ResumenEl modelo económico neoliberal y la liberalización comercial del café trajo consigo rezagos en la actividad, desplazamiento de la producción interna que ocasionó el cierre de campos productivos poco competitivos en el mercado global y conflictos sociales como la pobreza y la migración. Ante esto, se impulsaron opciones como programas de bienestar social y empleo rural no agrícola (ERNA) entre ellos el turismo rural. La investigación se realizó en el municipio de Coatepec, Veracruz, productor de café y declarado pueblo mágico. El objetivo de la investigación fue analizar las posibilidades de incorporar a los productores de café en actividades agroturísticas para diversificar sus ingresos. Se aplicó una encuesta a 72 productores de café del municipio de Coatepec, Veracruz. Los resultados muestran que los cafeticultores del municipio tienen baja escolaridad, edad avanzada y bajos rendimientos de café. Más de 50% les gustaría ofertar servicios agroturísticos en la poda, fertilización, plantación, cosecha y paseo por senderos. Asimismo, necesitan apoyos e infraestructura para la implementación de proyectos turísticos. Se concluye que los bajos rendimientos, falta de apoyos gubernamentales y la baja rentabilidad del café inciden en la posibilidad de los productores en participar en actividades turísticas como complemento a sus actividades cafetaleras. AbstractThe neoliberal economic model and the liberalization trade of coffee brought lags in activity, displacement of domestic production that caused the closure of uncompetitive fields in the global market and social conflicts such as poverty and migration. Considering this, options such as social welfare programs and nonfarm rural employment (RNFE) including rural tourism were promoted. The research was conducted in Coatepec, Veracruz, coffee producer and declared "magical town". The aim of the research was to analyse the possibilities of incorporating coffee producers in agro-tourism activities to diversify their income. A survey was administered to 72 coffee producers. The results showed that, the municipality coffee farmers have low education, elderly, and low coffee yields. Over 50% would like to offer agro-tourism services in pruning, fertilizing, planting, harvesting and hiking. They also need support and infrastructure for the implementation of tourism projects. We concluded that, low yields, lack of government support and low profitability affect the ability of the producers for participating in tourism to supplement their coffee activities.
Resumen: Aglomerar para innovar parece ser la principal palanca que utilizan los estados para mejorar la competitividad de las empresas y los territorios. En 2008, el gobierno de Chile implementa una política de cluster. Treinta empresarios de turismo de Olmué (región de Valparaíso), desarrollan un proyecto de certificación agrupándose para mejorar la competitividad. Como estudio de caso, entrevistamos a los gerentes de las empresas de turismo, funcionarios públicos encargados de implementar la política de clusters. Nuestros resultados muestran que en el caso del cluster «Sello Biosfera», la proximidad geográfica no es suficiente para crear nuevas prácticas y que es necesario trabajar la proximidad organizacional. Los aprendizajes que se generaron son alentadores y muestran que los actores se apropiaron del nuevo instrumento y han aprendido a elaborar juntos nuevos proyectos; menos ambiciosos que el cluster pero que les permitan generar las condiciones organizacionales, confianza y lenguaje común para un trabajo colectivo. Palabras Clave: Proximidad; Certificación; Gobernanza territorial; Turismo; Chile; Aprendizaje.Effects of tourism certification in territorial governance: the case of the "Biosfera" label, Olmué (Chile) Abstract: Grouping to innovate seems to be the main lever used by states to improve competitiveness of enterprises. In 2008, the government of Chile implements a clusters policy. A tourism enterprises association located in Olmué (Valparaíso region), got involved into a certification project, grouping them to become more competitive. As a case study, we interviewed managers of the selected enterprises (hotels, restaurants, tourist operators), public officials and in particular those who are encouraged to implement cluster policies. Our results show that for the cluster initiative named «Sello Biosfera», spatial proximity is not enough to create new organizational practices, and it is necessary to strengthen the latter. Organizational learning generated during the certification process is encouraging and evidence that despite difficulties, local actors assimilated the new instrument (cluster) proposed by the Government, and they have learned to work together in smaller projects than cluster itself, allowing them in a medium term to generate organizational conditions, trust each other and common language for collective work.
La baja calidad de los resultados de aprendizaje en ciencias, puede ser atribuido a una enseñanza descontextualizada, que no vincula los contenidos curriculares al entorno social y físico del estudiante ni de la escuela. A su vez, una falta de comprensión del propio territorio local por parte de los estudiantes y de los docentes, dificulta la generación de responsabilidad para con el medio ambiente y como consecuencia el no contar con futuros ciudadanos que sean actores activos de un Desarrollo Sustentable para sus localidades y el país. El ojetivo de este proyecto es promover la inclusión de la Territorialidad como temática multidisciplinaria en el currículo escolar desde el enfoque de Educación para el Desarrollo Sustentable. A través del trabajo con los docentes que enseñan Biología, Química, Física Historia y Geografía en los niveles 1o y 3o de Enseñanza Media del Liceo José Cortés Brown, localizado en la comuna de Viña del Mar.
Resumen: Producto de la globalización y de la metropolización, la demanda por espacios naturales es cada vez más importante, tanto por su explotación económica, su urbanización y/o su valorización socio-ambiental. Por lo tanto, la gestión de los espacios naturales requiere de una mirada territorial multiescalar que favorezca una multifuncionalidad que integre los intereses de los distintos actores. Es lo que estamos desarrollando en el marco del Proyecto Innova CORFO Nº 08CTU01 -08 "Nuevos Destinos/Productos de Turismo de Naturaleza y de Intereses Especiales para la R egión de Valparaíso, Chile", ejecutado por la Pontificia Universidad Católica de Valparaíso, durante el período 2008 -2012. La aplicación del paradigma decisional multicriterio ha abierto una interesante vía metodológica al tratamiento de la problemática del Ordenamiento Territorial, determinando los lugares más idóneos para la localización de actividades/servicios para el turismo de naturaleza y rural. El modelo de análisis territorial con SIG aplicado, ha permitido cuantificar el territorio en grados de aptitud para el Turismo, que permitiría consolidar una oferta, menos sensible a la estacionalidad y ayudar a posicionar a la Reserva de Biósfera (MAB) La Campana -Lago Peñuelas como un destino turístico emergente. Esto orienta la caracterización del destino turístico MaB y facilita co-diseñar y co-construir nuevos productos turísticos en función de las capacidades de uso de los territorios y de las aspiraciones locales, apoyando los planes de gestión de las Reservas MaB para que aseguren a las poblaciones, un desarrollo más sostenible.
