The new student admission based on zoning system has been implemented in Indonesia since 2017 through the Ministerial Regulation of Education and Culture No. 17/2017, then renewed by the Ministerial Regulation of Education and Culture No. 18/2018. The regulation has been enacted for the Local Office of Education in all regencies/cities in Indonesia. To be implemented, every regency and city have enacted the operational regulations in accordance with each local conditions. The Local Government of Bandung City has implemented the zoning system since 2017, namely the Regulation of Mayor of Bandung No. 553/2017 and the Regulation of Mayor of Bandung No. 456/2018. The both regulations have the different rule of game, particularly the application of quota. The zoning quota of new student admission in 2017 was regulated only for 40-50 percent, but Bandung City in 2018 applied the zoning system for 100 percent. The aims of applying the zoning system were to closely bring the students to their residences, to reduce the costs of school transportation, and to eliminate the dichotomy between the favorite and unfavorite schools. The research uses the paired sample t-Test to compare the both Mayoral Regulations and to then find the dominant factor as the cause for occuring the conflict in the process of new student admission in Bandung City. Matland’s ambiguity-conflict model is used to explain the implementation of new student admission policy. Results of the research indicate that the dichotomy of favorite and unfavorite schools can not be removed, not just because of the public mindset, but also because of the unsupporting policy of local government, and the unreadiness of local government to provide the qualified infrastructures for the education in all schools.Keywords: School Dichotomy, Policy Implementation, New Student Admission, Zoning System.
Pagerwangi village is one of the regions of Bandung Barat that are prone to natural disasters such as avalanches especially earthquakes. Its geographical location falls within the red zone of the Lembang fault. So that in prediction would be one of the affected areas due to tectonic earthquakes stemming from the faulting of the Lembang fault. Disaster prevention programs are already being conducted by the government along with other parties such as educational agencies and civic groups. The study aims to analyze how disaster mitigation implementations through the Functional Structural approach theory based on four aspect of Integration, adaptation, maintenance patterns, and goal achievement. The research method uses a descriptive qualitative approach. The results of the study showed a mismatch in the integration aspects, leading to obstacles in the process of adaptation of the community in disaster mitigation
This study describes the collaborative development of tourism in the Kubu Gadang Tourism Village. This research is motivated by problems in tourism development in Kubu Gadang Tourism Village, especially in the collaboration aspect. One of them is in collaborative communication, where sectoral ego and community participation are still fluctuating. The results of this study indicate that the collaboration of tourism development in Kubu Gadang Tourism Village has been going well. Of the six determinants of successful collaboration proposed by Paul W. Mattessich and Barbara R. Monsey, only one factor has not worked well. In contrast, the other five factors have worked well. Factors that have not gone well are the collaboration resource factor. Namely, the source of funds that are still very lacking and the members who have the skills are not evenly distributed. Some suggestions from this study are that the collaboration group members should be able to compromise to make a meeting schedule that fits the schedule of all members to maximize the attendance of all collaboration members in each meeting so that no information is missed. It is recommended that the Tourism Development Collaboration Group in the Kubu Gadang Tourism Village add a division that focuses on the business or business development. It is recommended that the Tourism Development Collaborative Group in Kubu Gadang Tourism Village conduct training on time management. To avoid wasting time and delays in receiving the next guests. ABSTRAKPenelitian ini menjelaskan tentang kolaborasi pembangunan kepariwisataan di Desa Wisata Kubu Gadang. Penelitian ini dilatarbelakangi oleh permasalahan pada pembangunan kepariwisataan di Desa Wisata Kubu Gadang terutama pada aspek kolaborasi. Salah satunya pada komunikasi kolaborasi yang masih terdapat ego sektoral dan partisipasi masyarakat yang masih mengalami fluktuasi.Hasil penelitian ini menunjukkan bahwa kolaborasi pembangunan kepariwisataan di Desa Wisata Kubu Gadang sudah berjalan dengan baik. dari enam faktor penentu keberhasilan kolaborasi yang dikemukakan oleh Paul W. Mattessich dan Barbara R. Monsey, hanya satu faktor yang belum dapat berjalan dengan baik, sedangkan lima faktor lainnya sudah berjalan dengan baik. Faktor yang belum berjalan dengan baik adalah faktor sumber daya kolaborasi yaitu sumber dana yang masih sangat kurang dan juga anggota yang memiliki keterampilan itu belum merata.Beberapa saran dari penelitian ini adalah Anggota kelompok kolaborasi sebaiknya bisa melakukan kompromi untuk membuat jadwal pertemuan yang sesuai dengan jadwal seluruh anggota untuk memaksimalkan kehadirian seluruh anggota kolaborasi dalam setiap pertemuan agar tidak ada informasi yang terlewat. Sebaiknya Kelompok Kolaborasi Pembangunan Kepariwisataan di Desa Wisata Kubu Gadang melakukan penambahan divisi yang berfokus kepada pengembangan usaha atau bisnis. Sebaiknya Kelompok Kolaborasi Pembangunan Kepariwisataan di Desa Wisata Kubu Gadang melakukan pelatihan tentang manajemen waktu. Agar tidak terjadi pemborosan waktu dan keterlambatan dalam menerima tamu-tamu selanjutnya.
This research is about the condition of the flood disaster in Bandung Regency, which is focused on the local government's steps to prevent, mitigate and prepare. The implementation of disaster management in Bandung Regency is regulated through the Bandung Regency government's policy with the establishment of the Regional Disaster Management Agency. The establishment of the Regional Disaster Management Agency based on the Bandung Regency Regional Regulation number 11 of 2010 concerning the establishment of the Bandung Regency Regional Disaster Management Agency organization, and the Bandung Regency Regent's Regulation number 53 regarding the details of the duties, functions, performance procedures of the Bandung Regency Regional Disaster Management Agency and followed by implementing regulations in the form of Regulations Bandung Regency area number 2 of 2013 concerning the implementation of Bandung Regency disaster management. The authors use common goals, division of roles, communication, and resources as the criteria for successful collaboration. This study uses a qualitative descriptive method where the data collection techniques used are library research and field studies consisting of observation and in-depth interviews.
