Internationalization Dynamics of Character Based Education Pandemic

Objective: describing factors that influencing the implementation of new learning paradigm. This study used Edward’s policy implementation theory. According to Edward, there are four factors of policy implementation: communication, resources, disposition, and bureaucracy structure. Methods: the study used descriptive qualitative method. Researcher applied depth interview to collect the primary data from Kepala Sekolah Penggerak of high school and shared the google forms to teachers and school supervisor, and based on self experience as Kepala Sekolah Penggerak consultant. The sources of secondary data are school report and literatures. Results: the implementation of new learning paradigm faced some problems. The main obstacles are the forming of operational curriculum for education unit (OCfEU), diagnostic assessment, studying report, and framing the Pancasila student profile.

One of the program activities of BPSDM Jambi Province which is carried out every year is a training program for retired personnel, the aim is to prepare a number of alternative activities for officials who will enter retirement. This research is about the implementation process of retired entrepreneurial training. This research is a qualitative descriptive study, the informants in this study were the Head of the Jambi Province Human Resources Development Agency, the Head of the Core Technical Competency Development Division, the Heads of Sub-Heads and the organizing committee. Data obtained through interviews and activity report books and observations. The data analysis method is to use the data triungulation method, namely by making comparisons and discussions between the data obtained in the field. This research resulted that the implementation of entrepreneurial training Pra Purnabakti at BPSDM Jambi Province has been going well and quite systematically. The implementation process is divided into two parts, namely the planning process and the implementation process. This training planning activity is divided into two parts of planning, namely program planning and implementation planning. Program planning consists of analyzing the needs of prospective participants of the Retired Entrepreneurship Training and compiling a module for the Retired Entrepreneurship Training program. Meanwhile, the planning for the implementation consists of determining the partners for the implementation of the training, the setting of the place and the time of the implementation. For more success in the implementation of the training, it is hoped that the BPSDM will budget an adequate budget, due to the implementation of activities in the field.

Strengthening the Role of Widyaiswara in Improving the Quality of Human Resources Towards the Smart ASN 4.0 Concept

Widyaiswara menduduki peran penting dalam membentuk ASN yang berkualitas termasuk dalam mewujudkan konsep Smart ASN 4.0. Smart ASN yang memiliki kemampuan menguasai teknologi akan mendorong sistem pemerintahan Indonesia ke birokrasi yang sejalan dengan semangat revolusi industri 4.0. Semua jenis pelayanan publik dapat diselenggarakan berbasis digital dan terintegrasi sedemikian rupa sehingga pelayanan publik menjadi lebih optimal. Widyaiswara sebagai salah satu unsur dalam pengembangan kompetensi PNS berbasis elektronik diharuskan memiliki kemampuan untuk menyiapkan kebutuhan disetiap tahap proses pelatihan. Tahap pelatihan tersebut yaitu pelaksanaan dikjartih serta evaluasi dan pengembangan diklat. Kompetensi digital diperlukan oleh widyaiswara untuk menyusun bahan yang akan di gunakan dalam e-learning pada tahap tersebut. Peran widyaiswara harus ada mulai dari perencanaan, pembuatan konten dan evaluasi untuk memastikan tujuan pembelajaran tercapai.
