The formation of complex services is carried out exclusively according to the principle of association based on a life (business) event or situation. But as practical experience shows, users often request several services at the same time, and these services are not connected by one life event. This can be seen if you analyze the statistical data on service delivery by service delivery centers. The application of intelligent data analysis allows to reveal the hidden relationship between services. Based on this, a new principle of combining services was formulated. The object of research is the process of forming a portfolio of services based on association rules. An algorithm for forming a portfolio and providing recommendations for a decision-maker has been developed. Recommendations are presented in the form of sets of services that can be included in a portfolio. The application of this principle will allow to expand the set of complex services due to new portfolios. This will simplify and improve the service delivery process for both authorities and users.
The purpose of this research is to study the communication network among the participants in a construction project. The proposed approach contains the solving of the following tasks: identification of the key factors that affect the communication quality; calculation of the “communication quality” indicator between each pair of participants using fuzzy logic; and evaluation of the key measures of centrality using the tools of a Social Network Analysis. Solving the set tasks can help break the problem of the low level of efficiency of construction project deliveries. This study was conducted when the design stage was already complete and the construction project had 17 participants. We used the following factors influencing communication quality: timeliness, understanding, bidirectionality, use of IT tools in communication acts and adequacy. The use of fuzzy logic tools can minimise the subjectivity of the qualitative data obtained from the questionnaires. The analysis of five centrality measures showed that “Project manager”, “Chief engineer”, “Construction site manager”, “Construction works manager” and “Architect” had the greatest values in comparison with other network participants. On the one hand, this organisational structure of communication can be considered correct because the main information flows through the project managers, who make the decisions. On the other hand, this indicates a significant dependence of the construction project on these participants and, in the event of certain risk events, may lead to a decrease in the efficiency of its implementation. The methods presented in this article can be used in project management to analyse a real communication network.
The purpose of the academic paper is to establish how effective the introduction of additional courses to advanced training courses is, informing foreign language teachers about world international educational programs in the lifelong professional development system; determining the impact on the knowledge quality of introducing a set of educational activities aimed at the formation of linguistic competence. Empirical, statistical and theoretical methods have been used in the research. In order to diagnose the awareness of teachers about the lifelong learning system and the effectiveness of improving linguistic competence after completing advanced training courses, the methods of questioning, observation, as well as the experimental method have been used. The result of the present research is substantiation that a comprehensive approach to lifelong learning programs contributes to the formation of linguistic competence; it should be permanent and be part of the program of training and retraining of English teachers.

Шульгиним, імперативом зовнішньої політики України мало стати повсякчасне підтвердження її суб'єктності: Україна може і повинна враховувати на міжнародній арені інтереси інших країн та їхніх блоків, проте вона у жодному разі не може допускати втрати власної суверенності, підпорядковуючи свою політику інтересам сторонніх сил. Важливо відзначити також те, що О. Шульгин у своїй книзі одним із перших в українській суспільно-політичній думці ґрунтовно проаналізував більшовизм як специфічно російський політичний та світоглядно-ідеологічний інструментарій «конструювання» нової імперії, наголосивши на тому, що централістичні традиції Московщини цілковито узгоджуються із духом більшовицького тоталітаризму. Сформульована О. Шульгиним концепція, згідно з якою утворення на теренах колишньої Російської імперії незалежних національних держав лишається єдиним шляхом для встановлення політичної рівноваги на східноєвропейському просторі, набуває особливого значення у контексті розпочатої у 2014 р. нової війни Росії проти України. The purpose of the academic paper is to reveal and define the set of competences of teachers of higher educational institutions, corresponding to the concept of “lifelong learning”. The study was conducted by surveying four higher educational institutions in Ukraine and Poland. Along with this, the basic components of the general competence of teachers of higher educational institutions are as follows: professional, psychological-communicative and academic competence. A set of certain features has been selected for a clear and concise essence of competences. It has been established that the competence of introduction of innovative learning technologies in the educational process, research, digital and competence of lifelong learning are relevant in accordance with the requirements. Systematization of indicators of professional, psychological-communicative and academic competence has made it possible to reveal that the improvement of these characteristics is achieved through continuous learning. It has been proved that the development of tools for assessing the competence teachers of higher educational institutions will help identify positive or negative trends.
