Cet article propose une analyse comparée des opérations de mobilisation et d’importation des savoirs managériaux dans les politiques de l’emploi et de l’alimentation, respectivement observées au milieu des années 1980 et à la fin des années 1990. Ces séquences réformatrices ont ceci de commun que le recours à des outils et des discours managériaux ne peut s’interpréter comme un alignement subi à des normes d’action internationales, imposées de l’extérieur. À la faveur de conjonctures critiques, les savoirs managériaux ont plutôt été constitués en ressources dont des groupes réformateurs ont tenté de faire usage, afin d’améliorer leur position et celle de leur secteur d’appartenance, dans l’espace administratif. À cet égard, l’article s’intéresse aux différents registres de légitimation de l’action (sa conformité aux « bonnes pratiques » internationales, l’invocation de sa « scientificité », sa proximité au monde de l’entreprise) qu’autorise l’adossement des projets réformateurs aux savoirs managériaux. La mobilisation de ces références permet d’attester la modernité des activités administratives considérées. Elle participe ainsi à la revalorisation (relative, et toujours précaire) de secteurs et de politiques publiques relativement « dominés ».
