Abstract. The extension and complexity of large cities creates "urban water" and a related issue: public water services, including public water supply, sewage collection and treatment, and storm water control, had previously become a policy sector separate from water resource allocation issues thanks to water transport and treatment technologies. Large metropolitan areas today cannot take nature for granted anymore, and they need to protect water resources, if only to reduce the long term cost of transporting and treating water. In this paper, we compare the historical development of water services in European and Brazilian metropolitan areas, placing the technological developments in their geographic, socio-economic and political contexts. Our frame is to follow the successive contributions of civil engineering, sanitary engineering, and environmental engineering: the "quantity of water" and civil engineering paradigm allowed to mobilise water in and out of the city, and up the hills or the floors; in the "water quality" and chemical/sanitary engineering paradigm, water treatment gave more freedom to cities to take water from rivers closer to them, but also to reduce sewer discharge impacts; lastly, the environmental engineering paradigm proposes to overcome the supply side perspective, by introducing demand side management, water conservation, water allocation flexibilisation, and an integrated approach to water services, water resources management, and land use policies.
RESUMO ---Em tempos de mudanças ambientais globais, o conceito de "segurança hídrica" tem surgido como forma de orientar a gestão dos recursos hídricos a resultados efetivos em termos de garantia de disponibilidade de água para os usos múltiplos que atenda às expectativas da sociedade, além de protegê-la contra os efeitos negativos dos eventos hidrológicos extremos. No âmbito internacional, o conceito de segurança hídrica começou a ser discutido na década de 90, sobretudo a partir de 2009 quando o assunto passou a ser objeto de maior número de publicações. No Brasil, pode-se dizer que a Lei Federal 9433/1997, que institui a Política Nacional de Recursos Hídricos no Brasil, e as leis estaduais correspondentes, trazem embutido o conceito de segurança hídrica. No entanto, somente a partir de 2014 este conceito ganhou espaço no país em função da crise hídrica vivenciada pelas principais capitais do Sudeste brasileiro, em particular a cidade de São Paulo; trata-se de um conceito ainda em construção. Este artigo tem como objetivo identificar e apresentar, por meio de uma extensa revisão da literatura, o conceito de segurança hídrica de organismos internacionais e publicações científicas, visando dar subsídios para sua melhor compreensão e discussão no contexto brasileiro. EMERGING CONCEPT OF WATER SECURITYABSTRACT -In times of global climate changes, the concept of water security has arisen as a guideline for the management of water resources. Such approach aims to guarantee water availability for multiple uses, meeting society expectations as well as protecting it from negative external interference to water. The concept of water security appeared internationally in the 90's and became more prominent from 2009 onwards, when it became a more frequent topic in publications. In Brazil the federal law 9433/1997 created the National Policy for Water Resources in Federal level and created the State's law regarding the matter. Such laws encompasses the concept within them. However, it was only from 2014 on, that the term became widely discussed in Brazil, due to the water crisis that took place in the major state capitals in the southeast of the country (particularly São Paulo). In that way, it is still a concept in the making. This article identifies and presents the concept of water security from international institutions and scientific articles. It aims to subsidize the discussion in Brazil, as well to make the comprehension of the concept easier.
ResumoEste trabalho apresenta resultados preliminares de uma pesquisa cujo objetivo é analisar os conflitos envolvendo a pesca artesanal e a Estação Ecológica de Tamoios (ESEC Tamoios) na Baía de Ilha Grande, litoral sul do Estado do Rio de Janeiro, bem como identificar iniciativas atuais visando dar "tratamento" a esses conflitos. Neste contexto, destaca-se o projeto "Desenvolvimento e Gerenciamento dos Sistemas de Gestão da Aquicultura e Pesca na Baía de Ilha Grande", popularmente conhecido na região como "Acordo de Pesca -BIG", posteriormente cunhado como G-PESCA-BIG, do qual uma das autoras é participante. Face às poucas experiências bem--sucedidas de cogestão dos recursos naturais no Brasil, particularmente os pesqueiros, acredita-se que este espaço é um objeto importante de análise, tanto em função do nível de mobilização, organização e participação dos pescadores quanto pela possibilidade concreta de tratamento dos conflitos socioambientais locais envolvendo a pesca artesanal. This paper aims to analyse the water supply systems in the Rio de Janeiro Metropolitan Area in the light of the hydrosocial scarcity concept and the human right to water. It also assesses how bulk water availability may aggravate this situation. We argue that water access-related problems are directly related to several aspects: the way that water and sanitation services are managed, deficiencies in planning, technical choices, and the way in which existing systems are operated. In addition to these current structural problems, the vulnerability of supply systems also tends to increase in terms of lesser water availability as long as no changes are made in management processes to promote greater water security, as the 2014-2015 drought affecting the Piracicaba and Paraíba do Sul river basins.
Water governance is a prominent theme in the discourse of international agencies and organizations, and in the research field. Given the continuous importance of this theme in discourse, politics and science, this article presents the results of a comprehensive literature review aiming to provide an overview of discussions on water governance. With the ample body of material reviewed, the main contributions were collated and summarized in terms of their motivations and core ideas. The discussions presented herein may be a starting point for those intending to study or improve water governance systems at different levels and scales. We have mainly concluded that there is no ideal “model” of governance - water governance is totally dependent on a particular social, cultural, environmental, economic, political and institutional context.
