This study examines road risks among residents of deprived neighbourhoods targeted by social policy compared with residents of other contiguous neighbourhoods that are socially more privileged. The data used are from accident reports filled in by the police. When these data are brought to the level of the population in the areas studied, the adjusted relative risk for those living in sensitive urban areas compared with those living in other areas is assessed at 1.366 (with a 95% confidence interval from 1.240 to 1.502). Distributions by age and gender are then studied. In the discussion, several hypotheses concerning behaviour, mobility and socio-spatial factors are discussed.
Résumé À propos d’une catégorie spécifique de politique publique, celle de la réforme de la sécurité sanitaire, l’article met en évidence comment la circulation de ce concept sténographique entre espaces politico-administratif et savant est susceptible d’activer la croyance en un changement sectoriel profond et cohérent. L’étude des conditions structurales de sa genèse, de son contenu textuel et de la surface sociale de ses principaux promoteurs rappelle à quel point la mise en forme savante de la réforme (sous l’angle d’un changement de paradigme ou de référentiel) constitue un problème et un enjeu de connaissance et de reconnaissance.
L’article poursuit la réflexion sur le renouvellement des méthodes d’enquête en lien avec les transformations contemporaines des politiques de recherche. Comparant trois expériences de recherche, l’article étaye le potentiel heuristique de nos engagements réflexifs dans la réforme de l’État. La participation observante et l’ethnopraxie permettent d’avoir accès en direct à la machine réformatrice et de se départir des approches scolastiques de l’action publique. Surtout, l’article s’intéresse aux perturbations induites par la présence du chercheur embarqué sur et par son terrain. Comme le processus d’indigénisation n’est jamais abouti, le chercheur commet nécessairement des impairs, des gaffes, des perturbations, dont l’analyse s’avère féconde pour une science de la science de l’État.
Cet article propose une analyse comparée des opérations de mobilisation et d’importation des savoirs managériaux dans les politiques de l’emploi et de l’alimentation, respectivement observées au milieu des années 1980 et à la fin des années 1990. Ces séquences réformatrices ont ceci de commun que le recours à des outils et des discours managériaux ne peut s’interpréter comme un alignement subi à des normes d’action internationales, imposées de l’extérieur. À la faveur de conjonctures critiques, les savoirs managériaux ont plutôt été constitués en ressources dont des groupes réformateurs ont tenté de faire usage, afin d’améliorer leur position et celle de leur secteur d’appartenance, dans l’espace administratif. À cet égard, l’article s’intéresse aux différents registres de légitimation de l’action (sa conformité aux « bonnes pratiques » internationales, l’invocation de sa « scientificité », sa proximité au monde de l’entreprise) qu’autorise l’adossement des projets réformateurs aux savoirs managériaux. La mobilisation de ces références permet d’attester la modernité des activités administratives considérées. Elle participe ainsi à la revalorisation (relative, et toujours précaire) de secteurs et de politiques publiques relativement « dominés ».
