Access to healthcare is an important dimension of inequalities between urban and rural areas. Access is lower in rural areas due to the population's greater social vulnerability and greater difficulties in access among its social groups. Based on data from the health supplement of the Brazilian National Household Sample Survey, we analyzed the determinants of access and differences between urban and rural areas from 1998 to 2008. The analysis of determinants of access to health services used binary logistic regression. Differences between urban and rural areas were disaggregated as observable factors (enabling, need, and predisposing) and non-observable factors (supply and difficulty in access). The results highlight that inequality in access is higher in rural areas. Need factors are fundamental determinants of access to health, while enabling factor are more important for explaining the differences between urban and rural areas. The slight reduction in differences during the period was due mainly to changes in the rural population's composition.
O objetivo principal deste trabalho é analisar a associação entre as mudanças observadas na composição das famílias e a condição de pobreza no Brasil entre os anos de 1981 e 2006. Destacam-se, aqui: a) alterações na composição das famílias; b) redução do tamanho médio das famílias; e c) maior participação dos integrantes familiares no mercado de trabalho, sobretudo das mulheres. A hipótese central dessas análises é que as alterações observadas na estrutura das famílias tiveram um papel fundamental na redução dos índices de pobreza das famílias brasileiras. Para cumprir com os objetivos propostos, o estudo será apresentado em quatro partes principais: i) análise do contexto econômico dos últimos 26 anos e tendências do mercado de trabalho; ii) mudanças observadas na composição dos arranjos familiares nesse período; iii) associação das estruturas familiares à condição de pobreza; iv) o efeito de mundanças na estrutura das famílias sobre a condição de pobreza.
Resumo: Frente à discussão em torno da renda proveniente de atividades não agrícolas e sua importância para a população rural brasileira, este artigo analisa (i) os condicionantes da pluriatividade e da condição não agrícola das famílias rurais e (ii) os impactos das atividades não agrícolas na renda das famílias rurais. As análises baseiam-se em dados empilhados da PNAD de 2001 a 2013, período caracterizado por marcantes transformações na economia e sociedade rural. Os resultados destacam como as chances de a família rural possuir atividade não agrícola dependem tanto de fatores endógenos à estrutura familiar, como a presença de filho em idade adulta e escolaridade da pessoa responsável, quanto de fatores exógenos, como a proximidade do domicílio às áreas urbanas e região geográfica. Apesar das sensíveis melhoras no emprego e renda agrícola nos anos 2000, manteve-se o ritmo histórico de redução das famílias com atividade exclusivamente agrícola no rural brasileiro. Essa dinâmica justificar-se-ia, em parte, pela renda das famílias com atividades não agrícola, que é maior que a das famílias exclusivamente agrícolas e apresentou crescimento superior no período, contribuindo para a intensificação das disparidades de renda no meio rural.

This paper evaluates low-carbon urban development strategies for the transport sector in São Paulo, one of the largest cities in the world. For each mobility policy selected, we build scenarios to evaluate the potential of mitigating GHG emissions, shedding light on institutional aspects, benefits and risks of implementing each measure. Selected policies analyzed in this paper focus on: (i) reduction of frequency and distance of motorized trips; (ii) improvement of public transport; and (ii) technological issues, from improvement of fuel efficiency of all transport modes to replacement of fossil fuels by biofuels. Results show that the measures that present the highest potential to reduce GHG emissions are those that promote the use of biofuels, particularly ethanol, followed by those that favor the use of public transport. Moreover, simulations of integrated policies evidence that their effectiveness depends upon the adoption of coordinated policies at Federal, State and Local levels. Lastly, we highlight the complementary nature of the proposed policies and the contribution of scenario building to the debate on the strategic planning of integrated urban public policies to promote sustainable development in São Paulo City.
