Artikel ini dimaksudkan untuk menganalisis dampak pengelolaan dan penggunaan Dana Desa terhadap pembangunan daerah. Hal ini disebabkan oleh karena pengelolaan Dana Desa tidak tepat sasaran dan penggunaannya belum optimal. Metode penelitian yang digunakan adalah dengan pendekatan kualitatif. Hasil analisis menunjukkan bahwa pengelolaan dan penggunaan Dana Desa tidak memberi dampak signifikan bagi pertumbuhan pembangunan daerah dan program pembangunan Desa tidak sinkron dengan kebijakan pembangunan Daerah (RPJM Daerah). Dampak ini disebabkan oleh karena Desa memiliki kewenangan luas dalam menentukan rencana programnya dan daerah kurang memiliki wewenang mengintegrasikan kebijakan program pembangunan. Untuk mengintegrasikan program pembangunan Desa yang sinkron dengan kebijakan pembangunan Daerah, diperlukan intervensi regulation Pemerintah Daerah guna mengarahkan program Desa, mengacu pada kebijakan pembangunan Daerah.
ABSTRAKPangan adalah kebutuhan yang mendasar bagi manusia dan pemenuhannya merupakan hak asasi manusia yang di jamin oleh Undang-Undang Dasar 1945 dan negara berkewajiban untuk mewujudkan ketersedian, keterjangkauan, dan pemenuhan pangan yang cukup, aman, bermutu. Undang – Undang 18 Tahun 2012 Tentang Pangan adalah kebijakan yang ditetapkan oleh pemerintah untuk mewujudkan tugas negara untuk mewujudkan ketahanan pangan. Artikel ini mencoba untuk memahami bagaimana dampak dari UU 18 Tahun 2012 dalam menciptakan ketahanan pangan di Indonesia yang dinilai dari pilar ketahanan pangan, yaitu ketersediaan pangan, akses pangan, pemanfaatan pangan, dan stabilitas pangan. Artikel ini menyimpulkan bahwa kebijakan harus di revisi dengan memperhatikan pilar pilar ketahanan pangan.
The low quality of the Senior Executive Service Officials (SES) of the State Civil Apparatus (Aparatur Sipil Negara/ ASN) was due its selection process which was highly political and lack in objectivity, fairness, and transparency. The low quality and competence impeded government activities and made them unable to compete with the private sector. The implementation of the merit system in the selection process of ASN Senior Executive Service (SES) which emphasizes the qualification, competency, performance, as well as fairness and openness, was needed to produce professional Pratama SES. The purpose of this study was to identify and analyze the implementation of the merit system in the selection of SES in the Central Java Provincial Government. The research problem of this study was how the merit system was implemented in the selection process for the SES in the Central Java Provincial Government. The theory utilized in the study was the merit system, on the dimensions of competency, qualification, work performance, and fairness. A qualitative approach was used in this study to describe and analyze the results. The primary data was collected from interviews with the sources, while the secondary data was collected using literature reviews of relevant books, journals, documents, and regulations. The location of the study is the Regional Staffing Unit (Badan Kepegawaian Daerah/BKD) of Central Java Provincial Government. Data analysis was conducted by pattern determination, data reduction, data presentation, and verification/conclusion. The study showed that the merit system in the recruitment process of the Central Java Provincial Government's Pratama SES was not implemented fully. Some Pratama SES selected using the system were still unable to perform their duties optimally, especially in responding, analyzing, or taking decisions/policy related to their duties. The dimension of the merit system has not yet been fully grasped and carried out, such as qualifications, competencies, and performance assessment.
Purpose of Study: Cihampelas village, Cihampelas sub-district, West Bandung Regency is the most village that gets the social fund for the renovation of the house which is uninhabitable “Rumah Tidak Layak Huni” (RTLH). This village could inventory the uninhabitable houses properly so that in this village, there are around 334 renovations of uninhabitable houses. These RTLH renovations program is the program that aims to improve the economic life of the society by prioritizing the society self-reliance through build mutual cooperation and togetherness. By this empowerment then, the community empowerment organization “Kelompok Swadaya Masyarakat” (KSM) became the coordinator of the program. The apparatus and companion consultant saw that KSM Cihampelas village, growth slowly unlike another village, but for the uninhabitable renovation they were effective and on target. Meanwhile, another village has so many problems in that community empowerment organization (KSM). In this analysis, the writer uses the qualitative method with study cases approach. The writer uses social capital theory, they are; trust, social norm and social networking. This community empowerment organization (KSM) who became the bearer in this program, has a leader or a chairman that collective collegial, so that all of the decisions can be taken from consensus. Although, from West Bandung’s apparatus and companion con- the sultant point of view, Cihampelas tend to be slow, and slow progress, but the Cihampelas’ KSM very strong and trusted highly by the society towards this KSM.Although, from West Bandung’s apparatus and companion consultant point of view, Cihampelas tend to be slow, and slow progress, the Cihampelas’ KSM very strong and trusted highly by the society towards this KSM. Methodology: In the data collecting technique, the writer uses an observation technique, deep interview, focus group discussion (FGD), interpretation approach, and library research. In data validation testing, the writer uses the triangulation technique by check, re-check and crosscheck for data that get from the theory, methodology, and writer perception. The resulting analysis shows that from three variables of social capital that analyzed by study cases at Cihampelas village for the fund of the uninhabitable program (RTLH), indicate that this village was succeeded in managing this program because they could explore the local wisdom which exists in these villages. Results: This case proves that kinship culture which builds from this fund program at the society in this analysis, shows the culture of helping each other, trusting and knowing also caring, especially in facing the house renovation problems. Implications/Applications: KSM highly respected by the society, since they know that the management does not get the incentive from anywhere, but because of their good intention to make the village and the environment more comfortable. Even the network is good enough because of the togetherness.
