This article analyzes off‐farm work among subsistence‐level farmers in the Santarém region of the Brazilian Amazon. We build on the literature on rural livelihoods in the Global South by exploring how the opportunity to work off the farm is embedded in social relationships. We additionally differentiate our analysis by type of off‐farm work, and examine how other characteristics such as human capital, the available labor supply, and access to infrastructure vary by work outcome. In general, the factors that contribute to more secure, relatively higher‐paying work differ from those important in understanding patterns of lower‐paying, daily wage work. We find that on‐farm social capital, measured as the presence of a co‐resident on the property who works off the farm, increases an individual's probability of working off the farm, but has a stronger effect for lower‐wage work. We also find that the farm owner's relationship to households on the farm property plays a significant role in predicting patterns of off‐farm work. These findings suggest that social capital plays an important role in providing access to employment and therefore to cash income, but that farm‐level social capital does not necessarily provide pathways to stable or high‐paying jobs outside agriculture.

Latin American conditional cash transfer (CCT) programs are usually regarded as policies of social protection that question the neoliberal agenda. This article suggests instead that the Brazilian CCT Bolsa Família (Family Grant) is ambiguous in the sense that it was consolidated in association with policies of expansion of financial markets in the country under the rubric of social rights and female emancipation. To analyze the ambiguities of the program, we first delve into official federal documents and practices, which expose the connections between financialization and cash transfer. Second, we build on ethnographic data investigating the financial lives of Bolsa Família beneficiaries in the city of São Paulo. Our findings suggest that there are two scales at which Bolsa Família is associated with financialization: on the national level, the state‐led policy of cash transfer provides the conditions for the expansion of the banking system, and vice versa; on the local level, among the beneficiaries, Bolsa Família and access to credit tools trigger lateral dependencies and family conflicts.

Neste artigo, discute-se se o Programa Bolsa Família (PBF) é uma política pública eficiente na expansão das liberdades substanciais dos indivíduos. Para responder ao problema proposto, a pesquisa realizou uma pesquisa de campo no Distrito de São Carlos, localizado no Município de Porto Velho, Rondônia. Os achados demonstram que o Programa Bolsa Família é uma alternativa bem-sucedida, já que proporciona aos ribeirinhos melhores condições de vida. O acesso a utilidades básicas, como alimento, materiais escolares e vestuário, é garantido pelo programa, tendo em vista que uma grande parcela de pessoas dessas comunidades, embora desenvolvam atividades laborativas voltadas à subsistência, não possui vínculo formal e renda fixa.