ABSTRAKMenyadari akan pentingnya peranan pendidikan dalam meningkatkan kualitas sumber daya manusia, pemerintah berupaya untuk meningkatkan kualitas guru melaksanakan sebuah program sertifikasi guru. Tujuan penelitian ini ialah untuk mengetahui bagaimana proses implementasi program sertifikasi guru untuk guru madrasah yang dilakukan oleh Kementerian Agama Kabupaten Bandung. Teori yang digunakan dalam penelitian ini adalah teori implementasi program menurut Charles O. Jones yang menyebutkan tiga aktivitas dasar yaitu organisasi, interpretasi, dan aplikasi. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik penentuan informan menggunakan teknik purposive. Hasil penelitian menunjukan bahwa implementasi program sertifikasi guru dalam jabatan khususnya pada guru Madrasah Aliyah Negeri Ciparay yang dilakukan oleh Kementerian Agama Kabupaten Bandung pada pelaksanaannya belum optimal karena masih terdapat beberapa kendala yang dihadapi. Dilihat dari organisasi masih kurangnya sumber daya manusia dan sumber daya finansial yang tersedia. Dari aspek interpretasi, para pelaksana program sudah memahami tujuan dan pedoman program akan tetapi dalam pelaksanaan tugas dan fungsinya masih belum konsisten. Dalam aspek aplikasi, ditemukan pengawasan pada pelaksanaan program tidak berjalan, terlihat pada belum adanya laporan evaluasi untuk pelaksanaan program sertifikasi guru dalam jabatan yang telah dilaksanakan pada tahun-tahun sebelumnya. Discipline of the State Civil Apparatus or commonly called ASN is an absolute thing that must be done if you want to improve performance. Work discipline is a problem that always occurs in every organization, including the Social Service of Sumedang Regency. One effort to improve the discipline of ASN is to provide employee training in collaboration with institutions or third parties regarding training that is mental and training that improves work skills competence. Therefore, the purpose of this study is to improve the level of employee discipline in order to enhance the efficiency of the state's civil machinery. In this investigation, a qualitative strategy is combined with a descriptive research approach. According to the findings of the study, discipline is of utmost significance in terms of enhancing the performance of the State Civil Apparatus, indicating the necessity of occupational training. In this study, the authors propose 6 scopes of work training that must be carried out by ASN to improve their work discipline, namely employee motivation development training, leadership training, effective communication technique training, self-introduction training and acknowledgment management training.Keywords: Performance, Discipline, Training, State Civil Apparatus. Disiplin kerja merupakan masalah yang selalu terjadi di setiap organisasi, termasuk Dinas Sosial Kabupaten Sumedang. Salah satu upaya untuk meningkatkan kedisiplinan ASN adalah dengan memberikan pelatihan pegawai bekerja sama dengan lembaga atau pihak ketiga mengenai pelatihan yang bersifat mental dan pelatihan yang meningkatkan kompetensi keterampilan kerja. Oleh karena itu, tujuan dari penelitian ini adalah untuk meningkatkan tingkat kedisiplinan pegawai dalam rangka peningkatan efisiensi mesin sipil negara. Dalam penelitian ini, strategi kualitatif dipadukan dengan pendekatan penelitian deskriptif. Menurut temuan penelitian, disiplin sangat penting dalam hal peningkatan kinerja Aparatur Sipil Negara, menunjukkan perlunya pelatihan kerja. Dalam penelitian ini, penulis mengusulkan 6 lingkup pelatihan kerja yang harus dilakukan oleh ASN untuk meningkatkan disiplin kerja, yaitu pelatihan pengembangan motivasi karyawan, pelatihan kepemimpinan, pelatihan teknik komunikasi efektif, pelatihan pengenalan diri dan pelatihan manajemen pengakuan.Kata Kunci: Kinerja, Disiplin, Diklat, Aparatur Sipil Negara.
Transformation is a process that can not be avoided when the condition of the organization gets worse in all aspects. PT. Kereta Api Indonesia prior to 2009 experienced worsening conditions in almost every aspect. Impaired employee performance, service performance associated with delayed arrivals and arriving trains, dirty station conditions, adventurous condition of coaches and loco, brokering systems and corporate assets. Therefore, restructuring steps are done by PT. KAI by doing organizational transformation. The most important process in transformation is to change the employee's mind set or Reframing. The purpose of this study is to analyze how the reframing process is run by PT. KAI. This research is qualitative research with descriptive method. The primary data source of this research is the leadership of PT. KAI and train passengers. The theory used as a knife analysis in this study is the theory of Goulliart and Kelly (1994) where Reframing is one of the important parts in the transformation, consisting of 3 chromosomes, which get mobilization, create vision, and make measurement instruments. Reframing is done by changing the orientation of the company from orientation to production to service orientation. To mobilize subordinates to change their orientation, socialization, reward and punishment, more leadership style changes in leading by example. Creating a new vision is done by changing the vision and mission, organizational culture, work values and organizational logos. Meanwhile, to measure that the transformation has indicated a condition improvement, a measurement instrument was developed. Measurement instruments are designed to measure overall organizational performance and service performance. The results show that the reframing is well executed, although at the beginning there are many oppositions, but with a firm leadership and willing to go down the field little by little employees who oppose the transformation began to follow the path of transformation.
