The aim of this study is to describe the policy innovation of the implementation of a smart city in Bandung. Heightening urban issues are becoming increasingly complex and limited resources are available to alleviate them, making the government to continue making policy innovations in order to improve the societal welfare. The smart city policy innovation implemented by the government of Bandung is expected to solve the priority problems of Bandung effectively and efficiently. In conducting a policy innovation, special attention should be paid to several important things such as regulation, community needs, and understanding the apparatus and those who contribute in the implementation of a smart city in Bandung. With the fulfillment of several policy innovation factors, the implementation of a smart city in Bandung can be successful and solve the problems that currently exist in the city. To analyze the smart city policy innovation in Bandung, the researchers used the policy innovation instrument phase from Susanna Borras and Charles Edquist. The method used in this research is a qualitative method with a descriptive analysis method, and data collection was carried out through literature and field study (observation, interview, and documentation). The result of this research is that the smart city policy innovation in Bandung has not been successfully implemented. This can be seen from the three instruments of policy innovation that have not been implemented in the implementation of a smart city in Bandung. The three instruments are a regulation instrument, an economic financial instrument, and a soft instrument.
The low quality of the Senior Executive Service Officials (SES) of the State Civil Apparatus (Aparatur Sipil Negara/ ASN) was due its selection process which was highly political and lack in objectivity, fairness, and transparency. The low quality and competence impeded government activities and made them unable to compete with the private sector. The implementation of the merit system in the selection process of ASN Senior Executive Service (SES) which emphasizes the qualification, competency, performance, as well as fairness and openness, was needed to produce professional Pratama SES. The purpose of this study was to identify and analyze the implementation of the merit system in the selection of SES in the Central Java Provincial Government. The research problem of this study was how the merit system was implemented in the selection process for the SES in the Central Java Provincial Government. The theory utilized in the study was the merit system, on the dimensions of competency, qualification, work performance, and fairness. A qualitative approach was used in this study to describe and analyze the results. The primary data was collected from interviews with the sources, while the secondary data was collected using literature reviews of relevant books, journals, documents, and regulations. The location of the study is the Regional Staffing Unit (Badan Kepegawaian Daerah/BKD) of Central Java Provincial Government. Data analysis was conducted by pattern determination, data reduction, data presentation, and verification/conclusion. The study showed that the merit system in the recruitment process of the Central Java Provincial Government's Pratama SES was not implemented fully. Some Pratama SES selected using the system were still unable to perform their duties optimally, especially in responding, analyzing, or taking decisions/policy related to their duties. The dimension of the merit system has not yet been fully grasped and carried out, such as qualifications, competencies, and performance assessment.
This study is intended to explore the public perception, especially visitors of a city park to express their aspirations. Data collection techniques that was employed in this research are observation, questionnaire and interview and literature study. The results showed that the general public perception of the city park in the city of Bandung is quite good, but other respondents have opposite perception. They perceive that the management of city parks are not well maintained, less clean and incomplete in infrastructures, and the maintenance of the park is still incidentally maintained by agency managers. Secondly, there is a fact that there are no institutional system that can accommodate all stakeholders in the management of city parks. It is therefore important for the government of Bandung to immediately review the policies regarding the city park by considering participatory programs with existing policies. This study aims to look at the human resource capacity of the Ministry of Religion especially in madrasah education. This study intends to explain how the Ministry of Religion in carrying out its duties and responsibilities in the field of madrasah education includes service, guidance, guidance, management of information systems. This study uses a quantitative approach which is analyzed using Structural Equation Modeling (SEM) analysis. Data was collected throygh informant interviews and questionnaires. As a result, this study shows that currently, the human resource capacity of the Ministry of Religion in the madrasah education section is quite good. This can be seen from the six indicators that researchers use based on the theory of Hall, et al. (2003), which consists of the number of employees, employee competency standards, employee motivation, reward and punishment, skill development, and compensation. The results of the study show that human resource capacity is strongly influenced by the dimensions of employee competency standards and compensation. AbstrakPenelitian ini bertujuan untuk melihat kapasitas sumber daya manusia Kantor Kementerian Agama Kabupaten Bandung khususnya pada bidang pendidikan madrasah. Penelitian ini ingin menjelaskan mengenai bagaimana Kantor Kementerian Agama Kabupaten Bandung dalam melaksanakan tugas dan tanggung jawab nya di bidang pendidikan madrasah meliputi pelayanan, bimbingan, pembinaan, pengelolaan sistem informasi. Penelitian ini menggunakan pendekatan kuantitatif yang dianalisis menggunakan analisis Structural Equation Modeling (SEM). Data dikumpulkan melalui wawancara informan dan angket. Hasilnya, penelitian ini menunjukkan bahwa saat ini kapasitas sumber daya manusia Kantor Kementerian Agama Kabupaten Bandung di seksi pendidikan madrasah cukup baik. Hal tersebut dapat dilihat dari enam indikator yang peneliti gunakan berdasarkan teori Hall, et al. (2003), yang terdiri dari kuantitas pegawai, standar kompetensi pegawai, motivasi pegawai, reward and punishment, pengembangan keahlian, dan kompensasi.
