Resumen: Producto de la globalización y de la metropolización, la demanda por espacios naturales es cada vez más importante, tanto por su explotación económica, su urbanización y/o su valorización socio-ambiental. Por lo tanto, la gestión de los espacios naturales requiere de una mirada territorial multiescalar que favorezca una multifuncionalidad que integre los intereses de los distintos actores. Es lo que estamos desarrollando en el marco del Proyecto Innova CORFO Nº 08CTU01 -08 "Nuevos Destinos/Productos de Turismo de Naturaleza y de Intereses Especiales para la R egión de Valparaíso, Chile", ejecutado por la Pontificia Universidad Católica de Valparaíso, durante el período 2008 -2012. La aplicación del paradigma decisional multicriterio ha abierto una interesante vía metodológica al tratamiento de la problemática del Ordenamiento Territorial, determinando los lugares más idóneos para la localización de actividades/servicios para el turismo de naturaleza y rural. El modelo de análisis territorial con SIG aplicado, ha permitido cuantificar el territorio en grados de aptitud para el Turismo, que permitiría consolidar una oferta, menos sensible a la estacionalidad y ayudar a posicionar a la Reserva de Biósfera (MAB) La Campana -Lago Peñuelas como un destino turístico emergente. Esto orienta la caracterización del destino turístico MaB y facilita co-diseñar y co-construir nuevos productos turísticos en función de las capacidades de uso de los territorios y de las aspiraciones locales, apoyando los planes de gestión de las Reservas MaB para que aseguren a las poblaciones, un desarrollo más sostenible.

El presente trabajo busca caracterizar experiencias de microzonificación de Borde Costero en el contexto de la implementación de la Política Nacional Uso del Borde Costero. Para tales efectos se ha tomado como estudios de caso a las comunas Dalcahue y Hualaihué, en la Isla Grande de Chiloé, región de Los Lagos, elaborando una caracterización de los actores que intervienen en el proceso, sus intereses e influencias. También se determinan similitudes y diferencias de los procesos. Finalmente se proponen recomendaciones de gestión local costera de acuerdo a las experiencias comunales que permitan elaborar un instrumento de planificación territorial participativo de borde costero. En la investigación se utilizó una metodología cualitativa de tipo exploratoria descriptiva, consistente en revisión de material bibliográfico, entrevistas semiestruturadas a los actores regionales y locales y análisis de discurso público a través de prensa escrita. Los procesos de zonificación en el borde costero, son dispositivos o mecanismos de gobernanza a nivel local que enfrentan conflictos por los usos actuales, especialmente entre actividades económicas de grandes empresas y las comunidades costeras. No obstante, de ser un instrumento de planificación territorial indicativo, permite consolidar un proyecto de desarrollo con identidad y logra crear una ciudadanía empoderada en los espacios locales, situación relevante considerando la dificultad de generar procesos de participación de carácter resolutivo a nivel nacional. La experiencia acumulada y los resultados de esta investigación, son un aporte al proceso de zonificación del borde costero que se iniciará en cada una de las regiones del país, con la aprobación de la ley que profundiza el proceso de descentralización en Chile.
Industrial and technological development of modern societies, involves living with others and with di erent risks. We identify a need to develop researches about technological risks, because this topic has been few studied in Chile. A long transformation process occurred in the border coast of Quintero and Puchuncaví communes, Ventanas industry is located there, generating an urban coast growth, with an important population living with an industrial and port activities. This research aims evaluate technological risks and it´s spatial distribution in Quintero and Puchuncaví communes, integrating risks perception of residents and tourists. Risks mapping were made through Geographic Information System (GIS). Surveys were applied to residents and tourists to know their perception about technological risk.
