The normative basis for the regulation of effective relationships between the educational, scientific and business sectors is presented. Based on statistical data, the dynamics of the development of the innovation infrastructure in the Republic of Belarus is analyzed and shows the need for change in collaboration between universities and business structures, development it. The university development models "University 3.0" are described which demonstrates the need for university-business collaboration. The indicators of the development of the innovation environment in the Republic of Belarus are analyzed. University cooperation should take place the east as well the west direction. The aim to analyse experience of the collaboration models of education and business in the context of efficiency and quality. Economic and social development of a country rely on advanced science and technology, skilled, educated workforce, extensive growth of innovation and population density. The process of innovation creation can be long and winding and should take into account the needs of technological development and definitely bring benefits to business. The concept of a science park has not been new. The United States of America were pioneers who in early 1950s suggested a brand new model for bridging the gap between academia and industry. Nowadays developed countries employ that model, though its objectives, funds, inputs and outcomes may vary. This paper will focus of the issue of real interaction of institutions of education, science and industry and will raise a number of controversial issues in the correction of the vector for socio-economic modernization. The authors analyzed a set of legislation acts on regulating the cooperation of academia and business. The paper gives a graphical model of reciprocity of institutions of education, science, and industry taking into account the interests of public authorities, and offers a set of additional indicators of evaluation of the efficiency of functioning of an innovation structure in the country (region).
Many countries around the world have committed to developing national frameworks in order to regulate digital economy. The latter is often regarded as an impetus for the recovery of the world economies. Having undergone some changes and finally managed to use the full potential of the knowledge-based economy such countries as Belarus and Russian Federation are now striving to derive benefits from digital economy by adapting strategy and various guidelines for better use of information and communication technologies (ICT). However, governmental acts, decrees or whatsoever cannot guarantee hundred percent success. The transition to a new model will be much dependent on people' mindsets and attitudes to innovations. Though the changeover to digitalized ecosystem is an obvious and indisputable reality, the paths that each country choses may be quite long and winding. This paper focuses on the grasping of the concept of digital economy and its constituent components which are, in fact, crucial elements leading to either success or failure in implementing legal regulations. Реализация доктрины несырьевого развития национальной экономики как путь решения структурных проблем и повышения уровня ее технологичности сегодня рассматривается в качестве основного стратегического направления экономической безопасности России. Как заявил в рамках проходящего в мае 2015 г. Петербургского международного экономического форума Президент РФ В.В. Путин, «… за счет модернизации промышленности, строительства новых предприятий, локализации конкурентного производства в России мы сможем… существенно сократить импорт по многим позициям… в том числе производство программного обеспечения, радиоэлектронного оборудования, энергетического оборудования, текстильная промышленность, рынок продо-вольствия» [1]. При этом одним из базовых условий формирования опти-мальной структуры промышленного производства, по мнению многочислен-ных исследователей данной проблематики, включая авторов данной статьи, является рациональность импортозамещения [2][3][4][5][6].Рациональность выражается в том, что в качестве базы стратегии про-мышленного развития каждый регион должен стимулировать развитие внут-ренних модернизационных факторов для реализации имеющегося латентного потенциала. Кроме того, учитывая, что с точки зрения как классических, так и современных теорий международной торговли для обеспечения экономиче-ской эффективности импортозамещения структура потоков экспорта/импорта должна определяться конкурентными преимуществами территории, реализа-ция рациональной политики импортозамешения должна обеспечивать вытес-нение зарубежных производителей с национального рынка не столько за счет введения различного рода ограничений и запретов, сколько на основе произ-водства отечественной продукции, способной конкурировать с импортной. Поэтому для реализации политики рационального импортозамещения необ-ходимо усиление экономики и ресурсосбережения стратегических видов сы-рья, инноватизация технологических процессов, а также активная государст-венная политика в отношении стимулирования инвестиций в высокотехноло-гичный сектор экономики.Формирование эффективных инструментов и механизмов реализации по-литики рационального импортозамещения предполагает необходимость пре-жде всего объективной оценки уровня импортозависимости страны по от-дельным видам экономической деятельности.В отечественной и зарубежной практике [7][8][9][10][11] для оценки уровня им-портозависимости наибольшее распространение получили некоторые подхо-ды к определению ее показателей (табл. 1)Приведенные показатели позволяют определить зависимость националь-ной экономики от импорта в целом.
