad, sin embargo, también influyen factores culturales asociados a saberes y prácticas del terroir.
El objetivo fue analizar la dinámica del uso de innovaciones pecuarias y su incidencia en las ganancias del sistema de producción de lechería familiar en el Valle del Mezquital para contribuir con elementos en la toma de decisiones e incentivar la productividad de este sistema. Se aplicó una encuesta a 66 productores de leche seleccionados mediante un muestreo simple aleatorio. Se realizó un análisis de correlación parcial para identificar aquellas variables que tuvieran incidencia con la variable ganancia. Cinco innovaciones incidieron en la mejora de la producción: alimentación con ensilado, inseminación artificial, ordeño mecánico, análisis de calidad e integración a un tanque colectivo. Se definieron tres estratos de productores con la ayuda del procedimiento K-medias de Minitab, el estrato medio resulto con una relación beneficio costo mayor que el bajo y el alto, mientras que las mayores utilidades son del estrato alto. Las variables de escala como tamaño del hato y superficie con alfalfa resultaron tener alta correlación con la ganancia y junto a las variables de innovación en aspectos nutricionales y asistencia técnica con significancia estadística (P<0.05).
