The aim of this study is to describe the policy innovation of the implementation of a smart city in Bandung. Heightening urban issues are becoming increasingly complex and limited resources are available to alleviate them, making the government to continue making policy innovations in order to improve the societal welfare. The smart city policy innovation implemented by the government of Bandung is expected to solve the priority problems of Bandung effectively and efficiently. In conducting a policy innovation, special attention should be paid to several important things such as regulation, community needs, and understanding the apparatus and those who contribute in the implementation of a smart city in Bandung. With the fulfillment of several policy innovation factors, the implementation of a smart city in Bandung can be successful and solve the problems that currently exist in the city. To analyze the smart city policy innovation in Bandung, the researchers used the policy innovation instrument phase from Susanna Borras and Charles Edquist. The method used in this research is a qualitative method with a descriptive analysis method, and data collection was carried out through literature and field study (observation, interview, and documentation). The result of this research is that the smart city policy innovation in Bandung has not been successfully implemented. This can be seen from the three instruments of policy innovation that have not been implemented in the implementation of a smart city in Bandung. The three instruments are a regulation instrument, an economic financial instrument, and a soft instrument.
Archipelago governance, especially in the Riau Islands, is very complex and has not yet found a solution for its governance. This research aims to see the implementation of ideal maritime governance and how to support agile governance with a flexible system of apparatus work. The research method used is a qualitative method with a descriptive approach. The results of the research are that several factors need to be considered in maritime governance, including the authority of local governments, leadership, and resource management. In measuring the flexibility of the work system, the author uses several aspects of the approach, namely situation, approach, context, maturity, and performance. In this study, the authors provide recommendations for the formation of regulations governing the authority and governance of marine and archipelagic areas as well as the need to formulate regulations and work systems for ASN flexibility by making plans based on work and workload analysis and realizing infrastructure that supports the implementation of flexible work arrangements.
The purpose of this study is to find out the inhibiting factors for local governments in conducting coaching and developing strategies to increase regional institutional capacity. This study uses a descriptive research method with a qualitative approach. The results of this study are in improving the quality of officials in each government department by increasing the required institutional capacity in the form of implementation evaluation, through evaluation, performance appraisal, employee training, and programs to increase the institutional capacity of Regional Officials in the Kepulauan Riau Province. Recommendations from this study are training efforts that can improve the competence of civil servants and as strong leverage in improving performance and transforming government organizations into developed work models, culture, and value strategies.
This study has purpose to determine how the effect Regional Original Income to Direct Expenditures in West Bandung Regency for the period 2008-2017. This study uses the theory from Siregar (2015: 31) with method uses an associative type with a quantitative approach. This reseach useing secondary data with data collection techniques are literature studies (documentation) and field studies (observation). The population and sample of the study are the West Bandung Regency Regional Budget Realization Report 2008-2017. Statistical testing uses multiple regression analysis it where to determine how much influence the PAD component has on Direct Spending with a significance level of α = 0.05 using the t-test with SPSS 20 program. Significant value for the influence of independent variables regional tax, regional retribution, separated regional wealth management results and other legitimate PAD which is Regional Original Income simultaneously to Direct Expenditures of 0,000 <0.05 and calculated F value of 68,983> F table of 4, 53. So that can be concluded of the independent variable namely Regional Original Income simultaneously influences the dependent variable of Direct Shopping in West Bandung Regency. The results is calculation of the determination coefficient and correlation coefficient that the effect of Regional Original Income on Direct Spending is 98.2% with a correlation level of 0.982 which means it belongs to the category of very strong relationships. And the remaining 1.8% are influenced cause other variables not explained by the researcher.
This study aimed to determine if the adoption and diffusion of urban policy innovations in the Kepulauan Riau were appropriate public policy innovations to solve the problem. The Kepulauan Riau states have adopted the concept of the smart province to solve urban problems when implementing policy innovation. However, the application of smart cities in the mainland and island regions certainly has different implementations. Therefore, adopting a mature policy for innovation must be executed effectively and efficiently. This survey uses a qualitative research method that uses a descriptive analysis method. The government has not effectively implemented urban policy innovations in the Kepulauan Riau to solve public problems. The author analyzes policy innovation adoption and diffusion from a Rogers perspective. Policy innovation must-have steps to know, persuade, make decisions, implement, and confirm. This study recommends the need for roadmaps and guidelines for implementing innovative states for this innovation to solve the archipelago problem.
